Job Description:

The Title IX and Compliance Officer serves as the College's Affirmative Action and Equal Opportunity Director, Title IX Coordinator, and ADA/Section 504 Coordinator. In this role, the Title IX and Compliance Officer has the primary responsibility for ensuring compliance with the College's Policy on Affirmative Action, Equal Opportunity and Diversity ("Policy on Affirmative Action"), Title IX, ADA/Section 504, and all related state and federal laws and regulations, executive orders, and other College policies.

The Title IX and Compliance Officer also works collaboratively with other College offices to develop, implement, and evaluate organizational goals, systems, and procedures designed to support and encourage diversity, equity, and inclusion across the College's workforce and learning community.

Responsibilities and Duties:
  • Coordinates the college's compliance with, provides technical assistance, and consults on statutory and regulatory requirements in the areas of Equal Education and Equal Employment Opportunity; Title IX; Affirmative Action; ADA and Sections 501, 503 & 504 of the Rehabilitation Act of 1973.
  • Monitors, reviews, analyzes and conducts internal audits of processes and systems at the college related to Title IX and equity compliance; and make recommendations regarding college-wide compliance with Title IX, Affirmative Action/Equal Opportunity, ADA/Sections 501, 503 & 504 of the Rehabilitation Act of 1973, and related responsibilities. Draft, revise, and implement policies and procedures as needed.
  • Provides and/or oversee the training of Title IX investigators; communicates regularly with the designated investigators for Title IX to ensure the prompt, fair, and impartial resolution of complaints. The Title IX Officer retains oversight of any delegated responsibilities and ensures there are no conflicts of interest with regard to the investigators' primary job duties.
  • Develops, coordinates, delivers, and tracks college-wide professional development on the college's Policy on Affirmative Action (PAA); prevention of discrimination and harassment; Title IX; and the ADA, working collaboratively with other college offices, state and federal agencies, and community partners.
  • Tracks and analyzes data and assesses the campus climate with regard to Equal Opportunity, Affirmative Action, Title IX and, in particular, sexual harassment and sexual violence.
  • Receives, investigates, and resolves complaints regarding discrimination, Equal Education and Equal Employment Opportunity, and harassment, including Title IX complaints, and complaints regarding denial of reasonable accommodation requests by employees, students, and others protected under state and federal laws and regulations and/or the college's PAA, in compliance with state and federal laws, executive orders, and college policies and procedures;
  • Partner with Chief Human Resource Officer (CHRO) and other Human Resource team members to assess and implement ADA programs and accommodations.
  • Works collaboratively with all areas of the college, as needed, with respect to complaint referral, investigation, resolution, and reporting.
  • Attends and participates in meetings and professional development opportunities for Affirmative Action Officers, Title IX Coordinators, and ADA/Section 504 Coordinators. Serve as the college liaison with the Board of Higher Education and Directors of Equal Opportunity/Affirmative Action, Title IX, and ADA in other Community Colleges to ensure appropriate uniformity throughout the Commonwealth.
  • Assists with the development, scheduling, and implementation of regular events on campus to raise awareness in the community about all forms of discrimination and harassment (including sexual harassment and sexual assault), as well as the college's policies and procedures.
  • Prepares and distributes Title IX and other educational material, posters, brochures, and web-based material.
  • Serves as an integral part of teams and committees across the college, including but not limited to the Affirmative Action Committee; lead the development of the college's Affirmative Action strategy bi-annually.
  • Works cooperatively with relevant government offices to ensure compliance with accessibility and other laws.
  • Works with various college offices to develop and maintain a protocol for ensuring compliance with various regulatory and statutory requirements; report on findings to the President. Assist in responding to system, state, and federal audits.
  • Reviews candidates selected by search committees for interviews for Affirmative Action Assurance and recommend additional review of minority candidates if needed. Provide guidance and training to search committees in conjunction with Human Resources to ensure fair recruitment practices.
  • Promotes a positive and inclusive work environment that supports the professional growth of staff while fostering a commitment to service excellence.
  • Serves as a member of the President's Cabinet.
  • Focuses on the Commonwealth's Equity Agenda by applying related best practices throughout all job functions.



Requirements:

  • Master's degree in Social Justice, Post-Secondary Education, Law, Sociology, Social Anthropology, Public Administration, Human Resource Management, Psychology, Counseling, Organizational Development or related field.
  • Eight years of experience advancing diversity, equity, inclusion, social justice, and/or civil rights compliance in a higher education setting or similar complex organization which includes 2 years of management or supervisory experience.

Preferred Qualifications:
  • Doctorate degree in Social Justice, Post-Secondary Education, Law, Sociology, Social Anthropology, Public Administration, Human Resource Management, Psychology, Counseling, Organizational Development or related field.
  • Knowledge of applicable federal, state, and local laws, codes, rules and regulations that pertain to this position including Title IX, ADA, Affirmative Action.
  • Experience in utilizing Microsoft Office Suite and Adobe Creative Suite.
  • Ability to develop, administer, and manage budgets.
  • Excellent written communications skills.

Additional Information:

Position Status: Non-unit Professional, full-time state-funded with benefits.

Hours: 37.5 per week

Salary: $101,312 - $131,704 (annually), commensurate with education and experience.

Worksite: Assignments will include all Massasoit sites.
