WHAT YOU'LL DO
Under the direction of the Director of Fiscal Services, perform a variety of professional-level budget and accounting work in support of monitoring various district-wide budgets and accounts.

WHERE YOU'LL WORK
The District Administrative Center, centrally located in Camarillo, oversees administrative functions, and provides leadership and services to the three colleges in support of VCCCD's mission.

Pending Board approval, the anticipated vacancy will be fulltime (40hrs/week, 12 mos./year) vacancy located at the District Administrative Center.

SALARY PLACEMENT
New Employees: Generally, new employees are placed on the first step of the appropriate range of the salary schedule.
Current Employees: An employee who is promoted will be placed on the salary step of the new range of the appropriate salary schedule that provides a minimum increase comparable to a one-step increase in salary.

COVID-19 VACCINATION REQUIREMENT
Board Policy 3506 COVID-19 Vaccine Requirement for Employees and Students requires that all students and employees of the Ventura County Community College District, which includes faculty, staff, volunteers, student workers, and administrators, be fully vaccinated against COVID-19. All new employees must be fully vaccinated by the first day of employment. An exemption may be requested by individuals who cannot be vaccinated due to medical and/or religious reasons. Employees who receive an exemption will be required to wear a mask or face covering while on District property and/or facilities and will be required to undergo COVID-19 testing twice weekly. This recruitment is being conducted to establish a list of eligible candidates that will be used to fill district-wide, current and upcoming, temporary and regular vacancies for the duration of the list, not to exceed one year.

Representative Duties
Review, audit, monitor, and approve a variety of accounting and budgeting work from personnel at the colleges, accounts payable, and payroll, including purchasing requisitions, invoices, account reconciliations, restricted budgets, budget adjustments, and various reports; ensure reporting deadlines are met in a timely fashion. E

Verify, reconcile, balance, and adjust a wide variety of complex district-wide accounts, including capital project funds, district accounts receivable, deferred revenue, liability, and other accounts as assigned. E

Prepare complex general journal entries, including all year-end closing entries for restricted funds. E

Prepare and examine a wide variety of reports and statements, including grant expenditure reports, financial statements, budget variances, and reports of historical trends for program directors, management, and granting agencies; submit expenditure reports on behalf of the Director of Fiscal Services to granting agencies. E

Perform a variety of complex financial, budget, and accounting studies including the collection, compilation, analysis, and interpretation of data; make forecasts and recommendations for improvement in practices and procedures. E

Review, interpret, apply, and explain a variety of technical documents, legislation, State budget information, rules, regulations, and procedures pertinent to budget and accounting functions to both staff and management. E

Serve as a technical resource to district-wide personnel regarding a variety of accounting and budget activities; respond to inquiries and provide technical information concerning transactions, budgets, records, forms, and funding source requirements. E

Create, organize, update, and maintain both paper and computer-based tracking systems such as databases and statistical spreadsheets to track, analyze, maintain, monitor, and report data. E

Prepare schedules and other worksheets for the annual external audit of the district; serve as liaison to auditors to ensure an accurate and successful annual audit; conduct research and provide support as assigned. E

Assist college management and program administrators in the development, preparation, maintenance, and evaluation of budgets for a variety of programs; identify budget problems; recommend solutions, and implement corrective adjustments. E

Analyze and review accounting processes and procedures; formulate and recommend changes and revisions as needed to ensure effective and efficient operations. E

Maintain confidentiality of budgetary and personnel information and records. E

Provide guidance, training, and technical direction to management and staff. E

Perform other duties as assigned.

Minimum Qualifications
Any combination equivalent to:

Education: A bachelor's degree including or supplemented by at least 12 semester units of accounting coursework.

Experience: Four years of technical or three years of professional-level accounting or budget experience.

EXAMINATION AND SELECTION PROCESS:

This is an examination open to the public and current district employees seeking a promotional opportunity. To ensure consideration, please submit your application materials by February 21, 2022.
The examination process may consist of any of the following components: A) Written/Performance Test = Qualifying (pass/fail)
B) Technical Interview = 100% weighting on final score


Applicants must meet minimum qualifications stated by the filing deadline in order to move forward in the testing process. Those candidates who meet the minimum qualifications will be invited to the written/performance test.

WRITTEN/PERFORMANCE TEST:
Date Range: Tuesday, February 22, 2022 to Sunday, February 27, 2022
Location: All candidates who meet the minimum qualifications will be emailed a link to the written/performance test on Friday, February 22, 2022 and will have until 11:59pm on Sunday, February 27, 2022 to complete the test. In order to participate in the written/performance test, you must have access to a computer and a reliable connection to the internet.

The eight (8) candidates with the highest passing scores on the written/performance test will be invited to the technical interview.

TECHNICAL INTERVIEW DATE RANGE AND LOCATION:
Date Range: Wednesday, March 9, 2022 to Wednesday, March 16, 2022 Location: The Technical Interview will be conducted remotely, using Zoom. In order to participate in the interview, you must have access to a computer with a camera, microphone, speakers, and a reliable connection to the internet.

The examination components and dates are subject to change as needs dictate. All communication regarding this process will be delivered via email.

Applicants must meet the minimum qualifications as stated, including the possession of licenses, certifications, or other requirements, by the filing deadline in order to move forward in the recruitment process. You must attach copies of any documents that demonstrate your attainment of the minimum qualifications (e.g., unofficial transcripts, foreign transcript evaluation, copies of any required licenses, and/or certifications). Failure to submit any required documents may result in disqualification. All required documentation must be attached to your application; Human Resources staff will not upload your documents for you. ELIGIBILITY LIST: Upon completion of the examination, the eligibility list will be compiled by combining the final examination score with applicable seniority and veteran's credits, if any. The candidates will be ranked according to their total score on the eligibility list. Certification will be made from the highest three ranks of the eligibility list. This eligibility list will be used to fill current vacancies for up to one year from the date of the technical interview. PROBATIONARY PERIOD: All appointments made from eligibility lists for initial appointment or for promotion, with certain exceptions, shall be probationary for a period of six (6) months or one hundred thirty (130) days of paid service, whichever is longer. Classified management, police, and designated executive classifications shall be probationary for a period of one (1) year of paid service from initial appointment or promotion.
