Primary Function

Under direct supervision from the Human Resource Employee Lifecycle Manager, the incumbent serves as a Human Resource professional in all matters relating to the processing of Civil Service employment documents. The position requires contact with internal and external hiring departments, agencies, students, and other administrative personnel.

This position reports to the Human Resource Manager for Employee Life Cycle. The incumbent will be a member of the HR Employment Services team.
Duties and Responsibilities (generally)

The employee in this position is responsible for the review and processing of all civil service employment paperwork, including the Employment Eligibility Form (I-9), and all other paperwork associated with the Civil Service Employment relationship. This person will counsel various constituents (administrators, supervisors, and employees) on both internal and external policies and procedures. This This position provides one-on-one counseling to employees related to civil service employee benefits, SURS, leaves of absences and related topics. Prepares reports related to civil service employees as required. Calculates SURS earnings for civil service employees. This person will attend regular HR and employment team meetings as needed, and will perform other related duties as assigned.
Minimum Required Qualifications for this position

1. High school graduation or equivalent
2. Any combination totaling three years from the following categories:
(a) progressively more responsible work experience performing duties comparable to those listed for the previous lower level of the series
(b) college course work in human resource administration, business administration, or a closely related field, as measured by the following conversion table or its proportional equivalent:
~60 semester hours equals one year
~90 semester hours equals two years
~120 semester hours equals three years
Specialty Factors (Additional Required Qualifications)

Education and Experience Preferred

Familiar with Civil Service employment and possess knowledge of procedures for processing related employment forms.

Knowledge, understanding and ability to interpret policies pertaining to Civil Service employment.

Requires a high degree of confidentiality, working under demanding deadlines with a highly technical workload, strong communication skills, ability to organize and prioritize work and a capacity to use and monitor an electronic/digital records system.

Ability to work independently under general supervision.

Accuracy, completeness and timely submission of employment personnel documents is also required.

1. Knowledge of standard principles and procedures used in human resource and ability to apply those used in complex technical operations in human resource.
2. Knowledge of federal and state laws, rules, and/or regulations related to public human resource administration; ability to learn those of the employing institution.

4. Skill in working with managers, staff, and the public.
5. Skill in writing and editing reports and other materials.
6. Good oral and written communication skills.

11. Ability to understand and interpret written procedures and guidelines.
