William J. Perry Center (WJPC) for Hemispheric Defense Studies
Summary: The Director of the WJPC works under Title 10 authority of the Office of the Under Secretary of Defense for Policy (USD(P)). The Director works closely with the Defense Security Cooperation Agency (DSCA), the Combatant Commanders, and the Office of the USD(P) Staff (OUSD(P)).
Duties: The Director develops and implements
Center activities consistent with DoD regional policy guidance as
issued by OUSD(P). The Director works closely with Deputy Assistant
Secretary of Defense for Western Hemisphere Affairs (DASD (WHA))
who will provide timely regional and/or country-specific guidance.
The Director assures that Center activities support the objectives
of the National Defense Strategy, and complements other approved
guidance by the Department, such as the National Military Strategy,
as well as guidance for engagements with allies and partner and
conducting security cooperation activities. The Director ensures
that activities are conducted in accordance with laws and policies
governing U.S. interaction with foreign countries.
The Director exercises authority, direction, and control over the
Center with support from staff and faculty. The incumbent
establishes internal objectives and, in consultation with DASD-WHA
and the lead Geographic Combatant Command (GCC), formulates short
and long range plans, programs and major initiatives for approval
by the USD(P) or his/her representative. The Director shall ensure
the Center provides a professional academic program for foreign
mid- and senior military officers, civilian officials,
nongovernmental personnel, and select U.S. officials.
Program Planning: As directed by the USD(P) or
his/her representative, and in coordination with the Director,
DSCA, and the Deputy Assistant Secretary of Defense for Security
Cooperation, organize the resources necessary to develop,
implement, and assess resident and non-resident classroom-based
activities and outreach in accordance with 10 U.S.C. 342.
Program Design and Evaluation: Oversee and
evaluate an academically-based program for foreign mid - and
senior-level civilian officials and military officers from regional
nations to stimulate student thinking about strategy, policy, and
defense decision-making; deepen their understanding of security
threats, challenges, and regional and global cooperation; promote
understanding of the security policies and concerns of partner
nations; and foster enduring relationships with U.S. partner
nations.
Program Direction: Exercise executive direction
over all aspects of the Center, in coordination with the policy
guidance provided by DASD-WHA. This encompasses the formulation,
implementation and refinement of educational and outreach programs
that accomplish the mission of the Center and are consistent with
current laws, DoD policy, goals, and objectives, and other
applicable security cooperation guidance. Direct the resident,
non-resident, and outreach programs offered by the Center in
accordance with DoD policies. Oversee the design, development, and
refinement the Center's core academic program and other
curricula.
Resource Management: Oversee all budget and
programming activities for the Center. Coordinate the budget with
DSCA, OSD Policy, and other relevant DoD entities. Determine the
need for financial, manpower and other resource changes based on
OSD and GCC requirements and on corporate level knowledge of
current and long-range priorities for resident programs, outreach,
and research, and provide proposed changes to the USD(P) or his/her
designated representative for approval.
Personnel Management and EEO: Exercise overall
supervision of all civilian and military positions. Oversee the
selection process of all faculty and administrative staff,
contractors, and/or consultants. Supervise all aspects of personnel
management to include ensuring that organizational objectives are
translated into individual performance plans.
Organizational Representation/Liaison: Provide
advice and assistance to senior officials throughout the U.S.
Government, Congress, the U.S. Department of State, and foreign
governments as requested and as approved by the USD(P) and his/her
designated representative. Conduct required representational
functions with high-ranking visitors, foreign dignitaries, senior
government officials, leaders of academic institutions,
professional associations, and others. Address public interest in
the Center by providing scholarly professional papers, lectures or
briefings to groups (or individuals) representing the general
public and the private sector.
Policy and Directives Implementation: Implement
DoD regulations and directives and OSD Policy guidance for the
Center. Ensure implementation of policies through extensive
evaluation and direct management of the Center's resident
offerings, research, and outreach programs. Maintain close liaison
with officials in OSD and GCCs with pertinent areas of regional and
functional responsibility, and other U.S. agencies.
Professional Leadership: Prepare and deliver
lectures and seminars on subjects associated with the Center's
curricula. Assign responsibilities and approve procedures for
reporting the Center's academic and outreach activities to DSCA and
OSD.
Perform other duties as assigned.

Basic Education Requirement: A Master's degree is required in accordance with the National Defense University Regulation 690-4, however, a Doctoral degree or equivalent terminal or professional degree in an appropriate discipline (International Affairs, International Security, or related field) is preferred. Proficiency in written and spoken Spanish language is required. In addition to the education requirement and the language requirement, the following specialized experience is required to qualify for this position:
- Executive level skills or equivalent at the General officer, Flag officer, or SES level or in management of senior level training and education programs and knowledge of how these programs operate within the DoD.
- Knowledge of executive level DoD Defense operations in support of national security policy and objectives, and ability to apply such knowledge to an international education mission.
- Knowledge of Western Hemisphere Security, and policy issues to include U.S Southern Command (USSOUTHCOM) and U.S. Northern Command (USNORTHCOM) and international security affairs in the Western Hemisphere theater
- Ability to develop cooperative relationships with executive and ministerial level leaders of the Western Hemisphere [Perry Center's Area of Responsibility (AOR)] governments and international organizations.
- Ability to acquire, integrate, and administer resources necessary to accomplish a complex international educational mission.
- Ability to lead an educational institution.
