Deputy Director

Manages a financial aid program for a functional area, oversees operations, and recommends changes to policies and procedures to ensure accurate, efficient, and timely delivery of student aid that is in compliance with regulations and supports departmental objectives.

 

The Deputy Director of Financial Aid leads development and execution of student financial aid policies, procedures, awards and scholarship programs, including implementation of institutional strategies and priorities in awarding financial aid and scholarships. They support the collection and analysis of financial aid data and metrics to inform and coordinate the development of intentional programmatic interventions and services that positively impact retention, and promote persistence and graduation. The position will report to the Director of Financial Aid and serve on the enrollment leadership team for strategic planning. 

 

The Deputy supports the University’s strategic enrollment plan by developing, implementing and evaluating programs, policies and procedures in collaboration with key units to enhance enrollment goals and support student success. This includes working closely with (cross-divisional) research teams to determine the foci and prioritization of comprehensive retention and recruitment strategies, as well as, collaborating with the director on budget and funding decisions for effective and deliberate administration of the university-wide student aid program (USAP).

 

An innovative leader, the deputy will leverage UCSC’s distinctions and principles of community to inform financial aid strategies and programs to enhance the university's ability to attract, recruit, select, enroll, retain and graduate a talented and diverse population of students.  The Deputy Director will have primary oversight over community engagement, including developing a student-centered outreach and engagement plan to serve and support students on financial aid. To this end, the Deputy Director will facilitate coordination and communication between respective university departments as they relate to the Financial Aid and Scholarship Office’s role in creating a positive educational experience for students. 

 

The Deputy assists the Director in overall administration of the financial aid program, and will have as a direct report the Associate Director of Advising as well as the Scholarship team. The Deputy Director will exercise a great deal of independent judgment in discharging the responsibilities of the position and will perform other essential duties and tasks as assigned by the Director.  

 

JOB DUTIES

• 20% - Recommends and manages development of IT systems and interfaces with external systems to effect efficient delivery and reporting of student aid for the functional area, ensuring the security of private information. Manages research and analysis, interpreting complex historical data to develop forecasts and inform strategic funding decisions in support of recruitment and retention of students. 

• 20% - Oversees operations of the Advising unit, supporting the Associate Director of Advising in development and implementation of strategies that efficiently deliver aid to students. Responsibility for internal control structure for Advising and Scholarships, including training on work instructions and procedures necessary to ensure the compliance to financial aid policies and programs with federal, state, University, agency, and donor laws, regulations, policies, and terms. Participates in annual financial and programmatic audits as necessary.

• 20% - Provides direction and support to subordinate supervisors and / or staff in both the Advising and the Scholarships areas. Makes decisions on performance, salary actions, hiring, and other human resources related issues of managed staff.

• 15% - Participates in planning and utilization of federal, state, University, and agency funds for the functional area to determine the most effective distribution of funds, given availability, government awarding parameters, and University goals.

• 15% - Responsibility for all activities for community engagement, supports the Associate Director of Advising with student centered outreach, communications and publications regarding financial aid.

• 10% - Budget responsibility for institutional scholarships, including oversight of funds derived from endowments as well as funds from revenue allocations. Budget responsibility for the Advising unit and direct reports, including decisions regarding adjustments in personnel salary (merit, equity), professional development expenditures, publications, and annual training needs. 

 

REQUIRED QUALIFICATIONS

• Bachelor's degree in related area and / or equivalent experience / training.

• Five years of progressively responsible leadership and management experience in a high volume, complex financial aid office.

• Strong knowledge of policies, regulations, and practices for awarding and advising on financial aid, including needs analysis and packaging.

• Experience with interpreting state and federal aid policies and developing processes to ensure regulatory compliance.

• Knowledge of financial analysis and reporting techniques. Proven skills in statistics, quantitative analysis, research methodology, assessment and/or evaluation.

• Demonstrated organizational skills, project management, and organizational development strategies to establish priorities, delegate workloads, and manage multiple activities to meet unit, divisional, campus and system-wide goals and deadlines.

• High level of cultural competency with the ability to work effectively with individuals from diverse cultures, ethnic groups, lifestyles and backgrounds. Strong written and verbal communication, active listening, persuasion, and negotiation skills.

• Experience providing outreach (publications, presentations and social media) and customer service support (in-person, phones, email, web-based support). 

• Demonstrated experience in assessing, identifying, and implementing technical problems and solutions. Ability to effectively manage systems- new development, testing, implementation, and maintenance. Knowledge of systems used to manage services and enhance interactions with constituents. Ability to engage in high level discussions about systems.

• Working knowledge of techniques for recruitment and retention of students through financial aid.

 

PREFERRED QUALIFICATIONS

• Thorough knowledge of California aid programs and University of California specific policies, processes, and procedures, including those related to supervising employees.

• Strong knowledge of advising and counseling techniques.
