Job Summary

The Construction and Professional Services Purchasing Manager is responsible for the supply sourcing function to purchase materials and professional services within construction-related project’s budgetary and scheduling goals. Working with the Facilities and Real Estate Department, responsibilities are to obtain the highest quality consultants, contractors, subcontractors and materials to achieve successful project completions. The Construction Purchasing Manager will integrate Facilities and Real Estate initiatives, Purchasing Department processes and Minority Business Enterprise goals for the supply sourcing function for construction projects and A & E at TCCD .

Essential Duties and Responsibilities

• Prepares, reviews and approves commercial bid packages for Tarrant County College District ( TCCD ) facilities and real estate projects
• Develops Architect & Engineering construction bidders’ lists
• Determines the method of purchase and the type of contract for A & E construction and capital improvement projects
• Develops the TCCD position for type of A & E construction purchase for complex and/or large project purchases and lead purchasing initiatives through RF ’s, negotiations, awards and purchase orders
• Manages process for pricing of construction estimates per project specifications
• Negotiates with vendors and contractors for purchasing of best price materials and subcontracts
• Ensures Women and Minority Business Enterprise ( WMBE ) goals and objectives are attained for construction-related and subcontractor opportunities
• Manages change orders, modifications and associated supporting documents for contracts
• Manages process for project milestones and progress payments
• Provides quality and timely bid packages, contract management and administration
• Identifies, prioritizes and implements projects to support facilities and real estate objectives and optimize purchasing processes for success
• Develops the business and service model to enhance customer satisfaction and productivity, manage risks appropriately, develops and execute business plans, manage information and provide exceptional service to internal and external customers
• Ensures that all transactions follow TCCD and State of Texas Policies and Procedures to meet legal contract/purchase requirements
• Attends the workplace regularly, reports to work punctually and follows a work schedule to keep up with the demands of the worksite
• Completes all required training and professional development sessions sponsored through Tarrant County College ( TCC )
• Supports the values of the College: diversity, teaching excellence, student success, innovation and creativity and service to the College
• Supports the mission, values and 3 goals and 8 principles of the College

Required Education, Experience, Certifications, Licensures

• Bachelor’s degree in Business, Engineering, Construction Management, Public Administration or a related field and ten (10) years of experience in supporting computer-related hardware and software; or any equivalent combination of education, training, certification, and related experience
• Ten (10) years of progressively responsible experience in public or private sector purchasing procurement activities in the construction and A & E industries

Desired Education, Experience, Certifications, Licensures

• Experience with application of construction specifications and professional services contracts
• Experience in working with multilingual and multicultural communities
• Experience in the field of Engineering or Construction Management
• Purchasing certifications such as CPPB, CPPO, or State of Texas Contract Manager, State of Texas Contract Developer Certifications
• Advanced degree in related field

Knowledge, Skills and Ability

• Excellent customer services and interpersonal skills
• Demonstrated experience with professional services, facilities, environmental, construction and/or construction management contracts
• Demonstrated experience with fixed price, fixed unit price, time and material, and cost-reimbursable contracts
• Demonstrated proficiency in the following competencies: Market Knowledge, Effective Negotiation, Initiative, Analytical Thinking, Strategic Thinking, Communication and Interpersonal Skills
• Strong ethics, influence, negotiation, leadership skills
• Knowledge of various construction trades to issue RFQ’s, de-scope bids, and prepare a detailed analysis
• Ability to read drawings to ensure contractors are quoting correct scope of work
• Ability to manage multiple projects at one time
