This full-time, 12-months per year, Job Developer assists with planning and implementing job development and place­ment services; assists students and program participants with the work readiness and job search process; serves as the liaison between the college or categorically funded program and the business community to develop and secure work-study and work experience positions, internships and career-oriented employ­ment opportunities.

Examples of Duties

The duties listed below are intended only as illustrations of the various types of work that may be performed. The omission of specific statements of duties does not exclude them from the position if the work is similar, related or a logical assignment to this class.
  • Participates in programs, services and activities necessary for students to achieve career and personal success; interviews and assesses students for employ­ment readiness and career interests; explains program or service processes, procedures, rules and guidelines.
  • Directly assists students with identifying and overcoming employment barriers; acts as a liaison between student, other campus programs and departments and refers students and program participants to employment, work-study, volunteer opportunities, and on-campus and community internships and resources to support individual employment plans.
  • Conducts workshops and one-on-one coaching in career exploration and on soft skills such as interview skills, time management, effective work habits and professional etiquette; assists with resume development and job applications.
  • Develops job placement opportunities with public and private sector employers for work experience, work study, internships and community service programs; acts as a liaison with local employers, government agencies and community groups in order to build partnerships, create job opportunities for students and funding opportunities; assists employers in identifying jobs that can be modified for students.
  • Utilizes and assists in maintaining a job listings database in collaboration with various college programs and departments; reviews and maintains job market information and employment trends.
  • Conducts regular review of student and program participants’ progress in each job placement; recom­mends corrective action, as appropriate; monitors student progress.
  • Performs administrative support functions requiring specialized knowledge of program compliance regulations, processes and requirements; maintains student records, databases and case files; tracks and inputs statistical and student data into appropriate systems, often requiring independent decision making on coding; prepares for review and submits statistical records and reports; assists in data collection for department and program audits.
  • Processes work study, apprenticeship and internship timecards and documentation; prepares and processes invoices; tracks work study expenditures following budgetary guidelines.
  • Participates in major events including liaison work with other campus departments and facilities, event participants, vendors and sponsors.
  • Assists in coordinating communication among departments to coordinate responses to students in crisis or requiring intervention.
  • Participates in program marketing including preparation of promotional materials, invita­tions and publications; updates and maintains the department or program website and social media accounts.

Other Duties
  • Demonstrates sensitivity to and understanding of diverse academic, socioeconomic, cultural, disabi­lity, gender identity, sexual orientation and ethnic backgrounds of community college students, faculty and staff.
  • Assists with recruiting, hiring and training student employees; monitors work for completeness, accur­acy and conformance with District, department and legal/regulatory requirements and standards.
  • May participate on a variety of internal and external committees.
  • Performs related duties as assigned.
Minimum Qualifications

EDUCATION AND EXPERIENCE

Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:
  • Understanding of, and sensitivity to, the diverse academic, socio-economic, ethnic, religious, and cultural backgrounds, disability, and sexual orientation, of community college students, faculty and staff; AND
  • Graduation from an associate degree program, AND
  • At least three years of progressively responsible experience in a career center, post-graduate placement service, or state or local employment agency; OR
  • An equivalent combin­ation of training and experience.

KNOWLEDGE, SKILLS AND ABILITIES

Knowledge of:
  • Common student needs, issues and concerns regarding careers and employment.
  • Methods and practices of organizing and implementing a work-based learning program.
  • Occupational terminology, occupations and basic requirements for various jobs.
  • Career and occupational resources, trends and opportunities.
  • Modern office practices, procedures and equipment including advanced knowledge of computers and applicable software programs.
  • General principles, practices and techniques used in customer service, public relations and commun­ity outreach.
  • Program goals, objectives, policies, procedures and practices applicable to area of assignment.
  • Common issues and challenges facing a diverse population of community college students.
  • District rules, policies and procedures applicable to departmental and division operations.
  • Basic research methods and analysis techniques.
  • Practices and techniques of sound business communication; correct English usage, including spelling, grammar and punctuation.
  • CalWORKs, WIOA, community college job placement, and Cooperative Work Experience programs.
  • Applicable sections of the California Education Code, Title V and other applicable laws.
  • The Family Educational Rights and Privacy Act and other District, state and federal laws, rules, regulations and policies governing student records.

Skills and Abilities to:
  • Provide information and guidance to students on work readiness, career planning, job search and other career-related topics.
  • Implement outreach programs including networking, public speaking and attending events.
  • Provide customer service in person and over the phone.
  • Compose clear, concise and comprehensive correspondence, reports, studies, agreements, presen­tations and other written materials from brief instructions.
  • Track and report statistical information utilizing complex spreadsheets and databases.
  • Perform mathematical calculations; assist in monitoring a program or department budget.
  • Assist in planning and implementing a career-oriented program or services.
  • Understand, interpret, explain and apply applicable laws, codes and regulations.
  • Exercise tact and diplomacy in dealing with sensitive, complex and confidential student issues and situations.
  • Organize, set priorities and exercise sound, independent judgment within areas of responsibility.
  • Maintain confidentiality of District and student files and records.
  • Communicate effectively, both orally and in writing.
  • Understand and follow written and oral instructions.
  • Establish and maintain effective working relationships.
  • Uphold the District’s mission, values and objectives including equity and Guided Pathways.
  • Support an inclusive work environment that fosters diversity, respect and engagement.

LICENSES, CERTIFICATES AND OTHER REQUIREMENTS
A valid California driver’s license or ability to access and use alternative transportation.

Additional Information

Starting Salary Range: $3,722 to $4,309 per month; plus 5% annual increases up to step 7.

Note: Maximum initial salary step placement on the classified salary schedule is step 4.

Full-time (40 hours per week) assignment, 12 months per year. Monday through Friday, 8:00 a.m. – 5:00 p.m. with evenings and weekends as required . Classified employees are required to join the California Public Employees' Retirement System (CalPERS) and as such contribute up to 7% of their monthly salary to CalPERS on a pre-tax basis. Position scheduled to begin as soon as possible, pending continued categorical funding and Governing Board ratification. Salary is subject to proration based on beginning date of assignment.
