Job Summary/Basic Function:

The Andrus Center for Public Policy in the School of Public Service at Boise State University seeks a tenured professor to serve as the Cecil D. Andrus Endowed Chair for Environment and Public Lands. The Andrus Center for Public Policy advances the legacy issues of former Idaho Governor and Secretary of the Interior, Cecil D. Andrus:

Wise use of our environmental resources and public lands, proper funding of education for our children, and the cultivation of leadership from all segments of our society.

The Andrus Center Endowed Chair shall be responsible for advancing the Environment and Public Lands mission of the Center, including the scholarship and development of University’s students interested in these areas of study. The Chair shall assist the Executive Director, where appropriate, in promoting the education and leadership missions of the Center. As a faculty member, the selected candidate will also contribute to the University’s mission of conducting innovative scholarship and providing student-centered, quality education and will be committed to the success of our students and the University. Core to this mission are research and scholarly or creative activities, teaching effectiveness, professional development, institutional service, student advising and involvement, and collaborative public service activities.

The University's Cecil D. Andrus Endowed Chair reports to the Dean of the School of Public Service and is subject to the advice and counsel of the Center's Board of Governors on issues of strategic direction and programming. The Chair is an employee of the University; however, the Chair does not operate as a key administrative or policymaking employee for the University. The Chair's services shall be provided to the Center as follows:

Advancing Mission & Goals

• Works to build active partnerships with the School of Public Service and Boise State University, faculty, and staff.
• Works directly with the Center’s Board of Governors to achieve stated annual goals within assigned areas of responsibility.
• Oversees development of annual operational plans within areas of responsibility and accompanying budgets for approval by the Board of Governors.
• Serves as the public face of Andrus Center environment and public lands activities, conferences, and student-focused programs.
• Seeks out national, regional, and statewide opportunities to involve the Center in mission appropriate environment and public lands policy issues.
• As approved by the Board of Governors, develops mission appropriate environment and public lands commentary for publication in the media and appropriate industry publications.

Grant Acquisition & Management

• Actively pursues mission appropriate environment and public lands grant opportunities.
• Manages and monitors the Center’s environment and public lands grant activities to achieve stated goals.
• Works with the School of Public Service Grants Manager to ensure grant and University-related reporting in a comprehensive and timely manner.

Foundation Building

• Works with University Advancement to pursue foundation grants that could contribute to the endowment of Board approved environment and public lands initiatives.
• Works with the Board of Governors and University Advancement to pursue individual gifts to Board approved environment and public lands initiatives.

Student Scholarship

• Works with the School of Public Service and the Center’s Executive Director and Student Services Coordinator to develop an array of opportunities for undergraduate and graduate students who are interested in the environment and public lands, including scholarships, internships, work studies, and research.

The Cecil D. Andrus Endowed Chair shall be an employee of the University and entitled to University benefits to the same extent and on the same terms as other full-time University employees of the same classification as the Chair. The Chair shall not be authorized to sign any contracts or obligations of the University as a University employee, nor of the Andrus Center.

The faculty position held by the Andrus Center Endowed Chair is separate from the Chair position and is a direct appointment to the School of Public Service. The associated responsibilities as faculty are detailed below.

The School is comprised of rich and diverse academic programs, including Criminal Justice, Political Science, Public Policy and Administration, and the Conflict Management / LEAD Certificate Program, as well as interdisciplinary programs such as Environmental Studies, Global Studies, and Urban Studies and Community Development. The mission of the School is supported by a variety of centers and institutes that facilitate research and public engagement, including the Andrus Center for Public Policy, the Frank Church Institute, and the Idaho Policy Institute.

The Andrus Center for Public Policy advances the legacy issues of former Idaho Governor and Secretary of the Interior, Cecil D. Andrus - wise use of our environmental resources and public lands, proper funding of education for our children, and the cultivation of leadership from all segments of our society. The Andrus Center provides a nationally respected forum for addressing vital public policy issues of our time.

Level Scope:

The Chair will hold a faculty position at the level of either Associate or Full Professor (per University Policy #4340).

• Associate Professor is a member of the ranked faculty with an intermediate academic rank who has demonstrated achievement in the areas of teaching; research, scholarship, or creative activities; institutional and professional service, appropriate to the discipline and commensurate with the criteria for promotion to associate professor.
• Full Professor is a member of the ranked faculty with the highest academic rank who has demonstrated achievement in the areas of teaching; research, scholarship, or creative activities; institutional and professional service appropriate to the discipline and that meets all of the criteria for tenure and promotion to associate professor. A Full Professor is expected to have achieved additional distinction clearly above that of an associate professor, including clear national and international recognition for his/her work.

Essential Functions:

Teaching
The faculty member will support the University’s mission of providing student-centered, quality education, be committed to the success of our students and the University, as well as to the learning, retention, persistence, and completion of environmental studies students. The standard teaching load for this position should be approx. 2:2, but may be negotiated down to a 2:1 or a 1:1 teaching load based upon the amount of service or public scholarship a particular candidate aims to do or can already demonstrate. The faculty member will also advise Ph.D. students in the School’s Public Policy and Administration program.

Scholarly, creative, or research activities
The faculty member will conduct cutting-edge scholarly research on environment and public lands issues that are relevant to Idaho or the Intermountain West region and publish research in influential disciplinary or interdisciplinary peer-reviewed journals or academic presses.

Possible research topics include sustainable use of natural resources, climate change, biodiversity, endangered species and habitat protection, agricultural or energy transitions, forest/range or rangeland management, Indigenous stewardship, environmental justice, environmental cleanup, and/or shifts from extractive resource economies to recreation and amenity-based services.

The applicant should be able to cultivate and develop relationships with a diverse range of stakeholders and draw from these to develop a research portfolio that is useful to these communities and academic audiences.

Service
Each faculty member participates in activities relating to University programs, courses, governance, etc., or community activities which impact on, or are impacted by, the University and which contribute to the growth and development of students, the university and the community. The faculty member must demonstrate a commitment to serving Boise State University, his/her profession, and the community.

Knowledge, Skills, Abilities:

In accordance with discipline and departmental standards and expectations:

• Demonstrated ability to produce high quality academic and public scholarship.
• Demonstrated ability to work effectively with diverse populations, including capacity to develop knowledge of, respect for, and skills to engage with people from other cultures or backgrounds.
• Demonstrated ability to manage effective, friendly, and civil working relationships with staff, faculty, students, alumni, guests, and others at the University.
• Demonstrated effectiveness in engaging students and creating course materials (syllabus, activities, presentations, etc.) that enhance student interest and engagement.

Minimum Qualifications:

• Ph.D. in a field relevant to environment and public lands (Environmental Studies, Environmental Science, Public Policy and Administration, Geography, Sociology, American Indian Studies, Ethnic Studies, History, Political Science, Philosophy, Anthropology, or other related fields)
• The equivalent of at least five (5) full years of service as Assistant Professor at an accredited institution of higher learning (per University Policy #4340).

Depending upon qualifications, the appointee to this position may be recommended for tenure at the time of hire.

Preferred Qualifications:

We seek candidates who conduct research on environment and public lands issues, and will be able to teach at both the undergraduate and graduate levels in relevant academic programs in the School of Public Service. The holder of the Cecil D. Andrus Endowed Chair should be a person who is comfortable and effective both inside and outside the academic world. Expectations include a commitment to high-quality teaching at both the undergraduate and graduate level, scholarship leading to conference presentations and refereed publications, and university and community service.
