Patrol Officer

Position/Job Summary

Perform a variety of crime prevention, educational, support, and law enforcement duties to protect students, staff, faculty and College property and maintain public order and safety on the Ithaca College campus. Enforce Ithaca College and department regulations and policies, New York State, local, and federal laws. Promote positive community relations by supporting and participating in community-oriented policing programs and activities in a diverse environment and maintain good relations by providing quality service. Serve as field training officer and regularly conduct certification, training, and informational programs and/or workshops. Establish and maintain liaison with on and off campus community members and a variety of off-campus law enforcement agencies. The incumbent is considered to be essential personnel and will be subject to reporting to work or remaining at work on occasion and without advance notice dependent upon the nature and urgency of the situation and as conditions or circumstances warrant.

Supervision

This position reports to a Sergeant and in their absence will report to the officer in charge or the Road Patrol Lieutenant. The incumbent may also receive direction, guidance and day-to-day supervision from the command staff. The incumbent may serve as officer in charge, in which case the incumbent will supervise the activities of the professional and student staff on duty.

Responsibilities

1. Patrol designated areas of the campus to preserve law and order, prevent and deter crime, discover the commission of crimes, identify and process violators, enforce traffic regulations, patrol parking lots, residential and academic facilities, and all College property and buildings to ensure their security.

2. Demonstrate cultural competence, multicultural awareness, and contribute to cultivating an inclusive, diverse, equitable and respectful community. Demonstrate respectful and inclusive behavior when interacting with community members and visitors. Promote a flexible, collaborative, and inclusive work/living environment and continually engage in educational opportunities to increase awareness and understanding of diversity, equity, and inclusion.

3. Respond to and investigate non-criminal calls including student welfare checks, service-related requests, and medical assistance or emergency first aid needs. Take necessary action to protect life and property.

4. Respond to and investigate criminal calls and any other violations, misdemeanors and felonies; take appropriate action to protect life and property. Take individuals into custody, fingerprint, process and transport.

5. Conduct investigations of campus incidents involving violations of law, college policy, and accidents and injuries. Prepare investigative reports and prepare and present testimony in court or at campus disciplinary hearings. Collect and maintain evidence and property as required and effect warrants as directed.

6. Respond to and conduct investigation of fire and intrusion alarms; check and reset alarm system and related emergency equipment. Take appropriate action to protect life and property.

7. Serve as officer in charge in the absence of the sergeant and as assigned. Interpret regulations and directives; supervise and participate in the activities of patrol officers and other assigned shift personnel; review information from prior shift and coordinate work assignments for the shift. Monitor work performance to ensure compliance with established departmental regulations; review accuracy and completeness of shift reports; and advise departmental management of conditions affecting campus safety and security.

8. Determine appropriate notification of College administration, department supervisors and off-campus agencies of incidents and cases; follow established protocol and requirements in making notifications.

9. Regulate pedestrian, bicycle and vehicular traffic; investigate traffic accidents and complete accident reports; enforce vehicle, traffic, and parking violations.

10. Provide emergency first aid response to members of the College community and visitors in accordance with established policies and procedures.

11. Participate in and provide support for special events. Provide traffic and crowd control at sporting events, commencement, orientations, registration, concerts, celebrations, exhibits and other special events.

12. Establish and maintain liaison with community members, off-campus law enforcement agencies, fire, emergency and service organizations. Provide information about the College to students, staff and the public.

13. Serve as field training officer to include training on policies and procedures, supervising the activities of designated trainees, and documentation of trainee progress.

14. Provide assistance to and work in collaboration with Environmental Health and Safety officers as needed; determine appropriate action and assignments based on area of expertise and experience. Perform duties of communications specialist or security officer as directed.

15. All other duties as assigned.

Qualifications

High school diploma or GED; previous experience in law enforcement, security, or related field; a minimum of 21 years of age; successfully completed or the ability to successfully complete the New York State (NYS) Basic Course for Police Officers, or be eligible to obtain or possess a NYS Campus Public Safety Officer certification from the NYS Division of Criminal Justice Services; ability to successfully complete the Ithaca College Office of Public Safety Field Training and Evaluation program; possession of or ability to obtain a NYS pistol permit; a valid NYS driver’s license or the ability to obtain one and must meet the eligibility requirements to drive a college vehicle; strong interpersonal and communication skills and the ability to effectively work and engage respectfully within a diverse and inclusive environment; demonstrated understanding of the community policing philosophy and an education-focused disciplinary model, and of the meaning of policing in a learning environment; demonstrated ability to coach, mentor and develop collaborative relationships; ability and flexibility to work rotating shifts, weekends, holidays, special events and overtime (scheduled and unscheduled); applicants will be subject to a background check, medical examination, and psychological examination; this position requires membership in a collective bargaining unit.

Preferred Qualifications:

Active NYS Basic Course for Police Officers ((including phase I and/or phase II) or NYS Campus Public Safety Officer certification; Associates Degree; experience working in a college or university setting; possession of a NYS pistol permit.

Work Environment

The work of the incumbent is carried out within an indoor and outdoor environment and may involve exposure to hazards and physical risks to personal safety, and exposure to unusual elements such as extreme temperatures and loud noises. The incumbent will be required to remain on their feet or sit for long periods of time, stoop, kneel, crouch, lift, carry, push, pull, climb, balance, walk and run. The incumbent must be able to restrain, lift and/or carry adults of varying weights and must be able to lift, carry, push, pull or move objects weighing up to 30 pounds. The incumbent will be required to operate a variety of machines, and equipment such as automobiles, office equipment, radios, telephones and personal computers.
