The University of Maryland Eastern Shore (UMES), the state’s historically black, 1890 land-grant institution, seeks a visionary Provost and Vice President for Academic Affairs (VPAA). The provost and vice president for academic affairs will join UMES at a transformative time, working closely with the president, Dr. Heidi Anderson, to strategically align the university’s academic and student experience with the university’s mission.

The University

Founded in 1886 under the aegis of the United Methodist Church, UMES is located on 620 acres in the historic town of Princess Anne on Maryland’s Eastern Shore, less than three hours from the abundant cultural and recreational amenities of Annapolis, Washington, DC, Baltimore, and Philadelphia. Celebrating more than 135 years of service to students and the community, UMES has grown from its origin of nine students and one faculty to approximately 2,400 students and 318 faculty, with a holistic learning environment that fosters multicultural diversity, academic success and intellectual and social growth. For the past six years, UMES has been ranked in the top tier among America’s Best Historically Black Colleges and Universities by U.S. News & World Report.

UMES views, with pride, its achievements regarding the provision of high-quality academic programs and services for ethnically and culturally diverse students, including distinctive learning, discovery and engagement opportunities in the arts and sciences, education, technology, engineering, agriculture, business and health professions. In 2019, UMES achieved the Carnegie classification as a doctoral university/high research activity (DU/R2). Only seven percent of the nation’s institutions of higher education are considered “doctoral universities” and UMES is honored to be among these institutions. In 2014, UMES was a co-winner of the “1890 University of the Year” award from the Association of Public and Land-grant Universities (APLU). This award recognizes best overall performance in teaching, research and innovation over the previous two academic years.

The University offers programs and assistance that attract, serve, retain, and graduate first-generation college students, national and international scholars as part of its core capacity. Among its academic offerings are bachelor’s degrees in 38 areas, 14 master’s degrees and doctoral degrees in physical and biological sciences, social and behavioral sciences, pharmacy, pharmaceutical sciences, physical therapy, physician assistant, engineering, education, mathematics, humanities and visual and performing arts. The academic program of UMES is delivered through five schools: the School of Agricultural and Natural Sciences; School of Business and Technology; School of Education, Social Sciences, and the Arts; School of Pharmacy and Health Professions; and the School of Graduate Studies and Research.

In addition, UMES has 36 linkage agreements with universities, government organizations, and research institutions in Africa, the Caribbean, Central America, South America, Europe and Asia. These linkages enhance the University’s international education focus through: (1) student study and research abroad, (2) faculty and student exchanges, (3) international scholar-in-residence, and (4) international development programs. The University also has several cooperative agreements with the United States Department of Agriculture to provide technical assistance to the United States Agency for International Development.

One of the original purposes of the land-grant institution was the education of citizens for life in the U.S. economy. The School of Agricultural and Natural Sciences is committed to nurturing great minds and creating and applying knowledge. The Department of Agriculture, Food and Resource Sciences offers two undergraduate degrees, as well as graduate degree programs at both the master’s and doctoral levels. The Department of Human Ecology offers an undergraduate degree program with multiple options. The Department of Natural Sciences offers a range of undergraduate major, minor and teaching programs, as well as graduate degree programs at the masters and doctoral levels.

Programs in the School of Business and Technology (SBT) provide unparalleled opportunities for UMES to expand and grow to meet the needs of the state and the region. Encompassing the departments of Business, Management and Accounting (AACSB accredited); Engineering (ABET accredited) and Aviation Sciences; Hospitality and Tourism (ACPHA accredited); Computer Science and Engineering Technology; and the Built Environment, as well as a program in PGA Golf Management (PGA accredited). SBT is growing and enhancing programs that have earned or are pursuing accreditations from appropriate national accrediting bodies.

The School of Education, Social Sciences and the Arts includes the departments of Criminal Justice, Education, English and Modern Languages, Fine Arts, Mathematics, and Social Sciences. Offering a range of undergraduate and graduate programs, the School focuses its efforts on the preparation of students who serve humanity in a personally and professionally ethical manner, and seeks to immerse students in cultural and educational experiences that promote coherent thinking, reward creative artistic expression, and demand the exercising of sound judgment, and a commitment toward social justice.

Through its departments of Kinesiology, Pharmacy Practice and Administration, Pharmaceutical Sciences, Physical Therapy, Physician Assistant, and Rehabilitation, the School of Pharmacy and the Health Professions (SPHP) offers undergraduate degrees in Exercise Science, Sport Management, Rehabilitation Services, and Rehabilitation Psychology. It offers master’s degrees in Rehabilitation Counseling, Physician Assistant Studies, and Pharmaceutical Sciences, as well as doctoral degrees in Physical Therapy, Pharmacy, and Pharmaceutical Sciences. The Master’s in Rehabilitation Counseling is based on the Council on Rehabilitation Education (CORE) guidelines and State of Maryland professional counselor licensure criteria. Students in SPHP are actively involved with faculty initiatives to improve the health and well-being of the community through health education/promotion, as well as earn practical experience through a variety of internship sites.

The School of Graduate Studies operates through department graduate programs to offer degree programs and non-degree training for professionals, practitioners and researchers for entry-level and career advancement positions, as well as continuing education and lifelong learning. Fifteen master’s degree programs including the Master of Arts in Teaching (M.A.T.), Master of Education (M.Ed.), and Master of Science (M.S.) are offered over eight departments; seven doctoral degrees including the Doctor of Physical Therapy (D.P.T.), Doctor of Education (Ed.D.), and Doctor of Organizational Leadership (Ph.D.) are offered over five departments/units; two Post-Bacclearaute programs including Special Education and Rural Health Disparities and Social Inequities are offered between two departments/units.  

In addition, the Center for Access and Academic Success (CAAS), staffed by Faculty and Academic Advisors, takes a holistic approach to primarily assisting students with less than 28 credits with first-year advising, transitional milestones, and life challenges.  The CAAS tutoring center provides tutoring for an array of 100 level general education requirements and collaborates with other departments to implement the curricular requirements of the First-Year Experience course. Furthermore, CAAS pursues the retention of students with programming to re-establish and reinvigorate the academically challenged student.  

The Center for International Education (CIE) operates through the Office of Academic Affairs. CIE advances UMES’ academic mission by leading, supporting, and coordinating the university’s international engagement efforts, fostering strategic partnerships on campus and abroad. CIE also helps UMES undergraduate students plan for meaningful international experiences.  CIE aims to provide enriching, engaging, and a supported international experience for UMES students through comprehensive and holistic study abroad advising, and the promotion of international scholarships, fellowship and internships that enrich students overall experience. CIE also provides academic and social support services to enrolled undergraduate international students. Through intercultural academic experiences, CIE aims to provide undergraduate students with a global perspective and transformative experiences that enrich students' understanding of the world and themselves. CIE is committed to develop and promote international education initiatives for students, faculty, staff and the community. The Center serves to provide a conducive environment to support international education, cultural and social interactions for purposes of enhancing students’ development to become globally aware citizens in an interdependent world.

The Center for Instructional Technology and Online Learning (CITOL) at UMES supports the development, design, and delivery of online and hybrid programs, classes, and workshops with a focus on flexibility, resiliency, equity, accessibility, privacy and safety (FREAPS). CITOL assists faculty, staff, and students in all aspects of digital teaching and learning with regard to pedagogy and technology. This includes the use of the Canvas Learning Management System, Echo360, Google Workspace, Respondus 4.0, and Respondus LockDown Browser. Founded in 2006, CITOL is funded by a grant awarded through Title III.

The Center for Teaching Excellence (CTE) supports UMES faculty in creating rich, collaborative learning environments. We promote effective teaching that is engaging and creative using both pedagogical and disciplinary knowledge. To assist faculty in reaching their goals, we offer practical assistance such as national conference opportunities and eclectic and informative campus-wide workshops on topics of creative teaching.


Students and Student Life

Outside the classroom, UMES students enjoy more than 60 organizations including clubs, service organizations, experiential learning opportunities, intramural sports teams and Greek life. UMES is a member of the Mid-Eastern Athletic Conference and student athletes compete on NCAA Division I intercollegiate teams. Men’s teams include baseball, basketball, cross-country, golf, and track and field (indoor and outdoor); women’s teams include basketball, bowling, cross-country, golf, softball, tennis, track and field (indoor and outdoor), and volleyball.

UMES has over 12,000 alumni, who live in all 50 United States as well as more than a dozen U.S. Territories and foreign countries. Notable alumni include former professional football player Art Shell, jazz musician Clifford Brown, rapper and record producer David Banner, and the first resident United States Ambassador to Palau, Helen Reed-Rowe, Entertainer Starletta DuPois, among others.


Board of Regents

UMES is one of 12 constituent institutions in the University System of Maryland (USM). At the highest level, UMES is governed by the USM Board of Regents. The 21 members of the Board of Regents, including one student member, are appointed by the Governor of Maryland. The Board of Regents is responsible for the governance and management of the USM and its institutions, overseeing the System’s academic, administrative and financial operations, formulating policy, appointing the USM Chancellor and the campus presidents and holding them accountable. The Board’s Effectiveness and Efficiency Initiative serves USM’s goals of quality, accessibility, affordability, and accountability.


Shared Governance at UMES

A policy of shared governance has been established at UMES, which deems that collaboration between and among administration, students, staff, and faculty is reflective of the University’s unique mission. Each one of these constituencies is responsible for carrying out separate, but complementary, roles and responsibilities within a climate of mutual support. This shared-governance structure includes the President’s Cabinet (Chief of Staff; Provost and Vice President for Academic Affairs; Vice President for Administration and Finance; Vice President for Enrollment Management and Student Experience; Vice President for Institutional Advancement; Vice President for Strategic Initiatives; General Counsel and Director of Athletics); and representatives from constituency groups across the University, including the UMES Senate Chair; UMES Faculty Assembly Chair; Student Government Association President; UMES Board of Visitors a corporate advisory body providing assistance to the president in the areas of community relations institutional development, governmental issues and alumni affairs; Deans; Office of the President; Cabinet officials. The purpose of the Senate is to provide the President and administrative officials with the benefit of systematic consultation with members of the UMES community and to enable the community to participate in the formulation of policies of concern to the UMES campus.


Princess Anne, Maryland

UMES is located in the small town of Princess Anne, part of Somerset County on the Eastern Shore of Maryland, and is one of the major employers in the County. With a population of about 3,500, Princess Anne dates to 1733 and portions of it are in a historic district, listed on the National Register of Historic Places. There are many local dining options as well as antique shops in Princess Anne and, for those who enjoy the outdoors, there are multiple trails, parks, marinas and public boating facilities within 25 to 30 miles of town, including in both Crisfield and Tyaskin, MD, the Pocomoke River, Wicomico River, and Manokin Park, which sits on the beautiful Manokin River right in Princess Anne. Manokin Park’s amenities include charcoal grills, picnic tables, a playground, and seating along the river, and for those interested in exploring the river, a soft launch for kayaks or canoes is easily accessible. Maryland's famous seaside resort, Ocean City, is only 1 hour from town, and the nearby town of Salisbury, just 13 miles north, provides additional shopping and recreational facilities. There is a local Farmers’ Market every June through October and the Teackle Mansion, a neo-classical, 10,000-square-foot American villa style home, hosts events throughout the year.

Leadership Agenda for the Next Provost and Vice President for Academic Affairs

The UMES campus community is seeking to attract a leader with strong interpersonal skills, who feels a calling to serve and support the University’s mission and students. The successful candidate will join the University at a critical time with the unique opportunity to work within the leadership team to help chart the University’s pathway forward. The President’s Cabinet must bring innovative ideas that build on institutional history and values yet extend the institutional reach in new directions. The key points of focus for the leadership team will be:

Enrollment Growth

Enrollment management is part of a broader strategy in which the administration, faculty, and board must all have a meaningful and well-explained role, participate within an integrated and complementary framework, and share accountability in order to achieve the institutional goal of attracting, nurturing and retaining new students. The new vice president will be expected to help guide the development and achievement of a strategic vision for enrollment growth and an enhanced student experience. This will require a strategic focus on responding to workforce and community needs in Somerset County and the region, vetting new modes of academic delivery, and implementing innovative outreach and recruitment strategies.

Develop Innovative, Sustainable Procedures

A focus on effective and transparent processes will be necessary to help the campus community collaborate and function in an efficient manner. The new vice president will need to define and establish processes that will advance and monitor progress toward the strategic goals, while also helping to sustain trust and support among faculty, staff, and students. Transparency will be crucial to the ability to foster and maintain a sense of community.

Enhance the Student Experience

Members of the President’s Cabinet must collaborate to ensure student life maintains a vital presence on the campus and in the surrounding communities. The vice president will be charged to work across the institution to advance student success by strengthening student engagement and enhancing retention. Focus must be placed on leading a staff that is sensitive to the concerns of students and their families, as well as developing and implementing programs, services, and resources that effectively meet the needs of a diverse student body.

UMES is positioned for growth and transformation. Members of the senior leadership team need to be forward-thinking about the vision of HBCUs in the 21st century, able to promote innovation and transformation while also fostering the rich heritage and identity of UMES as a historically black, land-grant, doctoral university. 


The Position

The Provost and Vice President for Academic Affairs is the second-ranking officer of the University, reports directly to the President and serves collaboratively as part of the President’s Cabinet. As the Chief Academic Officer, the Provost and VPAA provides leadership for the development and implementation of all academic planning, policies, and budgeting; reviews all academic appointments; and makes recommendations to the president on all promotion and tenure decisions.

The Provost and VPAA provides leadership over four academic schools—Agricultural and Natural Sciences; Education, Social Sciences, and the Arts; Business and Technology; and Pharmacy and Health Professions—as well as the Graduate School, the Frederick Douglass Library, and international programs. As well, the Provost and VPAA oversees coordination of course offerings at other academic centers and satellite locations, to include the Maryland Center for Career and Technology Education Studies at the Baltimore Museum of Industry; the Universities at Hagerstown, which coordinates with the UMES program in Hospitality & Tourism Management (HTM); and the Universities at Shady Grove, which coordinates with programs in both HTM and Construction Management Technology. These units serve nearly 2,400 undergraduate, graduate and professional students with more than 168 full time faculty. The Provost and VPAA will respect faculty and shared governance principles.


Responsibilities: The Provost and VPAA will be expected to accomplish the following:

  1. Serve as a strategic thought partner with the new president in shaping the university’s future
  2. Create a vision of academic excellence and student success that can successfully be implemented across all divisions of the institution.
  3. Build a talented leadership team that will support collaborative relationships with internal and external constituencies. Possessing a strong financial acumen, the provost will be a strong partner in strategic budget management and resource generation.


Qualifications: The successful candidate will be a visionary and transformative leader and consummate professional with a thorough understanding of the evolving role of the 1890 Land-grant University in the 21st Century.   The university welcomes an individual who possesses the following:

  1. Demonstrated ability to act as a strategic thinker and change agent who will engage the best efforts of deans, faculty, and academic staff as the university strives for higher levels of academic achievement.
  2.  Demonstrated ability to work collaboratively as part of the President’s senior leadership team and represent the President to internal and external constituents.
  3. Earned doctorate and a record of achievement sufficient to be awarded the rank of professor with tenure in one of UMES’ academic units
  4. Demonstrated record of academic leadership, and scholarly achievement at the university level,
  5. Demonstrated experience with assessment, accreditation, and program review
  6. Experience with strategic planning and implementation, fiscally responsible management, and commitment to excellence in teaching, research and university-community engagement.
  7.  Demonstrable effectiveness in positions of academic administrative leadership at the Dean’s level or above.
  8. Competencies in listening, consensus building, conflict management, and collaborative problem solving.

  11. Familiarity with, and/or experience collaborating in, enrollment management initiatives including recruitment, retention, and graduation; as well as with student affairs and other units of the University that help create a holistic student experience
  12. Experience in making sound decisions, as well as exhibiting good judgment in making difficult decisions to maintain the integrity of the University
