Job Summary

The Research & Innovation Office (RIO) at the University of Colorado Boulder is welcoming applications for a Research Security Coordinator! This position will support efforts to enhance the campus research security enterprise and will report directly to the Assistant Vice Chancellor of Research Integrity and Compliance, within RIO. The Research Security Coordinator is responsible for envisioning and aligning security and compliance efforts to support CU Boulder’s strategic growth objectives and customer requirements. The Research Security Coordinator serves as the primary lead for developing comprehensive research security policy and works closely with university compliance offices and senior leadership to integrate discrete expertise and subject matter into a broad-reaching program.

The Research Security Coordinator is responsible for ensuring a coordinated approach to the development of university-wide policies and procedures to address state and federal research security requirements, as well as any additional requirements stemming from private sector funding arrangements. The position will collaborate with the Office or Research Integrity, Office of Contracts and Grants, Office of Information Security, Venture Partners, other compliance units, campus leadership, academic units, CU Institutes and Centers, and faculty, as well as with industry and government partners to enable increased sponsored research—including restricted research—in emerging areas of interest.

The Research Security Coordinator must have a customer-focused, results-focused mentality with the ability to operate at strategic levels to unify divergent partner views to ensure the growing portfolio of restricted research remains secure and in compliance with federal and state law. The successful candidate will have a deep understanding of the academic environment, as well as the information assurance, contracting, and overall operational regulatory frameworks applicable to Departments of Defense (DoD), Homeland Security (DHS), Commerce (DOC), and other relevant government agencies, as well as to their associated industrial base.

What Your Key Responsibilities Will Be
  • Support efforts to enhance the campus research security enterprise.
  • Advise ORI&C and key University leadership on issues of research security for restricted and classified research.
  • Develop strategic vision for a risk-adjusted approach to research security across the spectrum of restricted and classified research.
  • Liaise with government and industry partners for restricted and classified research, to maintain and establish customer-business relationships, including arranging site visits, participating in professional organizations, and anticipating and resolving potential problems.
  • Provide strategic direction in the allocation of CU’s research security budget.
  • Develop and implement, with input from relevant University subject matter offices, research security policies to support the strategic vision, contract security specifications, and Customer requirements.
  • Maintain key partner awareness of existing University procedures and guidance, including on topics of Personnel Security, Physical/Technical Security, Information Security (including the collection, storage, use, and sharing of controlled and sensitive data), Cybersecurity, Operational Security (OPSEC), Communications Security, and Security Education Training and Awareness (SETA).
  • Coordinate security requirements related to the preparation of proposals, business plans, proposal work statements and specifications, Contract Security Classification Specifications (DD Form 254), and security operating budgets.
  • Assure University research security policies meet or exceed requirements identified in contracts, statements of work, DD Form 254, etc., and delivery of security and compliance Contract Data Requirements List/Subcontract Data Requirements List deliverables.
  • Maintain relevant government manuals outlining security requirements supporting both classified and unclassified activities.
  • Contribute to the development, approval, and implementation of OPSEC Plans, Technology Control Plans, Access Control Plans, Transportation Plans, System Security Plans, and other security plans for foreign delegation visits, visiting scholars, and information exchanges.
  • Manage the personnel security program, including maintaining security clearances, access, and polygraphs as necessary.
  • Assist in the development, approval, and implementation, together with the Office of Information Security, of secure work environments, as well as secure communications and information systems.
  • Facilitate the development and implementation of a robust campus-wide SETA program.
  • Collaborate with University subject matter experts, including the NSI Director, the Director of Export Controls, the Office of Contracts and Grants, Office of Information Security, to monitor and adapt research security policies to meet regulatory changes and legislative updates related to restricted and classified national security research.
  • Coordinate and communicate compliance requirements related to both fundamental and restricted national security research to external collaborators.
  • Review federal funding agreements for compliance concerns and work with NSI, the Office of Research Integrity and Compliance, and faculty PIs to mitigate and resolve any identified compliance issues.
  • Contribute to the larger compliance community by working closely with research security professionals across the University of Colorado System, and where appropriate, collaborating and sharing best practices within a wider body of similarly situated universities.
  • Ensure University policies satisfy agency disclosure requirements, including tracking Principal Investigator disclosures on foreign engagement, tech transfer issues, and other potential conflicts of interest.
  • Coordinate with University and local law enforcement to adapt security support to emerging threats, where relevant.
  • Lead University responses to undue foreign influence investigations and inquires.

What We Can Offer
  • The hiring range is $110,000.00-$150,000.00.
  • Relocation expenses are available for this position following RIO and the University of Colorado’s relocation processes and procedures.

What We Require
  • A bachelor’s degree or equivalent combination of education and experience may substitute.
  • At least 6+ years of professional, job-related experience.
  • Due to requirements to access export-controlled data and information, and eventually, classified information as the University builds out the capability to conduct classified research, the position is limited to only U.S. citizens.
  • Ability to obtain a Top Secret Clearance.

  • Strong depth of knowledge on national security compliance relevant to academic institutions and experience managing such activities.

What We Would Like You To Have
  • At least 10 years of progressive management experience.
  • At least five (5) years of experience working in a collaborative and interdisciplinary role at, or with, an academic institution.
  • Experience with a demonstrated record of increasing responsibility in administering or assessing compliance with security programs in accordance with government regulations; experience with export controls, safeguarding sensitive data, and/or classified research in this context is highly desired.
  • Proven experience providing strategic vision and guidance on security topics to executive-level leadership.
  • Industrial Security Professional certification, Security Fundamentals Professional Certification, Certified Protection Professional, or other relevant professional security certification is highly desired.
  • Successful completion of the Defense Counterintelligence and Security Agency (or previous Defense Security Service) Facility Security Officer course, the National Security Agency Communications Security Account Manager/Custodian course, or other U.S. government training program on handling classified materials.
  • In-depth knowledge of National Industrial Security Programs Operating Manual, Special Access Program Security Manuals Series documents, and Contractual requirements.
  • Extensive experience working in security and compliance within the DoD or Aerospace and Defense industry.
  • Extensive experience with Collateral, Special Access, and Sensitive Compartmented Information program compliance execution.
  • Security and compliance experience with academic institutions.
  • Export control coordination experience.
  • Membership and participation in professional associations representing security and compliance.
  • Active Top Secret Clearance with Counterintelligence Polygraph.
