Position Title: International Student Advisor Division/Department: International Programs Location Albany Campus, Albany, OR Job Summary:
Coordinates student recruitment and admissions of international students and supports their academic progression and campus engagement. Provides academic and immigration services related to F and M visa holders as a Designated School Official ( DSO ). Required Qualifications:
Education and Experience: Position requires a BA/BS degree in international education, marketing, business, liberal arts, or a related area. Comparable experience may substitute for the degree requirement on a year-for-year basis. Minimum two years’ experience working in post-secondary student services supporting the immigration status of International Students (M and F visa holders) is required. Must be a U.S. citizen or lawful permanent resident in order to meet Department of Homeland Security’s eligibility requirements to be a Designated School Official ( DSO ).

Knowledge and Skills: Requires general knowledge of office practices and procedures. Requires thorough knowledge of English for professional communication and basic arithmetic skills. Must have operational knowledge of office equipment including personal computers and word processing and database applications. Requires good presentation and public speaking skills. Requires good planning, organizing, and customer relations and communications skills. Knowledge of community college recruiting and marketing trends, and experience working with international students. Knowledge of SEVP rules and regulations governing F and M visa holders.

Abilities: Must be able to independently perform the duties of the position efficiently and effectively. Requires the ability to prepare reports, correspondence, or materials using word processing, spreadsheets, and database applications. Requires the ability to interpret and apply federal and state regulations and policies, college rules, as well as those procedures of the admissions and records department. Must be able to resolve non-routine problems, prioritize, and plan work in order to perform in a frequently fast paced environment. Requires the ability to communicate with a wide range of contacts in a courteous manner, exercising patience, in a variety of modalities. Requires the ability to develop and make public presentations. Must be able to effectively address the needs of prospective students with a wide range of goals, skills, cultures, language, and demographics. Requires the ability to work effectively in a team environment. Must be able to work respectfully with individuals of all cultures, backgrounds, perspectives, and abilities.

Preferred Qualifications:
Bilingual (particularly Spanish, Mandarin, Hindi, or Arabic) skills preferred.

Physical Requirements and Working Conditions:
Work is performed in an office environment with little or no exposure to health and safety hazards. Some weekend and evening work is required. Considerable time is spent using a computer. Must be able to communicate with students and other individuals in person in person and remotely. Must be able to give group presentations. Essential Duties:
ESSENTIAL DUTIES AND RESPONSIBILITIES :

Manages immigration status for student F and M visa holders
  • Serves as a Designated School Official ( DSO ), responsible for Student and Exchange Visitor Program ( SEVP ) updates and record maintenance and benefit approval ( CPT, OPT, reduced course load). Maintains immigration knowledge of SEVIS regulations and procedures that impact international students and their dependents. Creates new records, change of status, processes data fixes, change of levels, makes notations, authorizes benefits, transfers, and terminates I-20s. Documents all actions and advises on immigration issues.
  • Serves as primary contact for sponsored students and their scholarship advisors for tracking and maintaining financial guarantees, monitoring academic progress, issuing transcripts, and providing other quarterly services as needed.Ensures students follow LBCC’s admission process for F-1 and M-1 visa holders as provided on the I-17 for the college. Collects all required documents and determines students’ eligibility for acceptance. Analyzes bank statements, affidavits of support, financial guarantees, passports, I-94s, and visas, and certifies language assessment scores, college transcripts, and placement testing for eligibility. Verifies immigration status of students on acceptability issuing acceptance letters.
  • Primary user of Banner Module, International Student & Scholars Management ( ISSM ). SEVIS system with US Department of Homeland Security. Responsible for data integrity, upkeep and maintenance of ISSM . Utilizes technology to maintain student information electronically.
Recruits and Admits New International Students
  • Participates in recruitment strategies such as recruitment fairs, campus visits, and alumni ambassador program. Contributes content to recruitment materials and helps coordinate student participants.
  • Creates a friendly, welcoming, and culturally inclusive experience for current and prospective students.
  • Responsible for updating and maintaining the international application, creating content for the website, and forms for prospective and current students. Collaborates with the dean on determining entry requirements for international students, including English language proficiency standards and cost of attendance for international students.
  • Makes recommendations, collaborates or updates websites connected or affiliated with the International Programs Department. Communicates electronically with students and maintains administrator privileges for social media forums for LBCC’s International Programs.
  • Plans, organizes, and conducts the international student entry process including the new student orientations, support for cultural adjustment, initial course scheduling advising and assistance, connections with academic advisors and international academic coaches.
  • Ensures students meet health insurance requirements. Annually reviews and evaluates health insurance plan contract for approval and communicates changes with students. In accordance with the college and health provider’s business processes, enrolls students in a plan offered by LBCC .
  • Supports students transferring from the English Language Cultural Institute ( ELCI ). Continues to build and maintain the partnership between ELCI and LBCC .
Supports the Retention and Success of Current International Students
  • Monitors students’ academic performance, progression, course scheduling, and provides education planning assistance as needed. Creates success plans to help students maintain satisfactory academic standing and retain their F-1 student visas.
  • Acts as liaison as appropriate for international students between college departments, faculty, clubs, and U.S. and foreign government offices. Interprets college and federal policies.
  • Oversees student workers. Assists in helping international students obtain on-campus employment, Curricular Practical Training ( CPT ), Optional Practical Training ( OPT ), and other authorized employment per the Office of Homeland Security.
  • Collaborates with campus partners to identify and deliver social engagement opportunities for international students. Supports and coordinates the International Student Ambassador Program.
  • Monitors students’ academic performance, progression, course scheduling, and provides education planning assistance as needed. Coaches students on how to retain their F-1 student visas. Maintains current knowledge about academic programs. Communicates with student navigators and advisors, and documents interactions in Aviso.
  • Collaborates with students and staff at Oregon State University to support the LBCC / OSU Degree Partnership Program and non-degree concurrent enrollment program for international students. Maintains relationships with staff at other local universities as needed.
Participates in Planning and Professional Development
  • Participates in program review and other strategic planning in international programs.
  • Maintains relationships with Study Oregon and other international program coordinators in Oregon in order to facilitate information sharing and collaboration.
  • Prepares reports on enrollment, student success, and other topics as needed for strategic planning.
  • Performs other duties and special projects as assigned.
  • Engages in professional development to stay abreast of changes in immigration policy and best practices in international education and recruiting. Continuously develops knowledge and ability to successfully support students from around the globe.
