Position Summary

UW-La Crosse is seeking a hands-on manager to fill the vacant Associate Director for Human Resources Data and Payroll Operations. The successful candidate will continue to drive the Office of Human Resources’ efforts to enhance and automate workflows, increase integrity in data reporting, and elevate the reporting experience for campus stakeholders.

The successful candidate will have a solid track record of creating and producing reports for key organizational stakeholders; a demonstrated ability in project management, improving workflow automation, and successfully managing a team of employees.

The Associate Director for Human Resources, Data and Payroll Operations is responsible for the maintenance and processing of all data and reporting elements of the University of Wisconsin-La Crosse’s Human Resources operation.

The Associate Director ensures effective and efficient workflows exist for the collection of employment data, ensures that this data is properly entered into the enterprise tool used to maintain employment data by UW System, and ensures that this data is readily available for access by the University of Wisconsin-La Crosse stakeholders. The Associate Director is responsible for maintaining proper communications with campus stakeholders to update on changes or counsel stakeholders on employment or payroll-related data.

In addition, this position is responsible for the administration and auditing of payroll-related data on a regular basis to ensure proper payment and entry of employment data has been accurately recorded in the enterprise tool.

The Associate Director will act as the direct supervisor to the HR Operations team currently comprised of 3 HR Analysts and 1 HR Office Assistant. This team is responsible for data entry and maintenance, as well as some reporting responsibilities.

The position will work collaboratively with UW-Shared Services Service Operations Center to ensure accurate, timely, and appropriate recordation of UWL employment data, payroll data, and other data as needed.

Description of College / Department / Program / Division / Unit

The Division of Administration and Finance is committed to providing quality campus services to faculty, staff, students and external constituencies in support of the university’s mission of teaching, research, and public service. The division includes Facilities Planning & Management, Budget, Human Resources, Information Technology Services and Police & Parking Services.

Required Qualifications
  • Bachelor’s degree in Business, Human Resources, Data/Analytics Management, or a related field.
  • 3-5 years of progressively more complex work experience in medium to large organizations.
  • 3-5 years of experience utilizing enterprise (or similar) systems to manage and report data.
  • Understanding of data and data relationships within an enterprise (or similar) environment.
  • Demonstrated ability to effectively communicate complex information to multiple audiences.
  • Experience accessing reporting environments and the ability to use/learn how to create reports in those environments, (currently Tableau).
Preferred Qualifications
  • Master’s degree in Business, Human Resources, Data/Analytics Management, or a related field.
  • Experience creating and producing reports in Tableau or a similar reporting environment.
  • Basic understanding of SQL, Python, or other reporting languages.
Physical Demands

Some standing, lifting/moving (e.g., signage, furniture, etc.) and ability to operate equipment (e.g., computers, AV equipment, online and video communications such as zoom, teams, etc.) in connection with program activities (e.g., consulting, events and training programs) is required.

Working conditions and environment

Ability to work evenings, early mornings, and/or weekends on occasion and travel on occasion in the region/state to meet clients and attend programs/activities is required.

Process Improvement, Data Management, and Reporting

Duties to Support Responsibility
  • Using effective project management tools and systems, continuously review, involve key stakeholders and update HR data collection workflows on a regular and as-needed basis.
  • Develop and maintain reporting tools for issuance of key performance indicators, (as defined by the CHRO ), in the HR reporting tools. This data should be accessible to key campus stakeholders and supervisors.
  • Produce and maintain analytics in the various UW-La Crosse reporting environments noting key performance trends within the employment and payroll data.
  • Responsible for entry, maintenance, and auditing of all transactions in the enterprise tool used by UW System ( HRS ) to maintain all employment and payroll-related data.
  • Ensure standard operating procedures are continuously reviewed, updated, and employed by all Human Resources staff under the scope and authority of the Associate Director.
  • On a regular basis and as requested by UW System or UW-La Crosse, prepare, review, and develop requested employment or payroll data reports.
  • Responsible for ensuring that all UW-La Crosse persons who have access to HRS data and other related employment information maintain compliance and confidentiality with their access and permissions.
  • Manage cyclical HR processes, such as the reappointment process for some classification groups, etc.

  • On a weekly basis, confirm and audit all employment and payroll-related entry into the enterprise system, ( HRS ).
  • Prior to each payroll calculation, audit and ensure all UW-La Crosse employment and payroll data is accurately represented to produce the correct payment amounts.
  • On a regular basis and as requested by UW System or UW-La Crosse, prepare, review and audit requested employment or payroll data, (i.e. collaborate with UW System Service Operations with their requests for annual payroll audits, etc.).
