Job Description
Reporting to the Director of Capital Planning and Financing (DCPF), the Capital Finance Analyst will be an integral member of the Department of Capital Budgeting and Financing (CBF) team. The Analyst will serve the university community in the advancement of departmental objectives and university strategic initiatives, with a particular focus on providing support on a variety of complex projects to advance strategic objectives and operational needs. This includes conducting financial planning analysis for capital projects, budget development and submissions, and managing special projects on behalf of the department. This position serves as a key source of capital outlay financial information for the University. The analyst is responsible for developing unique financing plans for each capital project to advance the project to authorization from concept, supports the development of Virginia Tech's biennial update of the capital outlay plan, supports budget development for state submissions to the executive and legislative branches, supports development of resolutions for capital projects to the Board of Visitors, conducts benchmarking analyses on higher education capital funding in the commonwealth, and policy changes in the Appropriations Acts and Code of Virginia.
The analyst also coordinates and expedites the completion of tasks/projects assigned by the DCPF or other CBF leadership. Special projects may relate to strategic initiatives, information needs, reports, trainings, implementation of new processes, customer service improvements, and coordination of administrative projects. Responsibilities include creating high level project plans, scheduling tasks, coordinating team members, keeping materials appropriately organized, and making effective use of resources to complete projects by their negotiated deadline.
This position would be eligible for a hybrid or partial telework arrangement (2-3 days/week) following an initial, fully on-site onboarding period.
Required Qualifications
Bachelor's degree in a business, finance, or public administration or related field. Strong analytical skills and ability to make data driven decisions. Excellent communication, critical thinking, and interpersonal skills. Strong commitment to customer service, ability to respond timely and resolve problems. Demonstrated ability to work independently, to work under pressure, manage multiple priorities concurrently, adhere to project timelines, and exercise confidentiality when working with sensitive issues. Demonstrated ability to work professionally and effectively as a productive team and with business and other university leaders. Demonstrated competency and experience with Excel, Word, and PowerPoint, or similar office software. Demonstrated project management, organizational, and communication skills, demonstrate initiative, and creative problem solving
Preferred Qualifications
Masters degree in business, finance, public administration or related field. Experience with business processes and university financial and administrative information systems. Experience working in Higher Education at a public university and an understanding of public financing and budgeting. Considerable knowledge of university organizational structure, policies and procedures. Demonstrated ability to successfully manage and complete complex projects by established deadlines.
