HIV PROGRAM ADMINISTRATOR


Salary:

Minimum $58,000 ANNUAL (12 months)
Depending on Qualifications

Job Summary:

This position will serve as a Program Administrator for the UW Health HIV Care and Prevention Program which is based in the UW Department of Medicine - Division of Infectious Disease. The HIV Program is a highly dynamic clinical and support services program with an annual budget of over $3.5 million. The program receives federal and state grant funding to ensure access to HIV prevention and treatment services. The program has a significant 340B Drug Pricing Program which provides grant program income that is used to support program objectives.

The Program Administrator will be responsible for a wide range of administrative, financial, and program development and monitoring duties with an emphasis on post-award financial management and compliance. The incumbent will be part of an administrative team lead by the Administrative Manager and will work closely with the Administrative Manager, another Program Administrator, and other staff. The Program Administrator will work closely with the Administrative Manager on program planning and development, compliance with grant and 340B program requirements, and pre- and post-award grant and financial management. Knowledge of the services provided will be necessary to ensure grant and program requirements are met. This position will also require working knowledge of, or willingness to learn, applicable University of Wisconsin-Madison and UW Health policies and procedures, as well as applicable state and federal regulations and guidelines. This position requires the ability to manage multiple projects simultaneously while meeting deadlines.

Key responsibilities:

Program Planning and Administration

* Provide support for multiple grants and funding sources. The Program Administrator must remain knowledgeable of frequently changing program requirements which necessitates knowledge of the program and the needs of people living with or at risk for HIV.
* Facilitate and coordinate projects as assigned by program leadership. Collaborate with various stakeholders throughout UW Health, the University of Wisconsin-Madison, and subcontractors to achieve project goals.
* Participate in the development of standard operating procedures.
* Coordinate and participate in program committees, including documenting the committees' work.

Compliance
* In response to changing federal requirements, assist with interpreting how changes apply to ongoing services and programs and adjust workflows and procedures to meet requirements.
* Become fully conversant in 340B program requirements and conduct regular auditing of 340B program data and procedures to ensure compliance.
* For sponsored projects, assist with researching and interpreting sponsor requirements and ensuring workflows meet requirements.

Pre-Award Administration
* Provide pre-award administration for multiple grants.
* Assist in preparation of grant proposals.
* Participate in the creation of grant budgets.
* Monitor contract negotiations between sponsor and UW Research and Sponsored Programs (RSP), to ensure contract negotiations are completed in a timely manner.

Post-Award Administration
* Provide day-to-day financial management including monitoring subagreements, processing invoices, tracking expenditures, developing financial reports, and other tasks as needed.
* Participate in development of annual grant progress reports and budget revisions.
* Post-award communication with HIV program leadership and collaborating Divisions or Departments regarding award status and revisions in budget.
* Develop financial reports for program leadership and present at financial status meetings

Education:

Preferred
Bachelor's Degree
Health administration, biological sciences, social sciences, business or related field preferred. Bachelor's degree in other field with at least three years of substantial involvement or familiarity in sponsored programs administration either in a sponsoring or recipient organization or the equivalent in a self-funding organization will be considered.

Qualifications:

* At least 2 years experience in grants management, including compliance, pre-award and post-award management preferred.
* Strong financial management, analytical, and communication skills required.
* Experience and/or interest in programs supporting HIV care and prevention preferred.
* Prior experience with the UW system strongly preferred.

- Strong organizational skills and ability to work on a variety of projects at one time.
- Self-directed, goal-oriented, problem-solver
- Facility with managing and analyzing financial data is required.
- Strong computer skills, including experience with Excel is required.
- Knowledge of UW financial and sponsored project systems preferred (WISER, WISPER, etc.).
- Must possess the ability to write and communicate effectively.
