Reporting to the University Provost and Vice President for Academic Affairs, the Executive Director for Institutional Research and Effectiveness serves as the head of the Office of Institutional Research and Effectiveness and a senior member of the Office of the Provost staff.

Office of the Provost Responsibilities
The Executive Director serves as the university’s “Chief Data Officer” and has a central role in strategic planning and initiatives involving academic affairs or as requested by the University Provost. The position manages the proper collection and data entry into central systems, develops auditing and reporting, conducts analysis and presents data to external parties, educates the campus community, and creates and maintains the means for data-driven decision-making. Within the Office of the Provost, this position serves as the Provost’s representative when requested and supports initiatives across academic affairs, including supporting the data collection and analysis of major campus grants and programs. The Executive Director participates in campus committees and presents to the university community, including the President’s Cabinet, when requested. Attends meetings of the Board of Trustees and provides support to the Board of Trustees, including presenting data and educating the Board of Trustees on relevant matters when asked to do so. The Executive Director will serve as the university’s “Chief Results Officer” for the Illinois Governor’s Office of Management and Budget “Budgeting for Results” process and serve on the team to answer legislative and governmental requests. The Executive Director supervises all staff within the Office of Institutional Research and Effectiveness and develops a professional development plan for each staff member.

Institutional Effectiveness
The Executive Director supervisors the university’s Institutional Effectiveness efforts by chairing the Institutional Effectiveness Committee and managing key steps of the university’s strategic plan and unit strategic plans. The Executive Director will manage the process of developing Key Performance Indicators, collecting relevant data and providing necessary context for the results, and working with units to improve their operations and strategic planning efforts. The Executive Director will monitor all campus systems for data collection and strategic planning and regularly report to the Provost, the President’s Cabinet, and the annually to the Board of Trustees through the development of an annual report. The Executive Director will maintain and develop public resources on the university’s strategic planning work and work with relevant offices to promote the university’s successes and answer outside inquiries and requests for information.

Institutional Research
The Executive Director will supervise the collection of data, provide analysis and insights, and prepare reports and survey instruments for internal and external constituents, including governmental agencies, financial firms, and accrediting bodies. The Executive Director will create and maintain institutional databases from which they will produce accurate, concise, and timely information and reports that support ongoing initiatives in regional and professional accreditation, enrollment management, grant agency support, and institutional assessment and effectiveness measures.

Supporting Governors State University’s program review, program development, and strategic planning processes, the Executive Director is responsible for transforming institutional data into reports and presentations that can be accessed and used by the university community. The Executive Director participates in professional research, assessment, and institutional effectiveness organizations at the regional, state, and national level, keeping current in all aspects of the profession. Minimum Qualifications
  • Master’s degree with professional experience in one or more of the following areas: Social Science, Research Methodology, Statistics, Business or Data Management.
  • Minimum of five (5) years’ professional work experience and supervision in the area of institutional research, institutional effectiveness, or planning.
  • Involvement in the preparation and submission of federal/state and external reports.
  • Demonstrated experience in the development and operations of university databases and data warehouses.
  • Demonstrated experience with national benchmarking and/or national student surveys.
  • Strong interpersonal skills and professional writing experience.
  • Experience with task management and supervising the workloads of multiple staff members.
Preferred Qualifications
  • Doctoral degree with advanced graduate study in research methodology, research design, statistics, and/or institutional planning.
  • Ten years of professional work experience in institutional research and at least three (3) years of supervisory experience.
  • Knowledge of Datatel/Colleague university data system.
  • Knowledge of the SAP Business Objects or Crystal Reports environment for reporting; elements and identify potential cause-effect relationships.
  • Knowledge of Institutional Research Reporting in the State of Illinois.
