Michigan State University (MSU), a leading global research university, seeks candidates for the newly created position of Director of Export Controls and Trade Sanctions (Director). The Director will have the opportunity to facilitate implementation of comprehensive institution-wide export controls compliance initiatives, lead the day-to-day operations of the MSU Export Control and Trade Sanctions (ECTS) office, hire a small team, and build efficient systems and infrastructure. The Director will join MSU at a key inflection point as the University prepares for transformational growth, including a significant expansion of its research enterprise.

Reporting to the Assistant Vice President for Regulatory Affairs, the Director will be a strategic collaborator and vital partner to a large and diverse array of MSU stakeholders in a vast research enterprise that includes nearly 100 active research centers and institutes, 17 degree-granting colleges, and a robust research support infrastructure. The Director will establish, implement, and enforce University-wide export compliance policies, procedures, and guidelines designed to meet or exceed the requirements of the various federal laws governing the export of goods, technology, and information, including compliance with ITAR, EAR, and OFAC regulations.
The Director must balance the need for international collaboration in academic research with the necessary requirements for all U.S. persons, including institutional persons such as MSU, to fully comply with all applicable federal export control regulations in their operations. It is expected that there will be a close working relationship with faculty, staff, and senior administration to establish, implement, and enforce guidelines and procedures designed to minimize the practical operational impact while maximizing the export controls compliance of the University. The Director will also plan, coordinate, and provide training workshops and advice to stakeholders regarding procedures and interpretation of export regulations.
Ideal candidates will have experience in export controls and trade sanctions or related areas in an environment of similar scale and complexity, exceptional interpersonal and relationship-building skills, and an open, transparent communication style. In addition, ideal candidates must possess a genuine interest in collaborating and building trusting relationships with stakeholders, and a proven ability to hire and manage talent. U.S. citizenship is required; a terminal degree, preferably in science or technology, strongly preferred. JD degree preferred.
