Brief Description of Duties

The incumbent functions as a Research Officer in the Office of Sponsored Programs (OSP), which is under the leadership of the Vice President for Research and Graduate Programs, within the Office of the Chief Academic Officer. The Research Officer contributes expertise in grantsmanship, research development and related regulatory compliance, budget administration, and partnership development to support a range of OSP functions and UDC strategic research initiatives. Incumbent works under the administrative direction of the Director, Sponsored Programs and Compliance.

Essential Duties and Responsibilities
  • Working with limited supervision and direction, and in close consultation with UDC Principal Investigators (PIs), plans and develops complex proposal submissions to Federal and non-federal sponsors and funding agencies with varying policies, restrictions and deliverables.
  • Provides technical assistance to UDC faculty/staff in the identification and pursuit of funding opportunities to support research priorities; facilitate their development of proposal submissions; and ensure effective fiscal management and reporting of subsequent grants, contracts, and other awards.
  • Coordinates and processes grant applications and proposal-related requests to ensure proposals are submitted on time and in compliance with internal and external requirements. Functions as the OSP liaison with UDC’s schools and entities in the coordination of all UDC Institutional Review Board (IRB) activities.
  • Works in conjunction with OSP Director and staff as well as Finance and PIs to prepare pre-award budgets and documentation required by sponsors; establish post-award accounts and other UDC processes; collect and analyze data; and monitor project performance, including budgets, staff time and effort reporting, and deliverables.
  • Assists PIs in the preparation of proposal narratives, including the writing/editing of non-competing, competing renewal and revised proposals as well as budget justifications, bio sketches, facilities/resource plans, and other sections of the proposal required for submission in the various sponsoring agencies’ electronic submission systems.
  • Provides guidance to PIs to ensure all Departmental and Institutional approvals are obtained to enable timely proposal submission, including oversight and processing of all Institutional Review Board (IRB) requests.
  • Ensures proposals for funding are compliant with internal and external policies, routing/signatory guidelines, electronic submission and other requirements.
  • Stays abreast of, and communicate campus-wide, the changes in Federal regulations, processes, and forms as well as District of Columbia and other agency requirements for proposal submission, grants management compliance, and reporting.
  • Assists OSP Director with development, coordination, and/or conduct of university wide training sessions on a variety of sponsored programs topics to encourage faculty and staff to become proficient with proposal development, grant writing and electronic submission policies as well as post-award management, compliance, and reporting practices.
  • Supports the Vice President for Research in addressing strategic priorities focused on the development of external collaborations and partnership agreements.
  • Coordinates the effective delivery of information to on- and off-campus stakeholders and other audiences via oral, written, and electronic (technology-based) communications mechanisms, including social media platforms when relevant.

Other Duties
  • Prepares and presents a monthly report of proposal development activity to the Director, Sponsored Programs and the Office of Grants Administration.
  • Coordinates and/or conducts faculty/PI training in post-award management and accountability as well as roles/responsibilities as PI for a sponsored award.
  • Assists PI in preparation for site visits from sponsoring agencies and/or auditors.
  • Assists in the preparation and filing required for quarterly and annual reports to funding agencies. Coordinates with the PIs in the processing of no cost extensions on existing awards in an appropriate and timely manner.
  • Maintains current and accurate data for UDC bio sketches, sponsoring agency templates, university templates and other support resources.
  • Performs other related duties as assigned.
Minimum Job Requirements
  • Bachelor’s degree in a related field. Master’s degree is preferred.
  • Minimum of five (5) years’ experience in grant writing and or providing proposal writing assistance to currentprospective PIs.
  • Demonstrated experience in various sponsored programs functions to include budget development and administration as well as research and staff training.
  • Familiarity with Uniform Guidance, IRB coordination and related protocols, and Responsible Conduct for Research requirements.
  • Ability to communicate technical information effectively via a variety of platforms.

Condition of Employment: This is a sponsored program appointment. The duration of this appointment is subject to grant fund availability.
