We are seeking anIT Operating Unit Director who oversees all IT functions for the offices that are under the direction of the School of Medicine’s Office of the Vice Dean for Education (OVDE) (including but not limited to Undergraduate Medical Education, Graduate Medical Education, Postdoctoral Affairs, Graduate Biomedical Education, Continuing Medical Education, the Registrar’s Office, and the Office of Assessment and Evaluation).

The IT Operating Unit Director works closely with senior academic, technology, and administrative leadership in the School of Medicine (SOM) and the Central University (JHU) to develop and implement strategic plans and associated policies and practices that support the SOM’s Education goals, the Student Services Excellence Initiative, and the One University goals of the Johns Hopkins University (JHU). The Director leads complex projects that require significant multi-disciplinary and interdivisional coordination and provides day-to-day management of a wide array of applications and technologies that support the OVDE offices.

The IT decisions that fall to the Director are complex, have a high impact on the SOM mission, and must take into account the products and services provided through JHU as well as the unique business needs of the SOM. The Director is responsible for investigating new technology solutions for potential implementation within the OVDE; provides leadership in evaluating IT vendors, systems, services, and products; and oversees the design and development of software, middleware and interfaces. The Director directs the daily operation of OIT and manages multiple highly complex technical projects with interdivisional implication. The Director leads the planning, development, and maintenance of software applications, systems, and services in OIT, as well as assesses and anticipates the impact of technology decisions across the OVDE.

The Director develops and manages operating and capital budgets of approximately $2.5 million, which encompass hardware for the Armstrong Medical Education Building and the Pre-Clinical Teaching Building, applications and services across OVDE, and staffing to support the technology needs. The Director reports to the Office of the Vice Dean for Education through the Senior Associate Dean for Education Coordination and supervises a team of 14 exempt and non-exempt employees. This position is expected to begin mid-April, 2022, to allow for a three-month overlap with the existing Director.

Specific Duties & Responsibilities:

Leadership & Strategic Planning

  • As a member of the OVDE senior management team, contributes to strategic and tactical planning to achieve Education goals
  • Develops long-term strategic plan for information technology development and service within the OVDE
  • Works with constituents, in conjunction with JHU IT leaders as needed, to interpret business needs and make recommendations for strategic investments in technology, applications, business process, personnel, etc.
  • Prioritizes initiatives and coordinates the evaluation, deployment, and management of current and future technologies
  • Develops annual goals, objectives, and operating and capital budgets for OIT systems, services and projects
  • Directs the IT strategy, infrastructure, development, and support within the OVDE
  • Develops policies and practices that support the OVDE technology strategy.
  • Balances available personnel and funding resources in support of meeting both operational and strategic imperatives
  • Serves as technology consultant (hardware, software, etc.) to offices under OVDE

Project Responsibility

  • Has direct responsibility for the design, development, and application of technical solutions (software, middleware, interfaces, etc.) that satisfy customer needs and are essential to the ongoing operations of the OVDE
  • Has primary responsibility for multiple major and highly complex IT projects that impact the OVDE (for example, the migration of the School of Medicine Information System to the University’s Student Information System, and the move from the Apply Yourself graduate application system to the University’s SLATE application system, etc.)
  • Manages Virtual FTE contract with JH@IT and works with JHU IT to ensure FTE is focused on OVDE priorities

Staff Management

  • Recruits, develops, trains, motivates, organizes, and manages the performance of a team of technology professionals
  • Develops and implements an effective and efficient organizational structure that supports the ongoing operations of the OVDE

Relationship Management

  • Serves as primary liaison between technical staff and functional users within the OVDE and with the Johns Hopkins University Information Technology
  • Represent OVDE in university-wide technical planning and implementation; represents OVDE in executive meetings within and outside of Hopkins
  • Creates and promotes a culture of excellent customer service
  • Maintains relationships with strategic technology vendors for the OVDE

Minimum Qualifications (Mandatory):

  • Bachelor’s Degree in Computer Science or related Degree
  • Minimum eight years related experience, including 3 years managerial experience
  • Additional education may substitute for experience, to the extent permitted by the JHU equivalency formula*
  • Additional experience may substitute for education, to the extent permitted by the JHU equivalency formula*

* JHU Equivalency Formula: 30 undergraduate degree credits or 18 graduate degree credits = 1 year of experience. For jobs where equivalency is permitted, up to two years of non-related college coursework may be applied towards the total minimum education/experience required for the respective job.

** Applicants who do not meet the posted requirements but are completing their final academic semester/quarter will be considered eligible for employment and may be asked to provide additional information confirming their academic completion date.

Preferred Qualifications:

  • Master’s Degree is technology or business field strongly preferred
  • Proven experience leading large-scale, complex projects, strongly desired
  • Experience in higher education preferred

  • experience and working knowledge in developing distributed Internet applications in database environments (Sybase, Oracle, MS SQL and MySQL), scripting and coding (C, C++, Java, JavaScript, CGI, Perl, etc.), and administration and development under Windows/UNIX environments

  • 8 indirect reports (6 exempt, 2 nonexempt)

  • Develops and manages $2.5 million annual operating and capital budgets
