The Deputy Executive Director for Adult Education is an administrator within the Alabama Community College System (ACCS) and serves as a member of the Adult Education Division team and will assist in the implementation of the federal Title II Adult Education and Family Literacy Act program which is under the Workforce Innovation and Opportunity Act (WIOA).  The Deputy Executive Director of Adult Education will assist the Executive Director of Adult Education, Special Projects, & System Initiatives to promote, develop, and lead statewide adult education initiatives that support local providers in serving the adult education population of the state.  Responsibilities include the day-to-day operation and function of the division, including but not limited to, management, guidance, and evaluation of division staff and ensuring the submission of federal and state required reports. The position will establish approaches aligned with the goals of Alabama’s Workforce Innovation and Opportunity Act (WIOA) state plan as related to the Title II Adult Education and Family Literacy Act and the mission of the ACCS and the National Reporting System (NRS) under the U.S. Department of Education, Office of Career, Technical, and Adult Education (OCTAE).  The Deputy Executive Director will cultivate strong relationships with all divisions of the ACCS and within the adult education provider network and will participate in national and state level committees and complete other duties as assigned.

PRIMARY DUTIES:

  • Coordinate the Adult Education and Family Literacy Act, to provide services, monitor programs, and develop/implement short- and long-range goals that lead to continuous improvement of the adult education program.
  • Responsible for the day-to-day operation of the adult education system office, including management, guidance, and evaluation of state office and regional adult education staff. 
  • Responsible for establishing processes and guiding efforts to ensure that all federal Title II AEFLA reports are prepared, submitted, and reporting requirements are met. 
  • Lead and support the Adult Education providers in implementing Alabama's WIOA State Plan for Adult Education and Family Literacy, and other state and federal requirements under the U.S. Department of Education, Office of Community, Technical, and Adult Education.
  • Manage the implementation of the National Reporting System (NRS) requirements and continue to develop and improve processes for technical assistance to providers regarding performance, integrity, and management of student records and data at the state and local provider level.
  • Oversee the three year Request for Funding Proposal (RFP) competitive selection process for adult education service providers and recommend the annual distribution of allocations to those providers within the parameters established by the Adult Education and Family Literacy Act, Alabama’s State Plan for Adult Education and Family Literacy, and the laws of Alabama in consultation with the Executive Director of Adult Education, Special Projects, and System Initiatives.

SECONDARY DUTIES:

  • Lead and organize inter-program initiatives such as unit/team/committee assignments, staff meetings, activities with workforce and career/technical education, etc., so that instruction is improved across the curriculum, project goals are completed, and state, federal, regional, local reports are submitted within designated timeframes. 
  • Organize and direct division staff in the conducting of professional development activities and technical assistance so that Adult Education providers and GED Examiners receive current information regarding adult education and GED testing information to improve performance.
  • Oversee the monitoring and evaluation process for AE subaward recipient providers and the GED test centers.  
  • Perform other related duties as directed and assigned by the Executive Director of Adult Education , Special Projects, and System Initiatives.

QUALIFICATIONS:

REQUIRED:

  • Master’s degree from a regionally accredited institution in adult education, continuing education, business administration, human services, or a related field.
  • Five (5) years of documented experience in a related field such as adult education, workforce development, or continuing education.
  • Five (5) years of demonstrated experience managing federal grant programs including compliance and pre- and post- award contract administration.
  • Five (5) years of demonstrated supervisory experience including the planning and organizational experience necessary to develop a positive, productive work environment.
  • Demonstrated knowledge and understanding of the Adult Education and Family Literacy Act including its purpose, planning requirements, reporting requirements, and the required, permitted, and prohibited uses of funds.
  • Demonstrated experience in successful project management and policy development including the ability to interpret, synthesize, and apply research data.
  • Ability to communicate effectively using oral, written, and interpersonal skills.

PREFERRED:

  • Terminal degree as stated above.
  • Teaching experience.
