Schedule Information: Monday - Friday, 8 am - 4:30 pm. Employee is on call 24/7/52 to respond to campus security and/or safety problems. Employee must carry and maintain a personal cellular telephone, subject to College business use reimbursement rules.

Hours per Week: 37.5 hours

Duties of Position: Acts as an integral part of the senior leadership team and is responsible for the executive leadership of the Human Resources Division. Ensures that human resources initiatives are linked to and support Harper’s strategic objectives. Will serve as a strategic business advisor, providing expert advice on technical human resources issues, as well as counsel on labor relations, developmental and organizational issues.

Directs, develops and leads human resource functions including talent acquisition, professional development, employee and labor relations, 504/ADA Compliance, policy and procedure development and implementation, performance management, internal communications, management of the Oracle Fusion Human Resource System, compensation administration, benefits administration including SURS/pension, organizational development, and employee assistance program. Also, the Chief Human Resources Officer will continue to improve talent acquisition strategies to enhance the diversity of the college’s workforce.

Serves as a strategic business advisor to the College and Executive Vice President, Finance and Administrative Services regarding creating and executing strategies for all aspects of the employee human resources experience, including operations, organizational development, benefits, wages and salary structure, legal compliance, staff diversity, staff development and employer/employee relations.

Demonstrates an unwavering commitment to diversity, equity and inclusion by recruiting and retaining employees from diverse backgrounds who can eliminate students’ barriers to success.

Develops and implements strategies to improve talent acquisition and retention.

Works with senior leadership in developing succession planning strategies by proposing and implementing impactful initiatives that ensure labor continuity for the college as well as providing a path forward for employees in their careers.

Evaluates the total rewards strategy to ensure Harper is competitive and equitable in its approach to compensation and benefits.

Oversees and enhances a robust performance management process that directly links employee goals to the strategic plan and mission of Harper College.

Coordinates and directs the use of technology in the HR function, including ERP HR systems, reporting and analytics, and record keeping. Looks for systems enhancements, technology innovations and new ways of working.

Develops best-in-class workforce reporting and analytics, monitoring trends and adjusting programs as indicated to provide desired results.

In collaboration with the Leadership team, creates and executes intentional strategies across the institution focusing on Diversity Equity and Inclusion in all aspects of the Human Resources experience.

With a focus on employee engagement, ensures creation, delivery and effectiveness of employee onboarding and orientation activities focusing on the importance of the employee experience and how to intentionally cultivate it.

Plans, coordinates and manages the contract negotiations with collective bargaining groups.

Provides strategic leadership with regard to labor contract administration including the processing of grievances and/or arbitrations for all employee groups.

Ensures compliance with changing Federal and state regulations and legislation that may affect Human Resources.

Serves as College Affirmative Action Officer; coordinates and monitors the College Affirmative Action Program.

Serves as the Sexual Harassment, Workplace Violence and Non-Discrimination Complaint Officer. Investigates complaints of sexual harassment, violence and discrimination and responds to governmental agencies as appropriate.

Responsible for coordinating the College’s compliance with Section 504 and Title II of the ADA, as well as state civil rights requirements regarding discrimination and harassment based on disability.

Oversees the administration of the College’s Employee Assistance Program and other employee wellness activities.

Responsible for other duties as assigned by the Executive Vice President, Finance and Administrative Services.

Educational Requirements: Bachelor’s Degree. Master’s Degree preferred. SPHR Certification preferred. An equivalent combination of education and experience will be considered.

Experience Requirements: Five years plus of responsible relevant experience. Experience in an administrative position responsible for above functions, preferably in an educational environment.
