Department Summary
The Central Business Services Office (CBSO), a shared service office, provides service within the Office of the Provost portfolio. The specific services are in the areas of Finance, Human Resources, Payroll, Purchasing, Contracting, Travel, and Accounts Payable. The CBSO will begin providing HR shared services to their portfolio with the hire of this position.

The mission of the shared services group is to provide consistency through centralized services, offering our expertise in processing a wide variety of financial and human resources transactions and functions including acting as a liaison to the Business Affairs Office, Purchasing and Contracting Services, University Human Resources, and Payroll Administration. We are committed to providing superior customer service and creating partnerships with our customers to ensure their needs are fulfilled to the highest standard.

The CBSO unit provides shared services for several organizations within the Office of the Provost portfolio including:

College of Design
School of Journalism & Communication
College of Education
Portland (PDX) Administration
Division of Graduate Studies
Clark Honors College

The units supported by the CBSO constitute a large business enterprise consisting of more than 2,500 employees and more than $100 million in budgeted operations funds. There are additional operations funds such as foundation funds, research funding, designated operations, and other non-general funds, an estimated $15M before foundation funds. The CBSO also works with 13+ employee category types, sponsored funds, gift funds, the foundation, and also some research, outreach, and designated ops org funds. The CBSO will handle these fund transitions in addition to budgeted operations funds.
Position Summary
The Associate Director of CBSO Human Resources (ADHR) provides human resources leadership, management, and consultation from the Central Business Services Offices (CBSO) to the academic units, schools, and colleges. The ADHR will be responsible for strategic leadership of the Human Resources functions including the development and implementation of HR functions within the schools and colleges. The ADHR's primary focus is to ensure consistency across the OtP units. This position will work proactively and collaboratively with the school and college leadership including their deans and CFOs and University HR to ensure that HR strategy, management, and activities are planned and executed in a manner that meets the personnel objectives, diverse HR needs, and university HR best practices across the portfolio.

The person in this position will work collaboratively with University HR, CBSO leadership, and a second ADHR to design, develop, and implement the HR functions within this shared services model. This will include developing, implementing, and assessing policies, procedures, and workflows. The ADHR must be skilled at change management, preferably in a higher education and/or unionized environment.

The ADHR works effectively both independently and collaboratively with leadership and staff across all CBSO schools, colleges, and divisions to identify and implement strategic solutions. This position has broad latitude and authority to accomplish goals and objectives set by leadership and must have high-functioning organizational skills, attention to detail, adherence to confidentiality, and discretion. This position is responsible for providing leadership with assessments of emerging operational problems or concerns and works closely with all levels of administration to resolve issues.

The CBSO ADHR will provide leadership to the schools and colleges such as recruitment, staff and leadership development, onboarding, performance management, organization structure and planning, promotion and tenure, and further develop and implement diversity, equity and inclusion policies and practices.

The ADHR will develop and maintain a strong understanding of university HR policies and procedures and effectively navigate HR systems on behalf of the CBSO. The position will also be expected to possess a comprehensive knowledge of the schools, colleges, and divisions, their missions, programs, and personnel, and the complex issues that accompany advancing their missions. The ADHR will support and facilitate effective communication, high standards of workplace conduct, and interpersonal problem solving with high levels of confidentiality, sensitivity, and cultural awareness.

The Associate Director reports to the Sr. Director of the CBSO. The ADHR supervises two staff members.
Minimum Requirements
  • Bachelor's degree plus six years of progressively responsible human resources experience*; OR an equivalent combination of education and experience* equal to ten years.
  • Three years' experience supervising at least one regular, permanent employee; OR an equivalent combination of experience performing lead work or supervising students, interns, and/or temporary staff equal to five years.

    *Experience should demonstrate subject matter expertise in one or more of the following functional areas of HR: recruitment, classification and compensation, employee and labor relations, benefits administration, or learning and development

    Preferred Qualifications
  • Experience working in a higher education setting.
  • Experience managing and organizing personnel documentation and records.
  • Familiarity with higher education programs, policies, and procedures.
  • Experience working in a unionized environment.
  • Experience with BANNER and COGNOS or similar information systems.
  • Prior experience delivering HR training and development programs.
  • Familiarity with PageUp or other talent management software.
  • Experience conducting compensation analysis.
