Finance and Business Manager, Information Technology

The University of Montana invites applications for a Finance and Business Manager for th e Information Technology department. The Finance and Business Manager will direct the management of the finances and business office support for the Office of the CIO, Data Office, Information Security, Cyber-Infrastructure, Client Experience, and Enterprise Technologies exceeding $12M dollars in annual expenditures. Additionally, this position will collaborate closely with central business service operations and other related entities in meeting the strategic goals of the University. The Finance and Business Manager will play a key role in the preparation of financial and management reports to support long-range planning forecasts; budget recommendations, planning, and analysis; and financial analysis and strategic financial management of department resources.

The Finance and Business Manager will apply knowledge, and interpret principles, rules, regulations, policies, precedents, and other guidelines specific to the University of Montana, Information Technology department, the Office of Institutional Effectiveness, and the State of Montana to analyze needs, resolve problems, answer questions, and provide information.

Essential Duties and Responsibilities of this position include:
  • Oversight of fiscal operations within the department (including the development and management of budgets, which involves planning, assessing, forecasting consulting, and reporting for all fiscal matters)
  • Collaborate directly with central budget and finance personnel
  • Prepare fiscal operating plans for division. Analyze annual budgets for fund types, incorporating historical data, current activities, and anticipated commitments. Use this information to forecast balances and identify areas of concern
  • Oversee the accuracy of all revenue collections, accounts receivable, purchasing and Procard transactions, ensuring all policies and procedures are followed
  • Supervise and manage one or two classified staff and possibly student employees that assist the Finance and Business Manager
  • Develop and produce monthly executive reports for IT leadership
  • Oversight for preparation of paperwork for purchases or contracted services that need to go through the competitive bidding process
  • Work closely with the UM office of Administration & Finance, Business Services, HR, and other internal offices to continually improve and optimize automated processes
  • Oversight for completion and reconciliation payroll for professional employees, classified staff and student workers assigned to work within the department
  • Maintain our acquisition and renewal of Enterprise contracts for UM and our affiliates to ensure contracts are kept current or coordinate with IT managers on when contracts/systems need to be renewed.

  • Oversight of campus financial transactions internal to campus and affiliates for bill-back or pay-for-service billing or shared contributions often handled via journal voucher.
  • Monitor and analyze all personnel transactions for departmental fiscal impact
  • Responsible for conducting new employee on-boarding process
  • Work directly with HRS Department personnel to navigate and manage various personnel actions as appropriate
  • Supervision of the performance review/evaluation process for all classified staff members assigned to work within the department
  • Provide management guidance to departmental supervisors on all aspects of personnel recruitment and retention, career development of overseen staff, and various training opportunities
  • Manage multiple highly complex and wide-ranging projects simultaneously
  • Plan, compose, edit, and manage distribution of various forms of communication from the CIO office (including emails, letters, memos, and other means of information distribution)
  • Work with Business Services, HR, and other internal offices to continually improve and optimize automated processes
  • Monitor balances and advise key staff members regarding and potential fiscal problems, collaborate to develop solutions and responses to issues, and recommend changes to procedures that ensure compliance with policies for UM, Montana University System, Board of Regents, and the State of Montana.
Upon completion of training, the incumbent will have:
  • Expert knowledge of UM policies, State of Montana regulations and governmental accounting principles
  • Expert proficiency in Banner, UMDW and State accounting systems
  • Expert proficiency in database management systems and presentation technology

Position Details
  • Position is full-time, 1.0 FTE, MUS Contract and includes a comprehensive and competitive benefits package including Insurance package, mandatory retirement plan, partial tuition waiver, and wellness program. Flexible scheduling available (e.g. 7-4, 4x10s, partial remote, etc.) with supervisor approval.
  • Salary for this position is $70,000 - $75,000 per year commensurate with qualifications.
Required Skills

  • Advanced knowledge of Excel, experience with a financial planning and forecasting system and an integrated enterprise resource planning suite.

Required Experience
  • Bachelor’s degree in accounting, finance, business management, or another related field, as well as at least five (5) years of directly related professional work experience; or any combination of experience and education to successfully complete the duties of the position.
Preferred Qualifications
  • Master’s degree in Business Administration or Accounting (or equivalent education and work experience), including accounting coursework, and at least three (3) years of job-related experience in office management in a supervisory capacity, with experience in performing accounting functions in a financial management system
  • Experience with Syntellis Axiom and/or Ellucian Banner
  • Demonstrated knowledge of sponsor and University regulations and basic proficiency in all technical and professional skills related to business office and contract grant management
  • Experience with supervising staff
  • Experience working with IT budgets and contracts
