Basic Function
Under direction of the Programs Director or assigned supervisor, the Program Manager is responsible for managing assigned program activities associated with maintaining quality academic and student services programs.

KEY ACCOUNTABILITIES:

  • Conducts regular audits of financial aid records to check for accuracy and compliance; identifies areas of weakness and initiates corrective action plans. Follows up with staff on established plans. Recommends new processes, policies, procedures, training, and reporting needs based on findings.
  • Acts as a member of the leadership team for financial aid by providing staff training and participating in the development, documentation, implementation, and monitoring of policies and procedures necessary to ensure compliance with federal, state, and institutional regulations.
  • Responds to staff inquiries, researches and educates financial aid staff on compliance of federal laws and accreditation standards involving student records and the integrity of the academic records
  • Assist in managing a risk-based quality control program that provides continuous monitoring of the financial aid performance to assure compliance with regulatory compliance procedures. This includes transaction testing, reporting, deficiency tracking and remediation.
  • Works collaboratively with other college personnel to ensure regulatory compliance and efficient student service. This may include participation in cross-functional working groups and committees.
  • Work collaboratively and independently to enhance process compliance and robustness across institutions resulting in improved quality, integrity, compliance and financial performance
  • Manage the department's communication and outreach plan. Prepare and review communications and documents. Ensure batch communications are prepared according to established timelines. Provide direction regarding office communications, including reviewing and ensuring the website information for financial aid is up to date.
  • Responsible for staying abreast of legislative changes impacting the College and assisting Director to partner with the other institutional departments when opportunities present themselves to respond to pending legislation. This Program Director is also responsible for the identification of regulatory changes and assuring timely updates of institutional procedures as applicable to the College
  • Ensure institutional integrity and ethical standards, monitoring and implementing regulations that govern financial aid program.
  • Provide support in the due diligence compliance assessment activities for federal, state and provincial laws and regulations in merger and acquisition activity. Cultivate a positive work environment.
  • Participate in meetings and conferences related to programs within the assigned area; disseminate information, coordinate projects and implement procedural changes; follow up on action items, and develop program reports as needed.
  • Research, compile, review data, and prepare related report


Representative Duties
1. Manage the implementation of multiple project activities to meet or exceed assigned program(s) expectations.

2. Manage and monitor budgets to ensure compliance with regulations and/or directives from program agencies and cooperative educational partners.

3. Assist in preparation and administration of budget, control and authorize expenditures, approve invoices for payment, and respond to budget inquiries from college staff.

4. Supervise and coordinate department planning and operations; personnel supervision, including development and evaluation of all support staff.

5. Coordinate the release of project information and outreach activities to familiarize students with the services and programs of the college.

6. Develop and implement methods to identify and serve students who meet project guidelines, assessing their needs and providing programming to address those needs.

7. Participate in meetings and conferences related to programs within the assigned area; disseminate information, coordinate projects and implement procedural changes; follow up on action items, and develop program reports as needed.

8. Market the College and assigned program(s) to the College community and the general public.

9. Perform related duties as assigned.

Minimum Qualifications
  • Bachelor's degree required.

  • Two years of experience related to area of assignment.

  • Demonstrated sensitivity to and understanding of the diverse academic, socioeconomic, cultural, ethnic, and disability backgrounds of community college students and employees.

    Knowledge and Abilities
    Knowledge of:

  • Student services available at the college.
  • Modern office procedures, methods and computer equipment.
  • Principles and procedures of financial record-keeping and reporting.
  • Pertinent federal, state and local laws, codes and regulations related to the assigned special programs processes.
  • Principles of public speaking.
  • Record-keeping and report preparation methods.
  • Principles of providing work direction and guidance to others.
  • Correct English usage, spelling, grammar and punctuation.

  • Develop and facilitate orientations, seminars, and workshops designed to familiarize students, faculty, and staff with assigned special programs opportunities.

    SALARY RANGE$ 68,305.10 - $89,622.22 annuallyMaximum Entry Level Salary: $ 71,763.05 annually
