Job Summary

Reporting to the Chief Technology Officer, the Privacy Officer is responsible for overseeing and operationalizing the privacy program, focusing on strategically enabling the College to deliver on its objectives in an increasingly regulated privacy landscape. This position drives awareness and creates the tools, policies, and training needed to allow employees and partners to appropriately handle personal data as part of their business activities.

Essential Duties and Responsibilities

Performance Requirements
  • Builds a strategic and comprehensive privacy program that defines, develops, maintains, and implements policies and procedures that enable consistent, effective privacy practices that minimize risks and ensure the confidentiality of personal identity information ( PII ) and personal data across all media types
  • Ensures privacy policies, standards, and procedures are adequately aligned with the latest privacy regulation ( GDPR, CCPA, etc.)
  • Works with organization leaders and the information security committee to establish governance for the privacy program
  • Works with the Director of Information Security to ensure alignment between security and privacy compliance programs, including policies, practices, investigations, and acts as a liaison for all issues concerning privacy for the College
  • Works with the Director of Information Security to establish an ongoing process to track, investigate, and report inappropriate access and disclosure of PII
  • Monitor patterns of inappropriate access of disclosures of PII
  • Performs or oversees initial and periodic information privacy risk assessment/analysis, mitigation, and remediation
  • Ensures that information technology and systems are engineered from a privacy-by-design framework
  • Conducts related ongoing compliance monitoring activities in coordination with the College’s compliance and operational assessment functions
  • Takes a lead role to ensure the organization has and maintains appropriate privacy and confidentiality consents, authorization forms, and information notices and materials reflecting current organization and legal practices and requirements
  • Oversees, develops, and delivers initial and ongoing privacy training to the workforce
  • Participates in the development, implementation, and ongoing compliance monitoring of all business associates and business associate agreements to ensure all privacy concerns, requirements, and responsibilities are addressed
  • Works cooperatively with key stakeholders in the College and applicable organization units in overseeing privacy rights to inspect, amend, and restrict access to PII when appropriate
  • Manages all required breach determination and notification processes required by applicable state and federal regulatory rules
  • Establishes and administers a process for investigating and acting on privacy complaints
General Supervision and Management
  • Provides leadership for direct reports, external counsel, and consultants working to improve the TCC privacy program
  • Directs, coordinates, assesses, and integrates the privacy program across all TCC departments
Service Excellence
  • Attends the workplace regularly, reports to work punctually and follows a work schedule to keep up with the demands of the worksite
  • Completes all required training and professional development sessions sponsored through the Tarrant County College ( TCC ) Institute

SUPERVISION – Works under the general supervision of the Chief Technology Officer.

Required Education, Experience, Certifications, Licensures
  • Bachelor’s degree in Computer Science or Information Technology
  • Five (5) years of privacy program management experience
  • Three (3) years of supervising (e.g., managing and evaluating performance of others or managing processes, and or/ projects)
  • Certified Information Privacy Professional ( CIPP )
Desired Education, Experience, Certifications, Licensures
  • Master’s degree in Business Administration or Jurisprudence
  • Seven (7) years with leading privacy programs
  • Experience with ISO 27701, NIST Privacy Framework or GAPP
  • Experience with data inventory, classification, and mapping tools
  • Certified Information Privacy Manager ( CIPM ) or Certified Data Privacy Solutions Engineer ( CDPSE )
Knowledge, Skills and Ability
  • Knowledge of privacy information collection capabilities and repositories
  • Knowledge of privacy laws regulations, policies, and ethics and their effect on organizational planning as they relate to cybersecurity
  • Knowledge of classification and control markings standards, policies, and procedures
  • Knowledge of Payment Card Industry ( PCI ) data security standards
  • Knowledge of Personally Identifiable Information ( PII ) data security standards
  • Knowledge of Personal Health Information ( PHI ) data security standards
  • Skill to access information systems to ensure privacy-by-design architecture
  • Skill to map data flows from creation to information disposal
  • Skill to apply privacy principles to organizational requirements (relevant to confidentiality, integrity, availability, authentication, non-repudiation)
  • Ability to develop policy, plans, and strategy in compliance with laws, regulations, policies, and standards in support of the organization’s policy program
  • Ability to understand the basic concepts and issues related to privacy and its organizational impact
  • Ability to identify systems with information technology that were designed without system privacy considerations
  • Proficiency with Microsoft Office tools to include collaboration components such as Teams
