Organizational Unit Overview
Information Technology and Computing Services (ITCS) is the central agency that supports enterprise-wide computing at East Carolina University.  ITCS, through innovative information technology initiatives and service, provides opportunities for the ECU community to excel in teaching, research, and service using state-of-the-market technology and collaborative environments. ITCS is first and foremost committed to providing excellent information technology support for faculty, staff, and students.  ITCS partners with campus departments, other universities, and industry to make strategic investments in information technology infrastructure that will help maintain a competitive advantage in administrative applications, faculty research, and outreach to the state and nation.  We will achieve this through increasing the core functions and deploying appropriate technology throughout the university.

The Web Services team is responsible for development, support, operation, governance, and quality assurance of the university’s web presence which includes the ECU homepage, alerts website, second-level websites (departmental, individual, blog), university content management system and associated tools, custom web applications, and various university web services (maps, calendar, PRR, etc.).

Job Duties
This position may be eligible for Flexible Work Arrangements (FWA) under the ECU FWA Policy.

This IT Manager II position serves on the ITCS Enterprise Information Systems (EIS) team and manages authority for personnel decisions on the EIS Web Services team; has input on departmental budgeting, strategic planning, and procedural changes; performs complex tasks; leads and directs the work of team members; and manages relationships with university stakeholders and some external service providers.

Under the administrative direction of the Director of EIS, this position provides both strategic and day-to-day operational management to the Web Development and Web Consulting teams, and is responsible for the development, support, operation, governance, and quality assurance of the university’s web presence. It collaborates with both technical and functional users from across campus to ensure the university’s web presence aligns with departmental and university strategic priorities. 

Additional job duties include managing web related projects that include departmental, university, or external stakeholders; stay current on industry standards for web security and accessibility; establish and enforce team procedures and best practices; establish and maintain relationships with key stakeholders from across campus; proactively identify and engage with individual experts as well as informational resources that can help frame and advance work on key trends or emerging issues; evaluate new technologies and software to assess their impact in order to make recommendations to senior leadership; establish performance goals for team members and conduct performance evaluations; multi-task; effectively manage team resources; accurately project resource estimates; serve as a technical resource to team members as needed, and communicate regularly with management.

Employees are required to adjust their standard work schedule to meet the requirements of their position, which includes and not limited to evening and weekend hours to perform scheduled and unscheduled workload requirements to maintain University operations.

Minimum Education/Experience
Bachelor’s degree and 2 years of relevant experience or equivalent combination of education and experience. For management roles, a minimum of 1 year of supervisory experience is required.

Preferred Experience, Skills, Training/Education
The preferred candidate will possess a technology related degree with 3+ years of supervisory experience and 4+ years of experience developing and supporting web applications. Candidates with knowledge of and a demonstrated experience with modern web development and accessibility standards; strategic and operational-level planning; excellent written and verbal communication skills; managing or leading enterprise wide projects; strong analytical skills; an advanced knowledge of principles and concepts behind the development lifecycle; WordPress; GitHub or a similar source-code management tool; and the ability to work as an independent, productive, responsible, self-motivated member of a team in high-pressure situations are preferred.
