Primary Duties
This is a CSU systemwide position overseen by the Chico State President.

The California Native American Graves Protection and Repatriation Act (CalNAGPRA) of 2001 requires all agencies and museums that receive state funding and have possession or control over collections of California Native American human remains and associated funerary objects to inventory those remains and objects for repatriation to the appropriate California Indian tribes. Assembly Bill 275 passed in September, 2020 revised various definitions of CalNAGPRA including the definition of “California Indian tribe” to include both federally and non-federally recognized Indian tribes. Further, AB 275 revises and recasts the processes for creating inventories and summaries by requiring consultation with California Indian tribes. And, the bill requires every state agency with significant interaction with tribal issues, peoples, or lands to designate one or more liaisons for the purpose of engaging in consultation with California Native American tribes.

The California State University ( CSU ) CalNAGPRA managing coordinator is responsible for overseeing system-wide CalNAGPRA compliance efforts. The incumbent will help guide the actions of each of the 23 CSU campuses in meeting the goals of the CalNAGPRA program to (1) continue ongoing CalNAGPRA compliance for culturally identifiable remains and related artifacts; (2) implement the culturally unidentifiable CalNAGPRA regulations; and (3) help campuses establish one or more liaisons to develop proactive and sustainable consultations programs with California Native American tribes.

The CSU CalNAGPRA managing coordinator will report directly to the Chancellor of the California State University or his/her designee, which in this case is the President of Chico State, for the next three years and until an appropriate supervisor is determined at the CSU Chancellor’s office. This position is responsible for ensuring that each CSU campus creates an inventory for submission to the Native American Heritage Commission (Commission). Additionally, the CSU CalNAGPRA managing coordinator will convene and facilitate the CSU CalNAGPRA Campus Coordinators Group. The purpose of the group is to help ensure campus compliance with CalNAGPRA.

Incumbent must possess:
  • Comprehensive knowledge of Indian Education and the issues and challenges of K–16 education.
Thorough knowledge of:
  • Native American history and culture.
  • The principles of planning and management of a department/program.
  • Analyzing and tracking data/statistics, research methodology and preparing reports.
  • Cultural sensitivities relative to tribal consultation.
Working knowledge of:
  • NAGPRA and CalNAGPRA.
  • California Native American history.
  • Federally Recognized Tribes, Non-Federally Recognized Tribes and California Recognized Tribes.
  • The principals of administrative, personnel, and fiscal management.
  • Research and observation techniques for the purpose of recording, classifying, and interpreting factual information.
  • General knowledge of the principles, practices and trends of Student Services.
  • Computer literacy and proficiency with Microsoft Office Suite programs and database management and an ability to learn additional computer software programs.
  • Fluent in the use of standard office equipment (computers, copiers, phones, fax).

Required Education and/or Experience
Bachelor’s degree in Anthropology, Native American Studies, History, Museum Studies or a related field.
AND
  • Experience working with culturally sensitive artifacts.
  • 2 years of full-time progressively responsible experience in student service and program management in an educational environment.
  • 1 year of experience in curatorial work, cultural relations, or an equivalent combination of education and experience.
  • Experience working with modern archaeological methods and archaeological collections.

  • This position is a Higher Education Employer-Employee Relations Act ( HEERA ) designated managerial position and comes under the Management Personnel Plan ( MPP ) of the California State University. Individuals appointed to management positions serve at the pleasure of the President or designee. They are excluded from the collective bargaining process, are not subject to probationary service, and do not receive tenure or permanent status. This position is exempt from the overtime provisions of the Fair Labor Standards Act ( FLSA ).
  • Throughout employment in this position incumbent must maintain a valid California Driver’s License as well as continued completion and compliance of the CSU Defensive Driver’s Training course.

PHYSICAL REQUIREMENTS :
Incumbent/applicant will need to be able to perform the essential job functions (duties) of this position with or without reasonable accommodation. This position alternates between remaining in a stationary position operating a personal computer for long periods of time and frequently moving about inside the office. Must be able to travel across campus to other offices and buildings for meetings and events.
WORK ENVIRONMENT :
This position involves frequent to constant interaction with students, faculty, parents, guests, and staff. The office is a typical office environment with standard office equipment. At times, the individual may have evening and weekend work. Travel to local tribal communities, community colleges, regional and national conferences is required. Benefits

Eligibility for standard CSU benefits is based on an appointment of half-time or more for a period exceeding six months.
