Position Description:
The full-time benefited position is dependent upon grant funds, which expire on February 22, 2022. In the interim, there will be multiple concerted efforts to seek additional funding.

POSITION SUMMARY: The Housing Navigator (Case Manager) will work directly with homeless individuals to prepare for and secure stable housing. This position is under the oversight of the Center for Community Health Engagement Principal Investigator and general supervision of the Center for Community Health Engagement Program Coordinator. ESSENTIAL DUTIES AND RESPONSIBILITIES include, but are not limited to, the following:● Conduct assessments to identify needs and referrals for social and housing services. ● Develop and implement an individual housing plan for each participant.● Provide advocacy to help address issues and barriers between landlords and participants that may prevent participants from accessing permanent housing.● Address landlord concerns as they arise about clients already in permanent housing. ● Provide instruction and support to participants regarding how to complete a housing application, housing search, tenant rights and responsibilities, including observation of rental agreement rules, and being a good neighbor.● Follow-up with each participant weekly to ensure they progress towards their housing placement goals and provide backup documentation in the client's file. ● Provide individualized support that helps participants develop a plan that identifies barriers to acquiring and sustaining housing● Maintain accurate records, including maintaining a Property Manager/Property Owner Contact Log.● Network and collaborate with Monterey County area housing resources and area homeless service providers.● Develop and maintain positive relationships with local landlords and property managers throughout Monterey County. ● Work directly with area homeless service providers to verify clients' homeless status and complete Continuum of Care/Homeless Certification paperwork.● Maintain accurate and timely progress notes, financial records, and other data necessary for client care and reporting goals/outcomes.● Maintain client-related data systems, including CARS and HMIS.● Work directly with clients to identify housing needs, identify potential barriers to maintaining housing, and develop strategies for maintaining housing.● Educate clients on different housing resources and options available to them. Work directly with clients to apply for and obtain appropriate housing vouchers, subsidies, and security deposit assistance.● Assist clients in their search for housing, filling out rental applications, interpreting leases, and understanding tenant rights and responsibilities.● Maintain personal, professional boundaries with clients.● Assist clients with moving (i.e., helping locate affordable moving companies, locating storage units, etc.).● Conduct home visits and inspections with clients.● Coordinate and communicate regularly with the Housing Coordinator, Case Coordinators, and Case Managers● Participate in staff meetings, collaborative case conferences, support team meetings, and other related meetings.● Demonstrate flexibility, e.g., working various shifts as assigned.● Demonstrate cultural sensitivity to the various groups and populations our team serves.
● Performs other job-related duties and special projects as assigned Physical Requirements Ability to: operate a motor vehicle; climb stairs; possess good communication skills; meet the classification requirements, and have mobility, vision, hearing, and dexterity levels appropriate to assigned. Capable of the following extended activities: standing, sitting, climbing stairs. Capable of the following intermittent activities: lifting 25 pounds or more and bending in the performance of infrequently performed office duties.
This position requires working on campus with students, staff, and faculty. The health and safety of our students, faculty, and staff remain our highest priority. Students, faculty, staff, and the community can expect that masks will be encouraged and that the appropriate degree of social distancing will be in place in all areas based on evolving guidance. The CSU requires faculty, staff, and students who are accessing campus facilities to be immunized against COVID-19 or have a qualified exemption. This requirement is effective at the beginning of the Fall 2021 term. Selected candidates should be prepared to comply with this requirement.

Knowledge, Skills and Abilities:
  • Must be culturally competent
  • Strong knowledge of community resources; housing assistance programs are desired, including shared housing, farmworker housing, project-based housing, Veteran Services, Rapid Rehousing, and Section 8.
  • Able to utilize person-centered and solution-based approaches, Motivational Interviewing strategies, Harm Reduction, and Housing First models of service delivery.
  • Creative problem-solving skills
  • Have good written and oral English communication skills.
  • Communicate effectively and respectfully with a wide variety of staff, clients, property managers, property owners, and service providers.
  • Desire to be an advocate to help individuals who are chronically homeless find and secure housing.
  • Ability to teach housing search skills to participate in individual or group setting
  • Work independently with minimal supervision and work collaboratively as a team.
  • Demonstrate the ability to learn and implement new information and housing strategies.


Minimum Qualifications:
  • A bachelor’s degree in social services or a related field;
  • Two years of experience with marginalized and vulnerable populations or working within the local housing market.

Compensation and Benefits:

The hourly rate for this position is $30. This is a non-exempt position and as such is eligible for the overtime provisions of the Fair Labor Standards Act.
