Purpose and Scope
The Chief External Affairs Officer works with the President to
advance the college through marketing, branding, public relations,
government relations, advertising, publications, and community
engagement. Develops partnerships with public and private
organizations that help the college fulfill its mission, and
creates and implements strategies that grow public goodwill,
awareness and enrollment. Assists the President with government
relations strategies and campaigns. Chairs the college Marketing
Council. Develops and manages the college Marketing Strategic Plan
and annual budget. Co-chairs the college Enrollment Management
Committee with the Vice President of Student Learning and
Success. Supervises staff and consultants.
General Duties and Responsibilities:
- Develop and execute communications, marketing and media relations strategies and tactics.
- Develop and manage marketing strategic plan and annual budget.
- Oversee digital marketing strategies, deliverables, and analysis.
- Manage public and government relations for events, initiatives, and election campaigns.
- Responsible for press
releases and media relations.
- Develop and execute enrollment management and recruitment initiatives.
- Manage social media efforts and reports.
- Provide marketing analytics.
- Plan and implement effective public events that build goodwill with the community.
- Develop and update Style
Guide, as needed.
- Oversee graphic design in accordance with brand and style guide.
- Develop advertising plans and placement.
- Develop direct mail promotions and solicitations.
- Develop and administer digital signage content.
- Provide support for Community Development Office’s mission and vision.
- Oversee development and distribution of invitation packages and other printed materials.
- Supervise photography and video services.
- Maintain and protect standards for marketing communications materials (brochures, pamphlets, booklets, etc.).
- Coordinates and/or attends local, state, and national meetings in conjunction with government relations strategies and campaigns.
- Promote, approve, support and oversee the use of college room and spaces for public events.
- Host KRUI's Morning Air radio program.
- Approve and monitor content of public materials placed inside ENMU-Ruidoso facilities.
- Perform other duties as

Knowledge, Skills, Experience
Required:
- Bachelor’s degree in Marketing or related field with seven years related experience, or Master’s degree in Marketing or related field with five years related experience.
- Experience in enterprise marketing and branding initiatives.
- Experience with managing
budgets.
Preferred:
- Experience in leadership roles and managing staff.
- Experience developing college marketing strategic plans.
- Experience writing and implementing college-wide enrollment management plans.
- Ability to multitask and
work in a fast-paced environment.
- Experience working in a higher education setting or other nonprofit/governmental organization.
- Three years marketing leadership experience in a community college.
- Three years marketing experience in a multi-college or multi-campus college environment.
- Bi-lingual capabilities
in Spanish.
Complexity/Effort:
Job requires leadership ability and critical thinking skills,
ability to meet deadlines, to work independently and in a team
environment. Sets and manages priorities for accomplishing work and
resolves problems based on previous experience. Position requires
working effectively with various groups on various
tasks.
Physical Demand and Working Conditions:
Work is sedentary in nature that at times requires exerting up
to 50 pounds of force occasionally and/or negligible amount of
force frequently or constantly to lift, carry, push, pull or
otherwise move objects. Work is performed during normal business
hours, with some evenings and weekends to meet
deadlines.
