Bemidji State University (BSU) and Northwest Technical College (NTC) invite applicants to join our team as the Director of Civil Rights & Affirmative Action.  To accomplish our missions of “educating people to lead inspired lives” (BSU) and “preparing students for rewarding careers” (NTC), we prioritize creating a culture in which diversity is embraced and all people are safe, welcome, and validated.  BSU and NTC are members of the Minnesota State system of colleges and universities and employ more than 600 faculty and staff.

The Director of Civil Rights & Affirmative Action is committed to fostering an inclusive, accessible, and diverse intellectual and cultural campus experience related to the missions of BSU and NTC. This role facilitates efforts to ensure equal opportunity from recruiting to retention, increase awareness of diversity issues through advising and training, and strengthen relationships across diverse groups. The Director is responsible for accountability and compliance with federal and state laws, Minnesota State’s policies and procedures, and BSU/NTC regulations related to affirmative action.


Responsibilities of the Director of Civil Rights & Affirmative Action include:

  • Managing the recruitment and retention efforts of a diversified candidate pool for BSU and NTC (50%)
    • Collaborating with Human Resources and any needed campus departments to ensure outreach occurs to diverse recruiting resources and to develop diverse candidate slates for underutilized job groups and categories. Identifying, monitoring, and addressing issues in hiring and employment practices for women and minorities. Concurring on all offers to new hires.
    • Developing and conducting training for campus search committees, search advisory committee chairs, and assisting management in achieving compliance with BSU/NTC hiring policies and procedures.
    • Ensuring that AA goals and objectives in BSU/NTC’s mission, vision and goals are being steered and that each search is considering AA and diversity by reviewing submitted interview materials, certifying applicant pools, and monitoring each stage of search processes for adherence to affirmative action laws, policies, and best practice.
    • Attending BSU and NTC Diversity and Inclusion Committee meetings.
    • Disseminating information regarding affirmative action goals and programs to appropriate supervisors and units so that all searches and hiring decisions work toward meeting affirmative action and equal opportunity objectives regarding recruitment and retention of under-represented groups.
    • Monitoring and measuring progress toward achieving desired results.
  • Planning, Data Collection, and Report Development (25%)
    • Overseeing the development and implementation of the University and College affirmative action plans in conjunction with federal, state, system and University/College needs and evaluating efforts on implementation of these plans.
    • Generating and interpreting quarterly status reports and such other reports as may be required to monitor the progress of the University and College affirmative action programs.
    • Providing leadership and oversight to ensure compliance with Affirmative Action/Equal Employment Opportunity and Americans with Disabilities statutes and regulations. Submitting annual reports on ADA compliance.
    • Reviewing existing equal opportunity policies for BSU and NTC for compliance with federal, state, Minnesota Management and Budget, and Minnesota State guidelines.
  • Training, Education, and Outreach (25%)
    • Collaborating with university and college staff to provide campus-based compliance education and training programs/workshops. Working with local agencies and law enforcement as necessary.
    • Providing Affirmative Action information to new employees as a part of new employee orientation.
    • Collaborating with Human Resources and other departments as necessary to offer training programs/workshops on topics pertaining to affirmative action.
    • Remaining knowledgeable of current state and federal law, regulations, and Minnesota State policies related to Affirmative Action, Equal Opportunity, and the Americans with Disabilities Act, and Title IX.
    • Updating the Affirmative Action web pages and content for the BSU and NTC websites.


Minimum qualifications for this position include:

  • Bachelors’ degree in a field related to social services or human relations.
  • Minimum of one (1) year of professional experience in personnel administration, employee relations, labor relations, civil rights enforcement, or related field, which provide an understanding of employment/discrimination laws and programs.
  • Demonstrated knowledge of federal and state equal opportunity, affirmative action, Americans with Disabilities Act, and Title IX laws, policies and regulations, FERPA, due process and confidentiality.

Preferred qualifications include:

  • J.D. or Master’s degree in Human Resources, Business Administration, Student Services Administration, Law, Public Policy, Public Administration, Criminal Justice, Sociology, Human Rights or related field. 
  • Experience working in a higher education setting with broad knowledge of campus administrative structure and functions, policies, procedures and practices related to equal opportunity, discrimination, harassment, and sexual violence.
  • Formal Affirmative Action Officer training and/or certification.
  • Minimum of (3) years of professional experience in personnel administration, employee relations, labor relations, civil rights enforcement, or related field, which provide an understanding of employment/discrimination laws and programs.

For those who love the outdoors, there are wooded, multi-use trail systems within minutes of campus and community parks with walking trails, playgrounds and a skate park. Lake Bemidji State Park and its miles of navigable trails is located directly across the lake from BSU, and the Buena Vista Ski Area — just 12 miles north of campus — offers downhill skiing and campus-sponsored student transportation in the winter months. Further, the Mississippi River Headwaters is a mere 45 minutes from Bemidji.
