Position Information

This is a full-time management (MPP) position. MPP employees serve at the pleasure of the campus President. MPPs do not serve a probationary period and never receive permanent status.

This position is a "designated position" in the California State University's Conflict of Interest Code. The successful candidate accepting this position is required to file Conflict of Interest forms subject to the regulations of the Fair Political Practices Commission.

Special Working Conditions:

This position may require the incumbent to be on-call 24/7 to assist in revolving emergency or urgent issues. The incumbent is required to maintain contact with their campus outside of their normal working hours on a regular basis via the separate On-Call Procedures. Remote contact shall include telephone, cell phone, wireless data access device, remote monitoring of any hardware or software device, and/or electronic mail notification regarding the status of a campus system. Must be willing to travel and attend training programs off-site.

Satisfactory completion of a background check (including a criminal records check) is required for employment. CSU will make a conditional offer of employment, which may be rescinded if the background check reveals disqualifying information, and/or it is discovered that the candidate knowingly withheld or falsified information. Failure to satisfactorily complete the background check may affect the continued employment of a current CSU employee who was conditionally offered the position.

The person holding this position is considered a `mandated reporter' under the California Child Abuse and Neglect Reporting Act and is required to comply with the requirements set forth in CSU Executive Order 1083 as a condition of employment.

Major Duties

Under the general direction of the Associate V.P. for Security and Compliance, the Senior Director, Infrastructure Services, will create an environment of collegiality and cooperation within the Infrastructure Services departments (Data Center, Telecommunication, and Network Services, Identity, and Monitoring). The senior director will serve as a trusted advisor and be responsible for the operational planning, infrastructure strategy and roadmap, and execution of core technologies that align with the broader I.T. and campus strategic plans. The incumbent is responsible for developing infrastructure strategies (including server, network, voice, communication, and hardware) and applies existing, new, and emerging technologies to new and evolving business and operating models and applies strategies relating to data center locations/facilities, back-up, recovery, and enterprise storage; and contributes to the university business continuity and I.T. disaster recovery.

Qualifications

Required Education and Experience:

Bachelor's degree from an accredited four-year college or university.
Eight (8) plus years of increasingly responsible experience in Information Technology, Information Management Systems, Telecommunication, Computer Science, or related discipline which should include a minimum of six (6) years supervisory/management experience in the field of technology operations and a minimum of one (1) year managing and leading a Security team.

Preferred Qualifications:

Expert level experience (3-5 years) with hands-on analyzing and applying compliance requirements to security practices including, but not limited to, Trust Services Criteria (SSAE18), PCI, HIPAA, GDPR, CCPA, ISO27001.
Expert understanding of PCI-DSS and underlying intent of requirements.
Expert understanding of SOC and underlying intent of requirements.
Expert understanding of HIPAA and underlying intent of requirements.

  • Ability to communicate with several levels in the organization, emphasizing collaborating across multiple teams and ensuring program needs are satisfied through interpersonal and trusted communication.
  • Ability to interpret the severity and potential impact of risks and communicate risk assessment findings to risk owners outside Information Security in a way that consistently drives toward our business objectives.

Responsibilities

50% Forecast skill and competency need and develop a forward-looking technology workforce. Oversee the operation of CSUDH's data centers and develop and implement processes and procedures to maximize those centers' effectiveness, efficiency, and resiliency. Oversee the operation of CSUDH's I.T. infrastructure, including the data center, network and telecommunication, and identity and monitoring services teams. Responsible for managing I.T. Infrastructure and Enterprise workloads deployed in multi-cloud platforms such as AWS, Amazon Web Services, Google Cloud, and Azure. Build organizational talent by creating a learning environment that ensures staff realizes their highest potential. Ensure teams are organized to provide world-class customer service effectively and efficiently. Responsible for building relationships with stakeholders; building and improving the underlying technology and security platforms; and innovating our propositions to take advantage of innovation. Responsible for the development and/or maintenance of Infrastructure enterprise environments, third-party applications, cloud, and interfaces. Maintain a comprehensive knowledge of current trends and developments and provide guidance and counsel to senior management and business groups on cloud infrastructure, platform technologies, and issues to build better solutions that support and drive business decisions. Continually lead the center's evolution into a cloud-based infrastructure as customer requirements and technologies change over time. Oversee, develop, and monitor standards, runbooks, standards, benchmarks, and metrics to ensure fair workloads and evaluations. Oversee, develop, and monitor infrastructure services runbooks.

30% Engage and lead governance groups, systemwide groups, customers, outside experts, and other technical staff to develop key performance indicators and benchmarks. Oversee, create, manage, and monitor multiple concurrent projects relating to service improvements, expansion, and maintenance of existing telecommunication and network facilities and resources. Lead transformational infrastructure project implementations, ensuring Infrastructure staff, fully leverage the technology for future solutions and designs. Make technical decisions and work closely with cross-functional business areas and I.T. groups. Assist with emergency planning and response in coordination with other stakeholders.

10% Create/modify position descriptions, conduct recruitments for bringing on new personnel, conduct performance appraisals, and work with Human Resources on disciplinary matters. Manage budgets, expenditures, and revenues in each area of accountability. Fiscal management responsibilities include implementation, inventory, forecasting, maintenance, and audit of budgets to ensure compliance with university policies. Work on divisional, campus-wide, or systemwide projects as needed. Provide meaningful metrics and transparent reporting for operational needs Act on behalf of Associate V.P. for Security and Compliance/ISO when assigned.
