Job Summary:

Oversees the procurement of products and services for Samuel Merritt University (SMU) and directs all procurement functions. Identifies and selects potential suppliers by soliciting and reviewing bids, negotiating, and awarding contracts and maintains current vendor relationships. Develops objectives, policies, and procedures for SMU’s purchasing program and reviews policies for compliance.

Job Duties and Accountabilities:

• (20%) Develops and implements objectives, plans, policies, and standard operating procedures for the University’s procurement function. Monitors and evaluates operational effectiveness to identify performance improvement opportunities.
• (20%) Reviews bids and negotiates contract terms with vendors and suppliers
• (20%) Reviews major contracts and coordinates compliance, change orders, and process resolution, consulting with legal counsel as required
• (20%) Supervises and trains procurement and contracting staff.
• (20%) Develops and manages annual budgets for SMU’s procurement function.
• (10%) Performs other duties as assigned

Skills and Abilities:

• Knowledge of contracting processes and procedures
• Knowledge of local, state, and federal procurement and contracting regulations
• Proven ability to negotiate contract terms
• Ability to prepare requests for proposal, bids, quotes in compliance with applicable procurement regulations and SMU policies
• Skill in evaluating and re-engineering operating strategies, systems, and procedures.
• Ability to analyze and solve problems
• Ability to foster a cooperative work environment
• Ability to train and supervise employees
• Strong customer service orientation and interpersonal skills; ability to interact effectively with a wide variety of stakeholders

Education and/or Experience:

• Baccalaureate degree in related field required
• Minimum of seven years’ procurement experience

Physical Requirements:

• Basically sedentary deskwork
• Physical ability to lift and move boxes of up to 20 pounds
• Ability to receive detailed information through communication
