Director for Workforce Development



Description

Columbia Basin College ('CBC' or the 'College') seeks a Director for Workforce Development who will provide strategic planning, leadership, administrative oversight and overall programmatic direction for the apprenticeship and continuing education programs at CBC. This position is the primary liaison and is responsible for working with apprenticeship staff, apprentices, faculty, administrators and the private sector. The Director for Workforce Development's additional responsibility is identifying, developing and advancing new and existing professional-technical programs for the Career & Technical Education (CTE) division. This position follows the established processes, guidelines, and works in collaboration with internal and external stakeholders to effectively meet workforce preparation needs in Benton and Franklin Counties. The Director for Workforce Development reports to the Dean for Career & Technical Education.

Primary Responsibilities

Apprenticeship
  • Monitor and assure apprenticeship program and site compliance with state and federal regulations, accreditation, college policies and specific industry licensure and certificate requirements;
  • Oversee the preparation and ongoing analysis of the apprenticeship budget, revenue and expenditures, including data collection and reporting;
  • Collaborate with community leaders to identify and develop apprenticeship opportunities with employers in various trades and disciplines;
  • Make necessary curriculum changes to the Multi-Occupational Trades AAS degree and lead the marketing of the degree to qualified apprentices;
  • Submit curriculum changes to the Curriculum Committee for apprenticeship courses as appropriate;
  • Participate in regional trade and union events, workgroups and activities where appropriate;
  • Build and sustain relationships with community partners, service providers, local employers and trade unions, remaining informed of prerequisites for union apprenticeships and other employment opportunities; and
  • Develop a pre-apprenticeship program.
Continuing Education and Customized Training
  • Negotiate, develop and execute revenue-generating and/or grant-funded contracts;
  • Oversee marketing, including target market identification, setting a marketing budget, setting course prices and updating CourseStorm website; write content for non-credit, contract training and self-support offerings at CBC and remote locations;
  • Recruit, hire and oversee instructors involved in continuing education and customized training or other activities;
  • Schedule courses, coordinate instructors and facilities for courses and programs;
  • Collaborate with industry partners, faculty and deans to ensure programs meet industry needs and training standards; and
  • Collaborate with employers and apply for Job Skills Program grants to provide training to meet employers' specific needs.
Workforce
  • Analyze state, regional and local labor market trends; advise on the development of new and restructuring of existing CTE certificate and degree program offerings;
  • Develop effective industry connections to support the creation of relevant professional/technical programs and maintain industry relationships to ensure the long-term alignment of these programs with changing industry needs; and
  • Develop and implement recruitment strategies for targeted workforce programs and non-traditional populations in conjunction with the Marketing and Recruitment departments.
Other
  • Write and compile data for grant applications and reports as required;
  • Coordinate, schedule and perform outreach activities that support the School of Career and Technical Education;
  • Serve on college committees, attend state meetings and represent the College at local business, industry, and community group meetings;
  • Attend regional, state and national conferences to remain current with policies and procedures, economic outlook and employment trends, as well as non-traditional enrollment and secondary instruction;
  • Manage special projects assigned by the Dean for CTE requiring research, data collection, analysis, implementation and reporting;
  • Represent the Dean for CTE at meetings and events as requested; and
  • Other duties as assigned.
Required Qualifications
  • Bachelor's degree from an institutionally accredited college or university;
  • Three (3) years of progressively responsible experience in education or professional training, preferably in the area of workforce development; and
  • Advanced computer skills including proficiency in Microsoft Excel, Access, Word and PowerPoint.
Preferred Qualifications:
  • Master's degree from an institutionally accredited college or university;
  • Three (3) years of experience in program oversight and budget management;
  • Bilingual in Spanish/English;

TERMS OF EMPLOYMENT:

This is a twelve (12) month per year, full-time exempt position. The standard work hours will be Monday through Thursday 7:00 a.m. to 4:30 p.m., and Friday 7:00 a.m. to 12:00 p.m.; however, work hours may vary due to work demands and some evening and weekend work may be required. This position is overtime exempt.
