Position Summary

Under the general direction of the Director of Benefits Services, the incumbent serves as the Benefits Analyst for employees within all university divisions and departments, including all represented faculty and staff employees, Management Personnel, non-represented staff, and student employees. Incumbent provides expert advice to the Senior Associate Vice President of Human Resources and the Director of Benefits Services as a principle source of analysis and information related to disability leave management and retirement administration.

The incumbent serves as the primary resource for employees within all university divisions and departments, including all represented faculty and staff employees, Management Personnel, non-represented staff, and student employees with regard to disability leave management and retirement administration. Incumbent provides administrative and program leadership and oversees the day-to-day operations of the Benefits Office related to disability leave management and retirement administration. Counsel and educate employees and supervisors/managers through the disability leaves process, pre-retirement process, and post-retirement process, using discretion and confidentiality, while securely retaining all records. Responsible for researching legal, regulatory, and/or programmatic changes, and providing direction and advice to recommend new or revised business process and procedures to ensure compliance with applicable internal and external requirements, and minimize the University's exposure to risk. Performance of these functions requires a high level initiative, independent judgement, discretion and confidentiality, and expert knowledge of federal and state regulation, CSU and campus-specific policy and procedures, and all CSU collective bargaining agreements pertaining to disability leaves administration, benefits and retirement.

The position requires critical thinking, analytical research, problem solving, and conflict resolution skills when responding to complex benefit related questions regarding rules and regulations mandated by CalPERS, State Controller's Office and state and federal law. Provides initial eligibility program information regarding Social Security, the Faculty Early Retirement Program (FERP), and the Pre-Retirement Reduction in Timebase (PRTB) programs. Administers, monitors, and coordinates the administrative tasks of the Benefits Office.

Incumbent will be required to develop and implement improved business processes and develop and conduct campus training/workshops. Serves as a functional team member on campus and system-wide HR information systems team, and subject matter expert for retirement and leaves administration and all future HR modules/systems.

The Benefits Office experiences a high volume of walk-in traffic, telephone calls and e-mails, and the position works in a deadline driven environment with frequent interruptions while independently prioritizing job duties. The incumbent is expected to work under pressure with frequent interruptions while independently prioritizing assignments to meet deadlines.

Strong communication skills and professionalism are required as this position is the primary contact for all university employees. The duties performed by this position involve receiving, providing and maintaining information that is confidential or sensitive in nature.

CSU Classification Salary Range: $4,693 - $8,489 per month

Minimum Qualifications

Entry to this classification requires general knowledge and skills in the applicable administrative and/or program field with a foundational knowledge of public administration principles, practices, and methods. This foundation would normally be obtained through a bachelor's degree and/or equivalent training and administrative work experience involving study, analysis, and/or evaluation leading to the development or improvement of administrative policies, procedures, practices, or programs.

Required Qualifications

Education/Experience
1. Bachelor's degree in Human Resources, or related field, and/or equivalent progressively responsible professional experience
2. Experience in providing administrative and program-specific leadership in a complex organization.
3. Extensive experience working with human resources practices, policies, procedures, and state and federal laws.
4. Experience interpreting and analyzing state and federal laws, collective bargaining agreements, policies, procedures, and applicable court decisions.
5. Experience working with complex personnel issues that require research, analysis and independent decision making.
6. Experience and ability to provide direction and/or influence to management to meet programmatic, departmental and/or administrative goals.
7. Progressively responsible human resources, disability leaves and/or personnel experience.
8. Experience in providing lead work direction to other administrative staff with accountability for results.
Knowledge, Skills, and Abilities
9. Advanced knowledge of state and federal laws pertaining to benefits, retirement, and disability leaves administration, processes, and procedures.
10. Skills to analyze complex problems or information in an objective manner and derive logical conclusions and use original and innovative approaches and techniques to solve difficult problems with multiple variables.
11. Excellent writing skills to produce clear, well organized, concise, publishable analytical reports, procedures, emails and/or, memos as well as copy for web publication and correspondence.
12. Strong communication skills which professionally and effectively use all communication methods to collaborate, educate, and present ideas and concepts in various formats, and use consultative and facilitation skills to gain consensus.
13. Demonstrated ability to work independently with minimal supervision in order to initiate plans, organize, and prioritize multiple job duties simultaneously, and anticipate future needs or problems in a fast-paced environment with competing deadlines.
14. Ability to establish and maintain cooperative working relationships with people from diverse ethnic, socio-economic, professional and educational backgrounds.
15. Ability to use high-level discretion and exercise exemplary professional judgement to maintain a high level of confidentiality in communications or problems of a sensitive nature, and maintain complete security of confidential records.
16. Ability to develop and present trainings and workshops to various audiences related to disability leaves and/or retirement.
17. High level of proficiency in the use of the Microsoft Office Suite (e.g. Outlook, Excel, Word, Access, PowerPoint, etc.).

Preferred Qualifications

18. Experience working in a Human Resources environment within higher education.
19. Experience working in a unionized environment, and ability to interpret and apply collective bargaining agreement language within a complex organization.
20. Knowledge of CSU policies, procedures, and processes pertaining to benefits, retirement, and disability leaves administration.
21. Knowledge of PeopleSoft and/or other human resources information systems (HRIS).
