Job Summary

The Identity and Access Management Program Manager has overall responsibility for the day-to-day delivery, support, and continual improvement of Identity and Access Management (IAM) services provided by the Office of Information Technology (OIT). In this role, you will supervise a team responsible for all aspects of supporting and continually improving IAM services. The Program Manager will make day-to-day decisions regarding IAM services and will be responsible for initiating, prioritizing and managing work, and sponsoring projects necessary to deliver and continually improve services, as well as develop and propose strategic IAM service priorities and directions to OIT leadership. The IAM Program Manager will need to develop a keen understanding of current and future objectives for our IAM services and determine how best to organize and manage a team to meet them. The Program Manager will also implement and follow common OIT service management processes for service support, operations, project management and analysis and will participate in defining these common processes. The IAM Program Manager will also serve on the OIT Architectural Review Board.

What Your Key Responsibilities Will Be

Program Management:
  • Supervise Identity and Access Management staff and daily operations, providing leadership and support to a team of approximately seven individuals.
  • Oversee the on-going value and effectiveness of the OIT IAM services. Ensure that the services are meeting the established objectives and business needs within the established budgets and if not, determine the appropriate actions to take and lead the service team to take them. Work with OIT and campus stakeholders and analyze metrics and customer feedback to determine what continual improvements to make, and what work and projects to initiate and prioritize.
  • Use feedback from customers and stakeholders to propose strategic priorities and directions for services. Participate in and facilitate strategic planning activities and provide analysis on how to implement plans and the impact of plans to budget and staffing.
  • Manage relationships and service level performance of vendors. Establish and maintain working relationships and shared expectations and performance agreements with other service providers including OIT, other campus, or university system office providers.
  • Work with OIT Budget and Finance Office and OIT leadership to establish an appropriate budget, based on program objectives, and effectively manage to it.

Day-to-Day Operations:
  • Manage day-to-day service operations by effectively implementing common OIT processes for service operations including incident management, problem management, and request fulfillment. Also implement OIT processes for configuration management and change management. Work with OIT process owners to ensure common OIT processes meet service needs.

Architecture Review Board (ARB) Participation and Representation:
  • Function as a member of the campus ARB as an IAM expert by participating in reviewing proposed technology solutions, making architectural recommendations, developing, and documenting technical standards or patterns, and leading specific design and/or architecture decision-making efforts. This includes being temporarily assigned to specific projects or teams to lead and facilitate an architectural or technical design decision, or transfer domain specific technical knowledge to the team.

Professional development:
  • Maintain proficiency, certifications, and acquire knowledge by reading trade journals, attending conferences, seminars, and classes, participating in discussions with colleagues, peer institutions, and consulting with vendors.

What We Can Offer
  • Annual salary range for this position is $100,000 to $115,000.

What We Require
  • Bachelor’s Degree from an accredited institution or a combination of education and experience as detailed below maybe substituted for the degree on a year-for-year basis.
  • 5 years of experience as an IT analyst, program, product, or project manager that includes defining services or products, requirements management and prioritization, and responding to direct customer feedback.
  • 3 years of direct supervisory experience over team of three or more IT professionals.
  • Experience with Product Roadmap development and influencing key team members for agreement on business priorities.

  • Demonstrated excellent written and verbal communication skills with the ability to communicate with team members at various levels, including leadership.
  • Proven ability to quickly learn new technologies and new processes.
  • Demonstrated strong interpersonal and communication skills, particularly strong customer skills interacting with key stakeholders.
What We Would Like You To Have
  • 1 year IT project management experience.
  • Understanding and knowledge of software development, system administration, or data integrations.
  • ITIL v3 certification.
  • Experience with the Agile Framework, working with Agile Delivery Teams, using Agile / Scrum / Kanban.
