Vice President of Finance and Administrative Services

Danville Community College developed from two institutions, Danville Technical Institute and the Danville Division of Virginia Polytechnic Institute opened in 1936 as Danville Textile School, becoming Danville Technical Institute just after World War II. The Danville Division of Virginia Polytechnic Institute first began as an engineering division in 1946, and was later expanded to include the first two years of course work for all engineering, business administration, liberal arts, and science majors.  Beginning in the summer of 1966, all programs taught by Danville Technical Institute were brought under the Virginia Department of Community Colleges. Effective July 1, 1968, the Danville Division of Virginia Polytechnic Institute merged with the existing community college providing the comprehensive programs now offered.

Job Summary:

The Vice President of Finance and Administrative Services serves as the chief financial officer and is responsible to the President for all business and fiscal affairs of the College. The Vice President plans, directs, and reviews the activities and operations of general accounting, budgeting, financial reporting, purchasing, campus information technology, security, and auxiliary services. This role coordinates assigned activities with other College operations and outside agencies. The Vice President provides highly responsible and complex administrative support to the College President. The Vice President also serves on the President’s Executive Cabinet.

Essential Duties and Responsibilities: 

  • Provides innovative leadership, vision, planning, supervision and evaluation for all personnel and services provided by financial services & purchasing, information technology, and auxiliary services. 
  • Coordinates and directs a budget development process that is built on effective and responsive communication that results in a spending plan reflective of the College’s strategic plan. 
  • Directs and supervises the management and control of all financial and administrative services and planning functions of the College, including the areas of accounting and budgeting control, administrative data processing, purchasing, inventory control, auxiliary services, operation and maintenance of physical plant properties, bookstore services.  
  • Develops and implements short-range and long-range operational financial plans to support the planned development of the College. 
  • Directs the preparation of financial reports as required by law and policy; prepare various financial reports and analyses as requested by higher-level management. 
  • Supervises an administrative and statistical accounting and reporting system to support the management of the college and to respond to the reporting requirements of the VCCS and other agencies. 
  • Serves as college risk manager. 
  • Oversees budgetary controls, including internal audits of accounting. 
  • Supervises Information Technology operations and manages Danville Community College’s Chief Information Officer. 
  • Provides leadership in Danville Community College campus safety and security, including the Emergency Operations Plan, Continuity Plan, Campus Security, and Safety Committee. 
  • Supervises the negotiation and administration of contracts with outside vendors and contractors; review completed projects for contract compliance and take appropriate action to resolve differences. 
  • Participates in and directs a wide variety of special projects and activities as assigned by the President; coordinate staff activities and tasks necessary to complete project assignments. 
  • Establishes and oversees policies and procedures for the use, maintenance, and protection of equipment, buildings, and grounds, while acquiring supplies and providing utilities and services.  
  • Fosters diversity, equity, and inclusion among students, faculty and staff.
  • Performs all other duties as assigned.

Minimum Qualifications:

  • Master’s degree from an accredited college or university in business administration, accounting, public administration, educational administration, or a related field; or, combination of education and extensive experience of increasingly responsible administrative and professional experience in a community college setting or an organization of comparable complexity. 
  •  Strong collaboration, innovation, and leadership skills.  
  •  Effective communicator with solid listening skills and problem-solving acumen.
  •  Strong interpersonal skills and relationship building skills.  
  •  Ability to create a responsive budget and supporting processes and ability to interpret data to understand IT support needs and synthesize that information into staffing requirements and assignments.
  •  Understanding of the comprehensive mission of the community college.
  •  Develop community contacts and work with divergent community groups and individuals.
  •  Demonstrated commitment to promote cultural diversity, equity and inclusion as a core value of the community college.

Preferred Qualifications

Community college experience preferred. 

Terminal degree preferred.
