SUMMARY

This position assists in planning, organizing, managing, and providing administrative direction and oversight of finance, budget and accounting functions and activities of the Finance Department; fosters cooperative working relationships among college departments, divisions, and with intergovernmental and regulatory agencies and various public and private groups; provides highly responsible and complex professional assistance to the Director of Finance in areas of expertise; and performs related work as required. This position will also serve as the Restricted Fund Compliance Officer and ensure all restricted funds adhere to agency regulations.



ESSENTIAL DUTIES

A. Serves as Restricted Fund Compliance Officer

1. Regularly monitor and document restricted fund expenditures and restricted funded activities to ensure compliance.


2. Establish policies and procedures to ensure compliance with all grant and federal regulations and requirements.


3. Attend professional development training to stay abreast of the OMB circulars and their
applicability to restricted fund management, including A-133 audit compliance.


4. Review restricted fund reports and communication with funding agencies and stakeholders for accuracy and compliance prior to submission.


5. Assists in submitting Negotiated Indirect Cost Rate Agreement.


6. Serves as an institutional resource on restricted fund compliance, participate in the review and development of new funding opportunities, and provide critical feedback on institutional eligibility and risk.


7. Serves as the Business Office representative for the coordination and compliance for all Student Financial Aid funding.


8. Conduct internal compliance audits on all restricted funds, including grants and Student Financial Aid.

 


B. Assist with the Preparation and Monitoring of the Budget.

1. Assists the VP of Administration and Finance to compile the Annual Plan and Budget.


2. Monitors departmental budgets for variances.


3. Reviews operating budgets periodically to analyze the trends affecting budget needs.


4. Assists the VP of Administration and Finance and the Director of Finance with budget revision requests, including mid-year budget revisions.


5. Develops and maintains budget controls.


6. Assists in producing budgetary reports; including cost by program.

 


C. Assists with daily oversight of the Finance Office.

1. May act on behalf of Director in his/her absence.


2. Reviews and initials all restricted fund check requests/purchase orders.


3. Assists in analyzing the general, agency and auxiliary accounts to ensure funds are in balance, all necessary documentation is received prior to making disbursements and expenditures are made within the guidelines of College policies. Prepares and posts adjusting journal entries as required.


4. Performs variance analysis of accounts to assist in identifying potential areas of concern as it relates to the annual audit. Investigates abnormal variances and makes recommendations.


5. Manages the General Fund, Foundation, and Restricted Fund bank reconciliation process.


6. Manages implementation and maintenance of the ImageNow project.


7. Works with Financial Aid to ensure Title IV funding is returned per Department of Education regulations.


8. Reviews and makes suggestions for improvement of campus store accounting records to ensure recording of sales tax, inventory, and storage of check requests. Manages the automated book voucher process to ensure accuracy and efficiency.


9. Perform periodic audits of the TIC receivables and coordinate with responsible departments as needed.


10. Assists Director of Finance with benchmarking and assessing outcomes and program analysis.


11. Manages preparation and maintenance of accounting manual for inter and intra office use.


12. Assists with computer changes that involve the student account and financial system.


13. Oversees the Finance Office departmental webpage and the implementation of the Finance Office Portal for intra college use.


14. Assists with implementing and monitoring training curriculum for Finance Office staff.


15. Performs other duties as assigned by the Director of Finance or VP of Administration and Finance.

 


D. Assists in the preparation for external audits.

1. Assist in performing final year-end review of accounts for inaccuracies prior to year-end audit and prepare and post adjusting journal entries as required.


2. Prepare Schedule of Federal Awards for review and submission.


3. Research auditor inquiries and make recommendations as needed.


4. Serves as the main contact for the A-133 audit of Federal Funds.
Requirements

 

 

EDUCATION AND EXPERIENCE

Bachelor’s Degree in Accounting, Business Administration or Finance required, 3-4 years of related experience, demonstrated understanding of GAAP, FASB, CFR and OMB Circulars that relate to Federal Fund management; or any combination of experience and training which provides the required knowledge, skills, and abilities.

 


SKILLS AND ABILITIES

Must have excellent skills in computer applications such as Microsoft Word, PowerPoint, Excel, Access, e-mail (Outlook preferred) and ability to use an integrated computerized system (Datatel preferred). Ability to: work and make decisions independently with a minimum of supervision and communicate with tact and diplomacy; organize and prioritize work load, complete tasks in a timely manner, and attend to details. Ability to interact effectively and professionally with students, staff, and faculty.
