This position is responsible for promoting and maintaining a safe and healthy campus environment at SUNY Cortland. The Safety Specialist will manage the campus’ hazardous materials programs. Primary program areas are Chemical Management, Waste Management, Hazard Communication, Waste Manifesting, and filing reports with the appropriate agencies. Additional program areas include office ergonomics, injury, illness, and accident prevention, safety teams, building inspections, and training. This is a fulltime position. Major Responsibilities
• Conducts laboratory and campus inspections in accordance with OSHA / PESH, EPA / DEC, DOH and DOT regulations.
• Authorizes chemical procurement, management of Safety Data Sheets; and coordinate chemical labeling system for campus.
• Serves as Campus Chemical Hygiene Officer ( CHO Certification highly desirable).
• Manages and monitors the campus Petroleum Bulk Storage program for the main campus and satellite facilities.
• Maintains Blood Borne Pathogens compliance programs and Regulated Medical Waste ( RMW ) management and reporting. Ensures proper RMW disposal.
• Implements measurable waste minimization practices.
• Provides and assists with training programs to campus personnel such as Right-to-Know (Hazard Communication), Blood Borne Pathogens, Personal Protective Equipment, Laboratory Safety, Respiratory Protection, and related topics.
• Provide response to all Environmental Health and Safety emergencies and assist in direction and control of the Emergency Response Team members.
• Responds immediately to any chemical emergency, including spill response and interface with the Cortland area fire departments when appropriate.
• Develops budget proposals for all safety projects, including purchasing cost-analyses.
• Investigates alternatives with respect to chemical, fire and industrial safety compliance options.
• Researches and reviews current and pending legislation for applicability to SUNY Cortland, and clarifies the extent to which that legislation covers SUNY Cortland.
• Reviews accident reports for employees’ injuries in the workplace and makes recommendation of preventative measures.
• Assists with EH&S Office new program development.
• Performs other duties as assigned by the EH&S Officer. Functional and Supervisory Relationships
• Reports to the Environmental Health and Safety Officer.
• Works closely with campus departments: Facilities Operations and Services; Facilities Planning, Design, and Construction; Human Resources; Residence Life and Housing and the Academic Departments. Required Qualifications
• Bachelor’s degree in a science, safety or related discipline, and a minimum of 3 years of professional experience in environmental health and safety.
• RCRA and DOT Training
• 40-Hour HAZWOPER Certification
• Strong background in chemical/biological safety.
• Evidence of knowledge of OSHA / PESH, EPA / DEC, DOH and DOT regulations.
• Knowledge of OSHA 1910.1450 and Chemical Hygiene Plan
• Evidence of effective communication, interpersonal, and organizational skills.
• Evidence of proficiency in computer-based software programs (e.g. Apple and Microsoft systems, including but not limited to Microsoft Office and Pages). Preferred Qualifications
• Chemical Hygiene Officer Certification.
• Certified Safety Professional ( CSP ), CIH or related certification.
• Professional experience in an academic environment
• Experience managing occupational health and safety programs.
• Experience in working with State and Federal agencies involving regulatory inspections highly desired.
• 5-years’ experience in Laboratory Safety and /or hazardous and medical materials handling EEO Statement
