Payroll Compliance Officer


Location: Moscow

Position Summary:
This position will assist the Director of Payroll and apply financial knowledge while working with specific University personnel in formulating decisions and making policy and implementation recommendations that provide the greatest financial and compliant outcomes based on federal, state, and local laws, as well tax implications and treatments for both the university and employees.

Minimum Qualifications:
  • High school diploma



  • Related experience totaling 4 years or more associated with payroll, benefits, and/or taxes.
  • Experience: analyzing and interpreting financial information and reports; developing reports; preparing statistical reports, financial statements, projects and schedules requiring financial analysis; developing accounting methods and procedures.
  • Experience applying accounting theory, principles, and practices; design and modification of accounting, budgeting and/or payroll systems; computerized accounting systems, current payroll regulations; establishing internal controls.
  • Experience with composing a variety of business documents with attention to grammar, punctuation, and detail as demonstrated in application materials
  • Experience working in a customer service-oriented team environment to accomplish shared goals.


Preferred Qualifications:
  • Bachelor’s degree in either Business or Accounting preferred
  • Higher education experience; governmental accounting practices and GAAP, FPP or CPP certification.
  • Knowledge of Banner information systems and technologies.
  • Extensive knowledge of a public and/or university financial and payroll environment.
  • Professional experience working in payroll operations.
  • Demonstrated ability to work well as part of a team and interact with diverse groups of constituents in a positive and professional manner.
  • Demonstrated leadership and management abilities working in a team environment.
  • Demonstrated ability to resolve sensitive and sometimes confrontational situations with ease
