Chief Finance Officer

The successful candidate will possess a collegial and open management style, effective interpersonal communication skills and a knowledge of the special challenges of today’s community college student.  In addition, the successful candidate will demonstrate an understanding and appreciation of the community college mission, the role of developmental education, diversity of thought, academic, socioeconomic, cultural, and ethnic diversity of community college students.  This position reports directly to the President and serves as a member of the President’s Cabinet. 

Duties and Responsibilities:

  • Oversight for the Business and Financial Affairs of the institution including budget preparation and administration, accounting, auditing, cash receipts, contract administration, purchasing, accounts payable and receivable, and auxiliary enterprises.
  • The Chief Finance Officer organizes, administers, assigns, and delegates responsibilities in all areas of oversight subject to applicable laws, policies, and procedures.
  • Supervises and evaluates managerial and support staff; makes effective recommendations regarding hiring and any necessary discipline and/or termination of assigned staff.
  • Serves as Chief Financial Officer for the institution and has responsible signature authority for all institutional accounts.
  • Responsible for institutional budget preparation; provides leadership and coordination for the overall budget preparation and allocation process.
  • Responsible for all fiscal and inventory records as required by statute or policy.
  • The Chief Finance Officer develops and recommends policies and procedures for all areas of responsibility and directs development of such in the assigned administrative units.
  • Serves as a member of the President’s Cabinet and meets on regular basis with managerial staff to provide an avenue for communication, input, and involvement for all units, divisions and/or departments.
  • Ensures all college publications and policies from assigned areas of responsibility are properly reviewed, revised, published, and distributed to all affected or interested parties and directs such for administrative units assigned.
  • Responsible for the development, submission, compliance, and revision of grants awarded in assigned areas of responsibility.
  • Responsible for accounting and auditing; purchasing; accounts payable and receivable for all institutional locations.
  • Works with Classified Staff Council, Faculty Senate, Student Government Association and other committees, and all administrative unit heads regarding fiscal responsibility and budgets.
  • The Chief Finance Officer serves as Chief Procurement Officer of the institution and coordinates the procurement function.
  • Develops and recommends the annual Financial Affairs budget to the President and operates within the unit’s budget allocation.
  • The incumbent coordinates preparation of annual goals and objectives for assigned areas.
  • Represents the college at public, social, and business gatherings and serves on various college and external committees as assigned.
  • The Chief Finance Officer may perform related work as required or assigned by the President.

 

Qualifications/Knowledge/Skills/Abilities:

  • Bachelor’s Degree in Business or related field. Master’s Degree/CPA preferred.  
  • 3-5 years of progressively responsible, full-time professional experience in both fiscal and administrative areas with a Bachelor’s Degree; or 2-3 years with a Master’s Degree.
  • Prefer Higher Education experience, including staff supervision, budget management and strategic planning.
  • Must have considerable knowledge of the principles, practices, and procedures of higher education administration, as well as a thorough knowledge and understanding of the mission and philosophy of the comprehensive community college.
  • Must have thorough knowledge and understanding of general and governmental accounting principles, practices, and methods particularly implementation of GASB pronouncements.
  • Must have a thorough knowledge and understanding of the principles and methods of administrative analysis.
  • Must have a working knowledge and understanding of large-scale computerized accounting systems.
  • Must have working experience in developing and managing contracts utilizing state public bid regulations.
  • Must be highly organized with the ability to carry out assignments requiring the organization of material, analysis of data, and preparation of pertinent reports, presentations and recommendations.
  • Must demonstrate the ability to establish and meet deadlines, and must have leadership ability and considerable knowledge of the principles and practices of effective supervision.
  • Must have the ability to express ideas effectively both orally and in writing and must have the ability to establish and maintain effective working relationships with administrative personnel, faculty, staff, students, and the general public.
  • Must have the ability to work independently and simultaneously on projects of varied complexity, carrying each to its conclusion with a very high level of effectiveness.
