Purpose of Job

The Executive Director of Human Resources & Title IX Coordinator at Pittsburgh Technical College is a Cabinet position, reporting to the Office of General Counsel. The Executive Director is tasked with overseeing HR systems, handling employee relations, ensuring compliance with regulations, managing budgets, assessing staffing needs, hiring employees, designing training programs, and developing compensation plans. This is a highly confidential position requiring tact and diplomacy.

ATTRIBUTES AND COMPETENCIES : The ideal candidate for this role should possess a high work ethic, excellent communication skills, knowledge of labor regulations and HR practices, strategic thinking abilities, strong organizational skills, and excellent interpersonal skills. The exceptional HR director should improve HR processes, implement strategies that support business growth, improve morale and employee retention, enhance safety and wellness, strengthen relations between staff and employers, manage job satisfaction, attract the best recruits, and promote the organization’s values.

Education Requirements

REQUIRED EDUCATION :
Master’s degree in human resources management or related discipline.

PREFERRED TRAINING OR CERTIFICATIONS :
  • Professional in Human Resources ( PHR )
  • Senior Professional in Human Resources ( SPHR ) or
  • Senior SHRM Certified Professional ( SHRM - SCP )
Experience Requirements

REQUIRED QUALIFICATIONS :
  • Minimum of five years’ Human Resource generalist work experience
  • Experience serving as benefits administrator
  • Minimum of two years’ management experience, preferably in higher education
  • Expertise to automate HR processes
  • Excellent verbal and written communication skills


PREFERRED QUALIFICATIONS :
  • Experience serving as Plan Administrator for 401(k) plan
  • Experience with ADP Workforce Now preferred
Responsibilities

ESSENTIAL JOB FUNCTIONS :
  • Developing and implementing human resources policies.
  • Supporting strategic objectives.
  • Hiring staff and negotiating employment agreements.
  • Ensuring compliance with laws and regulations.
  • Managing staff wellness and performance reviews.
  • Motivating and supporting current staff, includes employee relations.
  • Maintaining staff records.
  • Manage employee benefit programs.
    • Includes negotiating contracts with providers and overseeing benefits administration
  • Oversees payroll administration
  • Identifying staffing needs and creating job descriptions.
  • Designing and directing training programs.
  • Automate all HR Operations
  • Work collaboratively with all members of the college
  • Manage Union Contract for Campus Public Safety Dept.
  • Accountable for development of institutional succession plan in collaboration with organizational leadership.
  • Facilitates process for development of departmental standard operating procedures (SOPs) across the college.
KNOWLEDGE, SKILLS, AND ABILITIES :
  • Knowledge of Applicant Tracking Systems ( ATS ) upgrades and Implementation
  • PeopleAdmin, Taleo, Workday, PeopleSoft or similar ATS
  • Knowledge and demonstrated proficiency with administering Workers Compensation Program
  • Track, and record accidents
  • Maintain safety committee certification
  • Serve on College Safety Committee
  • Knowledge and demonstrated proficiency with serving as the Title IX Coordinator
  • Responsible for reviewing allegations and making recommendations
  • Ability to facilitate training for faculty and staff on Human Resource policies and procedures
  • Ability to manage annual Performance Evaluation Process, and Professional Development
  • Ability to provide recommendations and guidance to leadership regarding PTC’s strategic mission as it relates to Human Resources
  • Ability to work as a change agent to improve and streamline departmental operations, through the continuous assessment of policies and procedures, work processes and program effectivenessvalue.
