POSITION SUMMARY

As a member of the President’s Cabinet, the Vice President of Finance and Administrative Services (VPFA) serves as the Chief Financial Officer and Treasurer of the College and is responsible for strategically leading the functions for all financial services, facility services, environmental health & safety, campus police and safety, and business and auxiliary services. Critical to the success of the VPFA is a track record of promoting a culture of excellence, inclusion, innovation, accountability, and transparency by engaging all key stakeholders in identifying opportunities to continue to align the financial strategy with the College’s mission in the changing higher education landscape.

The vice president is responsible for the College Master Plan, facility maintenance and construction management; the three-year Financial plan, budget and annual audit including payroll, accounts payable and receivables and grant accounting management; all college insurance policies; all college purchasing, management of all college businesses and support services such as mail delivery, facility rentals, print services; and, for the Emergency Response Plan including management of a police force with sworn officers. The Vice President recommends the formulation of college policy and planning for each of these areas. The following departments report directly to the Vice President: Business and Auxiliary Services (including Procurement, Food Service, Early Childhood Center, Bookstore, Renaissance Center Banquet Operation, Facility Rentals, Print Services and Mail Center), Facility Services, Receiving, Campus Police, Environmental Health & Safety, and Financial Services.

ESSENTIAL JOB DUTIES AND KEY RESPONSIBILITIES

1. Provide strategic vision and leadership for the functional organization of supervised areas to promote optimal services and operational efficiencies, including providing a safe environment for students, faculty, staff, and community members; for the departments of Facility Services, Financial Services, Campus Police, Environmental Health & Safety, and Business and Auxiliary Services.

2. Provide executive leadership, oversight and facilitate the preparation and execution of the College’s annual budget, the annual financial audit, the three-year financial plan, the three-year capital improvement plan, the College Master Plan, and the Emergency Operation Plan for submission through the President to the Board of Trustees. Serve as, or appoint a member from the financial services team, the College’s financial negotiation manager for all collective bargaining units;. Demonstrated knowledge of working effectively in a collective bargaining environment and work collaboratively across departments to promote a collegial work environment.

3. Initiate, update and implement all policies, procedures, and guidelines related to the Division of Finance and Administrative Services

4. Ensure that Facility Services maintains all college buildings, grounds, and equipment in a safe, attractive, and efficient condition. Assure the availability of adequate power and utilities as needed as well as the establishment of back-up procedures for emergency situations. Oversee all major capital projects so that they meet the college’s specifications and are completed on-time and on-budget.

5. Ensure that campus auxiliary operations and business functions are operated in an efficient, customer service-oriented manner.

6. Assess and administer the College’s insurance policies, including: educator’s legal liability; athletic insurance; property, liability, liquor, and commercial crime insurance; and employee stop-loss policies for the health insurance plan and the worker compensation plan.

7. Serve as the financial advisor with respect to employee health insurance and employee worker compensation funding/expenses, premiums, and risk management strategies; oversee the 403(b) & 457 plan administration and compliance.

8. Serve as a strategic advisor to the President, Executive Vice President and members of the Cabinet.

9. Serve as the Treasurer for the College, as appointed.

10. Attend all scheduled meetings of the Board of Trustees. Participate in the development and review of policies and best practices for the President’s recommendation to the Board.

11. Represent the President and the College to individuals, groups and organizations within the district and through professional associations.

12. Serve on the college’s Executive Committee for the Workday implementation project, which includes the Finance and HCM modules.

13. Demonstrate cultural competence and emotionally intelligent leadership to advocate and lead a strong cultural, social, and learning environment for students and employees with a foundational infrastructure of diversity, equity, and inclusion.

14. Perform other job-related duties as assigned by the President.

MINIMUM QUALIFICATIONS

1. Master’s Degree in business or public administration, finance or closely related field.

2. Minimum of (5) years of progressively responsible senior leadership, management and substantial senior administrative, supervisory and financial leadership in higher education. Demonstrated financial acumen to address budget realities in the changing higher education landscape.

3. Experience with leadership in a collective bargaining environment.

4. Must be bondable.

5. Interpersonal, managerial, and communication skills to interact effectively with and present to various constituencies, and to communicate complex financial, facility, safety and business services topics.

6. Appreciation for and ability to engage with Cabinet colleagues, community, faculty, and staff. This includes but is not limited to professionally relating to and connecting with people from diverse backgrounds including but not limited to different races and ethnicities, genders and gender identities and expressions, sexual orientations, religions, classes, intellectual and physical abilities, and citizenship statuses.

7. Demonstrated commitment to the college’s core values of respect, integrity, collaboration, humor and well-being, innovation and quality.

8. Capacity to understand, appreciate and thrive in a diverse academic, socioeconomic, cultural, and ethnic backgrounds of community college students and personnel.

PREFERRED QUALIFICATIONS

1. Earned Doctoral Degree in business or public administration, finance or closely related field or a CPA.

2. Significant and progressive senior leadership experience in a two-year public community college with a track record of being a thought leader with the President, diverse constituents and direct reports; with demonstrated excellence in roles of increasing senior financial management.

3. Prior involvement in ERP implementation projects and post-go-live activities.

4. Demonstrated multicultural competence.

5. English and Spanish verbal and written communication proficiency.

PHYSICAL DEMANDS

3. Ability to travel in state and nationally.
