DEPARTMENT: Purchasing

REPORTS TO: Director, Purchasing and Inventory

PRINCIPAL RESPONSIBILITIES:

  1. Serves as lead administrator in the absence of the Director and as proxy for bid openings and other meetings
  2. Manages the processing of all College purchase requisitions in compliance with federal and state regulations, other governing statutes, and internal policy.
  3. Oversees lifecycle management, processing, and coordination of contracts, including assisting the Director with vendor performance issues.
  4. Serves as liaison to the Accounts Payable department to research, assist, and resolve complex invoicing disputes related to bids, quotes, and other contractual agreements.
  5. Maintains vendor files and obtains all statutorily required documents from vendors based on anticipated spending and solicitation type.
  6. Oversees the identification of unregistered vendors and subsequent collection and entry of confidential banking information to support the E-Check program.
  7. Manages the purchase and blanket order modification process in compliance with all applicable laws and internal policies.
  8. Authorizes orders from the College’s office supply, bookstore, and other specified vendors and expedites the processing of related invoices.
  9. Administers the record retention process for the Finance Division, including submission of records disposal requests to the State of NJ.
  10. Collaborates with College staff to identify opportunities for cost reduction, purchase consolidation, and process improvements.
  11. Provides technical assistance to staff and vendors on the Colleague ERP system and Bonfire bidding portal.
  12. Develops reports necessary to provide data for Open Public Records Act (OPRA) requests and to support the data-driven operations.
  13. Identifies vendors for public solicitations and novel purchases.
  14. Assists the Director with review and development of procedures, department forms, and templates.
  15. Assists the Director in providing annual and ad-hoc training to staff.
  16. Assists the Director with the processing and tracking of insurance policy renewals.
  17. Maintains up-to-date knowledge of all applicable laws and regulations including identifying the impact of changes to these statutes.
  18. Expedites high priority purchases and follows up with stakeholders to insure satisfactory completion.
  19. Performs other duties as assigned.




MINIMUM QUALIFICATIONS
  • Bachelor’s degree
  • Three years of purchasing, finance, or public sector experience
  • Working knowledge of public purchasing laws or other related sectors
  • Excellent written, oral, and interpersonal communication skills
PREFERRED QUALIFICATIONS
  • Purchasing certificate (CPM, CPSM, CPPO, RPPS, QPA)
  • Knowledge of the Colleague financial system

SCHEDULE: Monday - Friday, 8:30 a.m. to 4:30 p.m.

RETIREMENT: Pension Eligible

Any Middlesex College employee hired after September 1, 2011 will have to meet the New Jersey residency law requirement.
