Summary:

The Assistant Director of Finance and Administration, reporting to the Senior Associate Vice President for Research and Innovation, will oversee human resources functions for the Division of Animal Resources. This position provides direction, leadership, and management of the current and future human resources functions as well as the financial and administrative oversight of the Division of Animal Resources The position directs administrative and operational aspects of HR and finance for DAR. They will work with the attending veterinarian and assistant directors to establish standards and approve policy changes, and will serve as a liaison between direct providers of care, vendors, investigators and research teams, central OVPRI administration, and central staff. The person in this position will apply knowledge of general human resources management, administrative, and financial management principles and practices and budgetary principles in order to ensure program deliverables are met and there is no duplication of effort. Directly manages and supervises multidisciplinary program staff .

Typical Duties

Budget Administration -Directs and oversees budget preparation and administration and monitoring of funds to ensure university, state, and federal requirements and regulations are met. Administers activities that are necessary to the program focusing on the programmatic, fiscal, and operational aspects. Oversees the administration of expenses charged to DAR accounts for appropriateness, provides oversight of reconciliation of charge backs to the division, and confirms that funding is budgeted, and expense is allowable.

Financial Management -Develops and maintains overall program operating budget and individual department indexes that support the unit using the requisite financial accounting systems. Collaborates with division leadership to implement a financially sound operating budget. Monitors expenditures and revenue. Performs statistical analysis for forecasting. Assists with long-range financial planning and projection of revenue and expenditures.

Human Resource Management and Strategic Planning -Directs, manages, supervises assigned administrative/support staff to include determining staffing needs, recruitment, hiring, work assignments, performance evaluation, disciplinary/corrective action and employee training and development. Serves as Human Resource Professional for the VP Research MBU Works with other division HRAs to provide guidance, training and support for the HR function Works with Managers to develop staff development, training, and other needs to ensure administrative and human resource skills necessary as appropriate

Program Administration and Management - Provide direction and day to day problem solving and administrative management Design and maintain an annual plan to assure system integrity, including working closely with DAR leadership to establish an internal audit plan and monthly review of program requirements




Minimum Hiring Standards

●Bachelor’s degree and/or equivalent combination of education, experience and training.

●Minimum of five years of work experience with progressive human resources, financial and supervisory responsibility;

●Demonstrated experience with the creation and implementation of training and development to meet organizational needs;

●Demonstrated ability to communicate clearly, correctly, knowledgeably, and effectively both verbally and in writing, to different audiences;

●Strong facilitation skills with the ability to conduct training on topics such as HR policies and procedures, best practices, and administrative/financial protocol;

●Proven experience in the handling of sensitive or urgent matters and providing triage and management of team issues including disciplinary issues, performance concerns, equity, etc.;

●Experience with and/or training in conflict resolution and proven ability resolve team members conflict;

●Ability to work collaboratively and effectively with varied audiences and employee types including other university offices such as VCU HR, Office of the Provost, etc.;

●Ability to function well in a fast-paced, multi-task work environment that may present conflicting deadlines;

●Experience with Microsoft software, to include spreadsheets and databases, and the ability to understand complex data systems used for tracking program outcomes;

●Experience in financial analytics;

●Must be responsible and able to work independently while working within a matrixed supervision model;

●Strong work ethic and commitment to integrity and ethical behavior;

●Demonstrated experience working in and fostering a diverse faculty, staff, and student environment or commitment to do so at VCU.

Preferred Hiring Standards

●Required experience in an academic or veterinary industry preferred;

●Master’s Degree in Business Administration preferred;

●Administrative and/or financial management work experience in an academic/research medical center preferred;

●Some experience in pre- and post-award research administration; willingness to learn animal care and use requirements preferred
