Position Summary:

The Bursar manages the accounts receivable functions of the college. This position is responsible for establishing, implementing, and communicating accounts receivable policies and procedures.

Incumbents must possess the proven ability to effectively work with a culturally, linguistically, and ethnically diverse faculty, staff, and student. They are expected to have excellent oral and written communication skills along with strong Information technology literacy skills such as Microsoft Office (Word, Excel, Outlook, Teams, etc.)

Minimum Qualifications:

Bachelor’s degree in Accounting, Finance, or a closely related business administration area and two years of related experience; or a combination of education, training, and experience which would lead to the competencies required for successful performance of the position’s essential duties.

Successful Candidate must have or must possess:
  • Considerable knowledge of professional accounting principles and practices including governmental accounting and budgeting;
  • The ability to work independently and as a member of a team;
  • Excellent organizational skills
  • The ability to prioritize workload and meet deadlines.
  • Experience assisting in the supervision of an accounting function.
  • Experience performing general accounting operations.

Preferred Qualifications:
  • Master’s degree in Accounting, Finance, or closely related business administration area or Certified Public Accountant (CPA) preferred.
Example of Job Duties:

Under the direction of Director of Finance and Administrative Services or other administrator The Bursar is accountable for supervises the staff assigned to the Bursar’s Office; planning office workflow; scheduling, assigning, and overseeing work; reviewing and evaluating performance; establishing and maintaining college accounts receivables policies, procedures and guidelines in compliance with college, state, and federal accounting policies, procedures and regulations; providing and ensuring satisfactory internal controls are maintained; acting as a liaison with other student service departments, the Board Office, and the State Treasurer’s Office regarding policies and procedures; ensuring that that the department’s webpage, college catalog, course schedules, and other written materials contain accurate, timely and relevant content; directing cashiering, billing, refunding, 1098T, Chapter 33, collection, bookstore voucher, Title IV, deposit, write off, and other receivable processes; oversees the administration of third-party contracts; maintaining original documentation; establishing due dates, refunding deadlines, and other information required to process accurate student financial transactions; overseeing the administration of installment plans; preparing analysis of usage and default rates; managing the College’s drop for nonpayment process; analyzing student enrollment and other relevant factors; analyzing, monitoring, and reporting college receivables; reconciling accounts; preparing monthly reports; creating and maintains student information posted on the department website, in the College catalog, and in other printed media; and researching and addressing student inquiries and appeals for exceptions.

In addition to the accountabilities listed above, the incumbent is required to carry out the essential duties of Attendance and participation at convocation and commencement ceremonies; Service on assigned committees and task forces; Attendance and participation at committee, staff, informational and professional meetings. These may involve attendance at evening or weekend events.

Starting Salary:

$62,169 approximate annual plus excellent State of CT medical insurance, retirement, and related fringe benefits. Salary Range for this level is $62,169- $113,025.
