Position Summary:

The Chief Information Officer (CIO) provides vision, leadership, and advocacy to advance the Colleges by leveraging technology. A successful candidate is responsible for the operation, maintenance, and improvement of all technology and information services available to the College community. This individual will create, foster, and strengthen a positive and forward-thinking technology culture through relationships with the various end-users. These relationships extend across and beyond campus to peer schools in addition to industry experts and vendors. This position is responsible for the execution of major IT functions. The incumbent will participate in union contract negotiations as required.

As a member of the President’s Executive Committee, the CIO will be tasked with solving complex and time-sensitive matters while facing academic and fiscal pressure. They will provide strategic vision and help balance the College’s desire for innovation with a risk-focused action plan.

Supervision Exercised: The CIO manages Enterprise Application & Development, Technology Helpdesk, and Infrastructure Technology Services departments with approximately 10 employees in total including a Director of Network Operations, System Administrators, Technical Support Manager and Associates, Associate Directors of Enterprise Applications and Programmers. The CIO performs a major role in personnel decisions for COSC IT employees including staffing, hiring, firing, evaluation, promotion, and training of employees.

Incumbents must possess a proven ability to effectively work with a culturally, linguistically, and ethnically diverse faculty, staff, and student. They are expected to have excellent oral and written communication skills along with strong Information technology literacy skills such as Microsoft Office (Word, Excel, Outlook, Teams etc.)

Minimum Qualifications:

A Master’s degree in Technology is required, along with 10 years of professional experience in managing multifaceted technology departments and affiliated vendors.

The Chief Information Officer is required to have demonstrated knowledge and abilities in the following areas:
  • Experience in managing internal and external constituencies through strong interpersonal skills.
  • Excellent written and organizational skills with proven ability to adhere to governance and audit requirements.
  • Prior leadership experience with mentoring staff and providing a service orientated organization
  • Ability to effectively lead projects including the development of proper scope, timelines, and deliverables.
  • Experience in developing and maintaining operating and capital budgets.

Example of Job Duties:

The Chief Information Officer is responsible for the following:
  • Oversight of Enterprise Applications & Development that is responsible for the student information system Jenzabar and managing the portfolio of software to ensure technology across campus serves the College’s mission while being sustainable both in maintenance and in cost. The software catalog is critical to the operations of the College and extends between front-end enrollment-related services through academic and advising, accessibility services, identity management and extends through back-office fiscal and facility operations. The department often serves as a facilitator between end-user and vendor for those services sourced to third parties. The College additionally maintains a development channel in-house managing internally developed applications still in production across various departments.
  • Oversight of Technology Helpdesk that manages technology service requests for the College’s faculty, students, and staff. Tier 1 support services through a vendor-managed solution represent the front line for faculty and staff requests and are overseen by the Helpdesk. The administrative staff is routed directly to a Helpdesk ticketing system or through deskside support. Supplemental routing of open requests is additionally supported by peer departments including Enterprise Applications, Infrastructure Technology Services, and Instructional Design. The Helpdesk additionally manages assignments of supplemental technology peripherals including mobile phones, tablets, hotspots, Chromebooks, and workstation accessories. The department works closely with the Department of Instructional Design to support success through distance learning technology, video, and audio productions.
  • Oversight of Infrastructure Technology Services that is responsible for managing the College’s data center, network, local workstation environments, virtualized services and select licensing and software arrangements such as Microsoft 365 and Adobe. ITS additionally implements and enforces CSCU policies applicable to IT such as security and asset management. Responsibility for physical hardware on-premise at both campuses in addition to co-located hardware resides with ITS. This group often serves as a Tier 3 escalation point for matters that cannot be triaged by the other teams. Patch management and upgrade schedules are formulated by ITS to mitigate risks and outages related to functionality and data security.
  • Maintain the College’s compliance with accreditation standards centered around technology ensuring the College has the resources necessary for the achievement of the academic programs offered.
  • Serve as a visionary and strategist on the College’s Executive team assisting supervisor in the development and execution of the strategic plan.
  • Management of technology through effective budgeting of physical, digital, and personnel resources.
  • Exploration and deployment of efficient digital processes and services that increase value to college stakeholders.
  • Work with vendors and perform the appropriate due diligence for the implementation and ongoing maintenance of technology while providing transparency to the process for relevant end-users.
  • Strengthen internal management and documentation of compliance with various College, CSCU System, and State of Connecticut policies and IT governance protocols.
  • Serve as the lead responsible party for IT security and associated compliance monitoring to mitigate the risk of security violations and breaches.
  • Encourage College staff to stay current with required security and technology training while concurrently empowering technology staff to stay aware and trained on current industry matters.
  • Continually enhance digital experiences for both students and staff through the student portal and staff intranet site.
  • Maintain current knowledge of professional issues to build a cadence of results and innovation.
  • Provide enabling information for both leadership and staff to make data-informed decisions.
  • Ensure appropriate levels of training materials are available through a technology library for student and staff consumption to effectively leverage campus technology.

Starting Salary:

$118,003 approximate annual plus excellent State of CT medical insurance, retirement, and related fringe benefits. Salary Range for this level is $118,003- $177,005.
