Plan, direct, and manage the compliance needs for the Human Resource (HR) Department, including policy development, compliance with College policy, state, and federal regulations, oversight of employee benefits and wellness. Coordinate with the Chief Human Resources Officer in the full scope of duties assigned.

Terms of Employment:
  • This is a 12-month exempt position at pay level 27 in the Administrative salary schedule.
  • Requires flexible work schedule, which may include evenings and/or weekends as well as travel throughout the district.
  • Requires the provision of official transcripts upon hire.
  • COCC employees must work and reside in the state of Oregon at the time their work is being performed.

Essential Functions:
Compliance and Management:
  1. Directly supervise the Employee Benefits and Wellness Manager.
  2. Ensure compliance with records retention and archives laws; maintain confidentiality, security and integrity of personnel records.
  3. Responsible for developing appropriate personnel policies and monitor for consistent application. Assist with the administration of College manuals, including the Handbook for Exempt, Confidential, and Supervisory Personnel and the HR section of the General Procedures Manual.
  4. Provide oversight for the development, implementation, and administration of employee benefits, including coordination of benefits through Oregon Educators Benefit Board and the College Insurance Committee.
  5. Provide leadership and direction for employment practices of the College to ensure the College’s compliance with all local, state, and federal laws and regulations with regard to recruitment and selection of all professional, faculty, and classified staff.
  6. Provide oversight and direction for project management and programs related to new and existing compliance functions.
  7. In coordination with supervisor, responsible for oversight of the HR integrated computer systems and web pages, including benefits, leaves, and wellness.
  8. Provide employee statistical data, reports and salary information as required for internal use or for state and federal agencies.



Legal and Compliance:
  1. Responsible for adherence to all collective bargaining agreements.
  2. Meet with College staff and supervisors when individual action is requested and/or needed to resolve employee relations issues. This may include working with supervisor in the preparation of work plans, disciplinary action, and processing for termination, or design and implementation of job training, and outplacement programs.
  3. Ensure compliance with equal employment opportunity, sexual harassment and misconduct, DEI, non-discrimination, Title IX, ADA and ADEA policies, procedures and complaint investigation/resolution.
  4. Consult with College attorneys regarding labor relations and other matters related to HR.
  5. Keep the CHRO informed of HR matters of importance to the College.
  6. Serve as College liaison for local, state, and federal agencies relating to HR matters.

Knowledge, Skills and Abilities:

  1. Knowledge of HR functions and professional practices, including compliance, benefits, information systems, training and development, diversity, employee relations, worker’s compensation, and policy development.
  2. Knowledge of and ability to read and interpret federal, state, college policies, and professional practices that apply to HR issues and ability to apply concepts presented. Knowledge of: (1) federal and state requirements and policies governing employment, benefits management, data gathering, record keeping, INS regulations, equal employment opportunity, affirmative action, and diversity programs, (2) collective bargaining and subsequent laws, and (3) PC-based data processing, and word processing.
  3. Knowledge of DEI, EEO, and Title IX.
  4. Must have strong organizational, management, analytical, supervisory and problem-solving skills, including conflict resolution.
  5. Skill in supervision and cultivating a collaborative work environment.
  6. Must have strong interpersonal and communication skills with the ability to inform, advise, or interpret policy and procedures in response to difficult personnel issues, disciplinary problems, occasionally dealing with angry or upset employees/candidates.
  7. Ability to work and communicate effectively within a diverse equitable and inclusive environment and with all levels of college staff and organizational personnel.
  8. Ability to organize and manage multiple tasks and objectives in a dynamic work environment. Ability to effectively solve problems and make critical decisions on a daily basis.
  9. Ability to develop and deliver presentations and provide training in both small and large group settings for employees, unions, the College Board and/or at the state.
  10. Ability to maintain confidentiality of information and documents while ensuring that correct procedures and policies are followed.
  11. Knowledge of principles of supervision, coaching, training and performance evaluation and ability to effectively lead the HR Department, in a team environment, and provide staff direction, training and evaluation.
  12. Advanced level of ability and experience working with computer systems including: (a) internet access/research, (b) MS Office Suite products (Outlook, Word, Excel, Access and PowerPoint), © HR applications (database, eLearning).
  13. Knowledge of and ability to effectively interpret and execute collective bargaining agreements.
  14. Ability to communicate effectively, both orally and in writing, using the English language with or without the use of an interpreter.
  15. Must be able to perform essential job functions outline above.
Physical Demands and Other Ergonomic Requirements:
Working hours are generally Monday through Friday from 8:00 AM to 5:00 PM. Additional hours or schedule changes may be required based on work requirements including attending monthly evening board meetings. Work is performed in an office setting, mostly sitting with frequent computer use. Individual is required to be able to perform the essential functions with or without reasonable accommodation. Education: Bachelor’s Degree in business, human resources, education, organizational development, public administration, or related field.
Experience:
1. Minimum of four years of full-time experience in an administrative position with any combination of the following:
a) Ensuring compliance with organizational polices/procedures, and applicable state and federal laws and regulations.
b) Developing and writing policies and procedures.
c) Developing and implementing systems.
d) Data analysis, software applications, and reporting.
e) Implementing employee benefits, training, or wellness programs/initiatives.

2. Two years of effective supervisory and/or program management experience.

Human Resources or Project Management certification, or similar training, to demonstrate commitment to operational effectiveness within the HR department, or ability to obtain within 18 months Must be able to maintain certification once acquired.

Education: Master’s degree in business, human resources, organizational development, management, public administration, or related field.
