Primary Purpose:
Under the direction of the CIO, serve as the College’s lead technology and functional business analyst for Human Resources, Fiscal Services, Payroll and IT. The position performs project planning, estimating, analysis/design, execution, implementation, and vendor management activities for projects and tasks, while coordinating with ITS project teams on help desk tickets and technical implementations. The position will provide expertise, training, and documentation to campus faculty and staff on Banner HR and Finance modules, PeopleAdmin application/on-boarding modules, Argos reporting, and other related software applications and processes.

Terms of Employment:
  • This is a 12-month exempt position at pay level 25 in the Administrative salary schedule.
  • Requires flexible work schedule, which may include evenings and/or weekends as well as travel throughout the district.

Essential Functions:
Business Analysis Functions
  1. Serve as the lead technical and functional business analyst for the Banner HR/Payroll and Banner Finance modules, People Admin application/on-boarding, Argos reporting, and other business programs that impact or interface with Banner HR/Payroll or Banner Finance.
  2. Work with Fiscal/HR/Payroll to design, develop, and maintain Argos reports necessary for decision-making, compliance, and college reporting.
  3. Develop specifications and workflows for assigned tasks, reports, and other assigned work that require such documentation.
  4. Perform data analysis in support of technical and functional business activities.
  5. Analyze and identify process improvements to Banner HR/Payroll and Banner Finance modules to include implementing functionality not currently utilized, and standardizing workflow and/or correcting workflow to align with baseline Banner design. Where appropriate, develop electronic processes to replace manual activity.
  6. Participate in the selection of vendors and contractors and assist in the development and selection for Request for Proposals ( RFP ) and Request for Information ( RFI ) related to technology projects.
  7. Utilize Banner Support Center to research and answer functional questions regarding system issues, process improvements, updates, and system efficiencies. Work with ITS on updates.
  8. Monitor Banner eCommunities and HR and Finance List-Serve forum from an end user perspective to recommend work process improvements or identify issues that might affect processes, workflow, institutional requirements, institutional policies, and/or HR or Finance communications.
  9. Coordinate Banner HR/Payroll and Banner Finance module security groups in conjunction with ITS Team.


Project Management
  1. Perform project management activities and participate on project teams responsible for software implementations and upgrades
  2. Determine project scope and staff resources needed to complete projects; prepare project work plans; monitor project milestones and report project progress to appropriate staff. Work closely with technical staff and end users to ensure timely and efficient completion of projects.
  3. Schedule and facilitate regular project status meetings with project teams, stakeholders, or relevant parties, and coordinate project activities between applicable campus sites and departments.
  4. In all activities, collaborate with appropriate campus departments and staff including end users (HR, Payroll, Finance, instructional administration, academic department support staff, and other campus staff who utilize “F, N, P, and T” Banner screens) and Information Technology Services ( ITS ) to identify and develop system changes, workflow improvements and projects.
  5. Serve as a liaison between COCC’s Information Technology staff and various application end users (primarily HR, Payroll, Fiscal support staff) to implement appropriate system changes and identify and prioritize projects (Banner, PeopleAdmin, Argos, interfaces).

Training and Documentation
  1. Serve as the lead person responsible for developing documentation and training materials and planning staff training for supported applications.
  2. Review upgrade and release documentation, and recommend implementation prioritization. Includes identifying issues and changes, recommending and developing training protocol and documentation, training staff on testing processes and addressing end user needs with IT.
  3. Facilitate analysis of new reports and troubleshooting or documenting existing reports.
  4. Provide leadership and guidance in developing and implementing online forms and website resources for business operations.

Marginal Job Functions

  1. Ability to work with complex technology-based projects in an enterprise environment.
  2. Ability to quickly gain solid technical and functional knowledge of a broad set of software applications. Specifically used at COCC : Ellucian’s Banner HR/Payroll and Banner Finance modules, PeopleAdmin, Argos, and Microsoft applications (Word, PowerPoint, Excel, Outlook).
  3. Experience with relational databases and reporting software. Must understand relational databases and SQL in the context of troubleshooting, data analysis and creation of reports.
  4. Ability to write complex population selections and utilize campus reporting tools to identify problem areas, audit data, generate reports or improve levels of service to students.
  5. Ability to effectively communicate, both verbally and in writing, technical and complex issues with both end users and technology staff. Must be able to communicate effectively, both orally and in writing, using the English language with or without the use of an interpreter.
  6. Ability to design and deliver technical training, documentation, and presentations.
  7. Ability to work independently and autonomously to achieve identified objectives and goals.
  8. Knowledge of and experience with project management principles and strategies for technology implementations.
  9. Ability to be a self-starter, work collaboratively, highly motivated and possess good judgment in identifying issues, stakeholders and priorities.
  10. Ability to create requirements documentation and functional specifications.
  11. Ability to write effective documentation for various policies and processes, using tools such as Visio, Camtasia, Snag-it and MS Word.
  12. Ability to effectively problem-solve issues that affect multiple departments, bringing stakeholders to a reasonable consensus on process.
  13. Knowledge and understanding of accounting and business operations processes and procedures.
  14. Ability to read, analyze, and interpret information technology administration guides.
  15. Ability to identify process workflow problems, analyze results and create resolutions using appropriate Banner resources.
  16. Ability to work cooperatively with and contribute to a diverse workplace through ideas or experience.
Physical Demands and Other Ergonomic Requirements:
Working hours are regular generally Monday through Friday. Additional hours or schedule changes may be required based on work requirements. Hiring Process Testing
