Description/Job Summary

Reporting to the Assist Director of Human Resources, the Payroll Manager is responsible for the management and supervision of the Payroll and Contracts processing unit, and for ensuring efficient and effective delivery of services. This includes responsibility for payment to over 1500 employees, with a college wide personnel budget in excess of $35 million. This position is responsible for ensuring the processing of over 7000 contracts, generated annually. Responsibilities include the verification and monitoring of payroll and contract operations, ensuring compliance with State, Federal and College guidelines.

Responsibilities/Duties
  • Manages all Payroll and Contract functions; evaluates all payroll department staff
  • Develops and documents Payroll and Contractual procedures and policies to improve operational efficiency
  • Maintains strong internal controls to ensure compliance with State, Federal and College regulations
  • Manages, reconciles, oversees processing, and approves contract data entered into the Part-time Employee Automatic Contractual Employment System (PEACE)
  • Reviews, verifies and resolves issues for over 1200 contractual employees in the PEACE system
  • Verifies and approves special payments to submit to Central Payroll Bureau
  • Ensures payroll is processed timely for all BCCC employees
  • Ensures reconciliation of Federal Work Study payments for accurate distribution of federal funds
  • Ensures state and weekly payroll deadlines are met per Central Payroll Bureau guidelines
  • Develops annual payroll schedule in compliance with Central Payroll Bureau
  • Prepares payroll audit schedules and responds to Legislative Auditors
  • Ensures faculty overload contracts are in compliance
  • Works collaboratively with all divisions and units within the College
  • Ensures wage garnishments are processed timely
  • Other related duties as assigned.
Required Qualifications
  • Bachelor’s degree in finance, accounting, business or related field
  • 5-7 years of experience executing payroll, preferably in the MD payroll system
  • 7-10 years of experience managing the work of others
  • Computer Literate –MS Office, Workday, FMIS and/or Banner
  • Must be able to thrive in a fast paced environment with shifting priorities
  • Must have strong organization skills; able to track of and juggle multiple priorities and initiatives simultaneously
  • Must be responsive, consistently demonstrating a sense of urgency; Being proactive and resolving problems as they arise
  • Must possess sound critical thinking and problem solving skills
