The University of Maryland, Baltimore (UMB) has an exciting opportunity available for an Assistant Vice President and University Controller to oversee the University's financial accounting operations. This position will provide the strategic vision for financial accounting operations and support and maintain changes to the University’s automated financial accounting systems.

Essential Functions:

  • Oversight of the customer service-oriented department of the Office of the Controller. Organization includes in the general accounting, student financial services, disbursements, capital equipment inventory, payroll, customer billing, and financial systems. Responsible for the timely and accurate maintenance of general ledger, transaction, and financial management reporting, including semi-annual and annual financial statements and reports.
  • Ensure strategic alignment of University wide goals and objectives. Develop metrics and associated quality assurance monitoring to evaluate ongoing financial programs and controls.  Assist in compilation and preparation of financial analyses, trends, and reports
  • Oversee financial accounting functions and data processing, ensuring accounting procedures are being followed utilizing GAAP/GASB; managing the University’s external financial reporting process; and managing the periodic internal financial reporting process of the University.
  • Ensure appropriate financial systems and internal controls are in place to safeguard University assets and accounts are appropriately maintained to properly reflect accurate financial data.  Monitor and oversee all University asset and liability accounts; ensure proper accounting methodology, techniques, and policies are adopted in University operations. 
  • Establish and continuously improve policies and procedures regarding internal accounting controls and University accounting and disbursements practices; ensure that they are effectively communicated to the University community.
  • Work with the Senior Associate Vice President & Deputy CFO on the strategic vision including fostering and cultivating stakeholder relationships on campus, city, state, and national levels.
  • Serve as primary liaison between UMB Office of the Controller and key customers throughout the university, with other institutions within the University System of Maryland, and with the State of Maryland agencies that support UMB.
  • Collaborate with other UMB Finance units such as Management Advisory Services on operational issues and external audit matters, Strategic Sourcing and Acquisition services on procure to pay operations, and Sponsored Projects Accounting and Compliance on issues related to grant accounting and indirect cost. Partner with Human Resource Services on procedures and operational areas that affect payroll services.
  • Create a cohesive work team that works collaboratively to achieve university’s financial goals and mission. Oversee the recruitment, performance, and training of team members and continually review strengths and weaknesses of staff to maintain a well-trained, highly involved, and motivated team.
  • Serve, ex officio, the role of Treasurer for Maryland Global Initiatives Corporation (MGIC) that is the affiliated organization for international operations. Service as an officer of MGIC will be part of the official duties and responsibilities as a member of University staff that advances and protects the interest of the University.
  • Perform other duties as assigned.
  Qualifications    Education:  Bachelor’s degree in finance, accounting, business administration, public administration or an equivalent field is required. Completion of a Master’s in Business or related field is preferred.

Experience:  Twelve (12) years of financial management required with at least five (5) years of experience in higher education or government accounting. Experience with Oracle Cloud ERP and HCM or any modern financial system is preferred.

Supervisory:  Five (5) years of direct management experience. 

Other:

    Certified Public Accountant (CPA), Certified Management Accountant (CMA), Certified Financial Manager (CFM), or Certified Internal Auditor (CIA) preferred Financial disclosure reporting required by State of MD Ethics Commission. Credit history review may be required. Designated as an essential employee who may be required to work on non-business days or outside of normal business hours to ensure the continuity of operations.
Knowledge, Skills, and Abilities:

  • Possess an in-depth knowledge of best practices in the relevant GAAP, federal, state, and local rules, regulations, and programs/policies for meeting compliance and University financial accounting structure. Proven success effecting change in a complex organization.
  • Able to establish goals, structure, and processes necessary to implement a mission and strategic vision. Skilled in leadership, coaching and teambuilding to strengthen and cultivate relationships. Strategic and analytical thinking skills with an ability to make independent decisions that are a matter of significance for the unit.
  • Self-motivated and desire to learn, with a pro-active attitude towards tasks, strong project management skills, and work under pressure of strict periodic deadlines managing multiple projects.
  • Effectively communicate both verbal and written thoughts, ideas, and facts. Write and present information in a clear and concise way. Interpret and understand written information and able to listen attentively to verbal and non-verbal cues that lead to a deeper understanding. 
  • Work cooperatively with others and demonstrate professional, ethical, respectful, and courteous behavior when interacting with others. Demonstrate pleasant and positive interactions with other to meet customer expectations and provide follow up with customers. Effectively negotiate with a broad range of internal and external individuals or agency representatives.  Communicate complex issues at the highest levels of management. Reach compromise and consensus to influence and negotiate. Remain calm and manage conflict and work well with a diverse workforce. Utilize a collaborative and approachable management style. Allow others to be open in sharing thoughts and ideas across all levels of the organization and to build collaborative relationships.
